Mais, comment voulez-vous qu'ils agissent autrement, alors que ce qu'a fait, sciemment, Jakaya Kikwete c'est prendre le relais après l'échec de la précédente bêtise criminelle, quand, à l'arrivée d'un nouveau porte parole militaire de la MONU, actuellement MONUSCO, pour remplacer un autre français, Gabriel de Brosses, il a été décidé la suspension des opérations conjointes, entre les FARDC et le CNDP, qui débarrassaient l'Est de la RDC de ces FDLR et de tous autres groupes armés issus des forces génocidaires dévérsées là par l'opération française Turquoise, puis brasser en une seule armée nationale, et coaliser plutôt ces forces négatives avec les FARDC et tous les groupes armés congolais dont les PARECO, une coalition contre nature à la quelle la MONUC allait fournir un appuis aérien par ses hélicoptères de combats, une bêtis qui s'est terminée, pour permettre Kinshasa et la MONUC de sauver la face, en ces accords du 23 Mars 2009...!!!

 
A chaque fois ce sont les détracteurs du Rwanda, qui n'arrêtent pas changer de visage, qui manigancent des combines qui font que la situation se détériore de plus en plus à l'Est de la RDC, vous n'avez qu'à comparer avec les années avant l'implantation de la MONUC à l'Est de la RDC, mais comme ils ont la Communauté Internationale de leur côté, c'est toujours le Rwanda, et dernièrement l'Ouaganda, sans doute pour avoir refusé de marcher dans ces combines, qu'on fait porter le chapeau.

"In what could further worsen the current diplomatic rift between the two countries, Tanzania yesterday categorically said it won't apologise over remarks by President Jakaya Kikwete that called upon Rwandan authorities to initiate peace talks with rebels of the Democratic Liberation Forces of Rwanda (FDLR).

Early this week Rwanda through its Foreign Affairs Minister reacted furiously to President Kikwete's remarks on the Democratic Forces for the Liberation of Rwanda (FDLR) rebels describing them as "aberrant" and "shocking".

President Kikwete suggested - during an AU summit on Sunday in Addis Ababa, Ethiopia - that Kigali should negotiate with the Congo-based rebels. The Summit tackled security issues on the continent, including instability in eastern DR Congo.

But in an interview with Radio France Internationale (RFI) on Monday, Rwanda's Minister of Foreign Affairs, Louise Mushikiwabo said Rwanda will not consider negotiating with people who are responsible for the 1994 Genocide against Tutsi.

But on Saturday, Foreign Affairs and International cooperation minister Benard Membe categorically said it doesn't owe the government of Rwanda any apology over remarks by President Jakaya Kikwete that called upon Rwandan authorities to initiate peace talks with rebels of the Democratic Forces for the Liberation of Rwanda [FDLR].

Membe announced the government's stand in Parliament here while winding up debate on his budget estimates for the 2013/2014 financial year.

The minister said that Tanzania would not apologise as demanded by the government of Rwanda through its Foreign Minister, Louise Mushikiwabo, because Tanzania was guided by good intentions in seeking peaceful means to resolve the political crisis facing Rwanda and its neighbour–the DRC.

He explained that President Kikwete advised Rwanda to initiate peace talks with the rebels because the government had been fighting the FDLR since 1997 – some sixteen years hence¬---but without success.

Membe said, "What President Kikwete meant was that the war against Hutu rebels fought by Rwanda wasn't the best way to achieve peace in the DRC – having fought a ruthless war for sixteen years without success … so the government should seek a peaceful resolution."

"Our president had good intentions in advising our neighbours to initiate peace talks … but Rwanda wants the President to apologise …our president will not apologise for this act of humanity and trust … we stand for peace," Membe insisted. He quoted former Israeli prime minister Yitzhak Rabin who once said, "If you want to make peace, you don't talk to your friends … you talk to your enemies."

Membe said it was upon the government of Rwanda to start talks with their enemies instead of waiting to talk to Tanzanians who are their friends. "The Rwandan government must understand Tanzania … its tradition since independence it gives priority to peace talks …even when we went to the M23 we advised President Yoweri Museven to hold peace talks with his enemies.

The survivors of the Tutsi genocide associations, which are sponsored by Kagame's government, have condemned the Tanzanian president's proposal citing the same reason.

Some of the Tutsi genocide survivors have termed President Kikwete a `genocide denier'.

In an open letter to the UN Secretary General, the Association of Genocide Student Survivors and Alumni accused Kikwete of being a "genocide denier and revisionist" and demanded an apology for his "despicable utterances".

Who is FDLR?

The FDLR (Democratic Liberation Forces of Rwanda) was based in eastern Congo following the fight of Hutu extremists to eastern Congo after their involvement in the 1994 Rwandan genocide. The FDLR rebel group is comprised of key members of the 1994 genocide, plus Hutu members of the former Rwandan army, as well as a mix of displaced Rwandan Hutus.

The group has been based in eastern Congo for many years, fighting alongside the former Congolese government in its battle to stave off the largest Congolese rebel movement at the time - RCD-Goma (Rally for Congolese Democracy). RCD-Goma was backed by the Tutsi-dominated Rwanda government and is now part of the new transitional government in Congo, which officially ended five years of war in July 2003.

On 16 November 2003 the top Rwandan Hutu rebel commander based in the Democratic Republic of Congo formally surrendered to the Tutsi-dominated Rwandan government. Rwandan Hutu leader Paul Rwarakabije and several of his officers flew into the Rwandan capital, Kigali, to be greeted by top Rwandan officials eager to display a political victory over the Hutu-rebel movement.

Mr Rwarakabije himself does not have a record of being involved in the 1994 Rwandan genocide, having merely led attacks against northern Rwanda between 1997 and 2000. As such, he is expected to receive some sort of political amnesty from the Rwandan government, in return for his surrender, although this has not been made clear..."
