Article 7
The Executive
1.
(a) The Constitution shall provide that, save for the very first election of a President, the President of the Republic shall be elected by direct universal suffrage in which each elector may vote for only one candidate. The President of the Republic shall be elected by an absolute majority of the votes cast. If this majority is not obtained in the first round, a second round shall follow within 15 days.

(b) Only the two candidates who have received the greatest number of votes during the first round may stand in the second round. The candidate who receives the majority of votes cast in the second round shall be declared the President of the Republic.

(c) For the first election, to be held during the transition period, the President shall be indirectly elected as specified in article 20, paragraph 10 below.

2. The President of the Republic shall exercise regulatory power and shall ensure the proper enforcement and administration of legislation. She/he shall exercise her/his powers by decrees, countersigned, where required, by a Vice-President or a minister concerned.

3. She/he shall be elected for a term of five years, renewable only once. No one may serve more than two presidential terms.

4. In the exercise of her/his functions, the President of the Republic shall be assisted by two Vice-Presidents. They shall be appointed by the President of the Republic, who shall previously have submitted their candidacy for approval by the National Assembly and the Senate, voting separately, by a majority of their members. The President of the Republic may dismiss the Vice-Presidents. They shall belong to different ethnic groups and political parties.

de se retrouver dans des très mauvais draps à cause de son
obstination...Le monsieur ne peut comprendre qu'avec une
telle déclaration des américains signifie généralement
un "go ahead" à quiconque dans son entourage
immédiat de se débarrasser de lui..je ne crois même pas
qu'il sera là d'ici fin May...si il est chanceux et
qu'il y a eu d'autres pertes de vies dans ces
manifestations il devrait être à la Haye aux côtés de
Gbabo et Taylor d'ici Juin....et si il est vraiment
chanceux ..autrement ses compatriotes vont lui réserver un
très mauvais sort..les Burundais n'ont pas réputation
d'enfant de chœur lorsqu'ils déposent brutalement
leur leader...

 Le CNDD-FDD est un réservoir de
cadres autrement
plus compétents que ce professeur de gymnastique! S'il
veut rester un « mouvement
de libération », il faut que le CNDD-FDD se choisisse un
autre candidat
pour présider aux destinées du Burundi.
 Nkurunziza devra répondre
personnellement
de tout ce sang qu'il est entrain de verser inutilement au
Burundi.
 Être
« Hutu » au Burundi – tout comme
être « Tutsi » au Rwanda – ne doit pas servir de
"permis de
tuer" à qui que ce soit!
 Vivement que Nkurunziza tombe
rapidement,
et que Kagame fasse de même dans son
sillage!  Y'en a marre de ces minables
petits
potentats qui veulent nous gouverner ad vitam
aeternam!

Article 7

The
Executive

1.

(a)
The Constitution shall provide
that, save
for the very first election of a
President, the
President of the Republic shall be elected by
direct universal suffrage in which each elector may vote for
only one
candidate. The President of the Republic shall be
elected by an absolute
majority of the votes cast. If this majority is not obtained
in the first
round, a second round shall follow within 15
days.

(b)
Only the two candidates who have
received the greatest number of votes during the first round
may stand in the
second round. The candidate who receives the majority of
votes cast in the
second round shall be declared the President of the
Republic.

(c) For the first election, to be
held during the
transition period, the President shall be indirectly elected
as specified in
article 20, paragraph 10 below.

2. The
President of the Republic
shall exercise regulatory power and shall ensure the proper
enforcement and
administration of legislation. She/he shall exercise her/his
powers by decrees,
countersigned, where required, by a Vice-President or a
minister concerned.

3. She/he shall be elected for a term of
five years, renewable
only once. No one may serve more than two
presidential terms.

4.
In the exercise of her/his functions, the President of the
Republic shall be
assisted by two Vice-Presidents. They shall be appointed by
the President of
the Republic, who shall previously have submitted their
candidacy for approval
by the National Assembly and the Senate, voting separately,
by a majority of
their members. The President of the Republic may dismiss the
Vice-Presidents.
They shall belong to different ethnic groups and political
parties.

Cyprien,Nkurunziza risque
de se retrouver dans des très mauvais draps à cause de son
obstination...Le monsieur ne peut comprendre qu'avec une
telle déclaration des américains signifie généralement
un "go ahead" à quiconque dans son entourage
immédiat de se débarrasser de lui..je ne crois même pas
qu'il sera là d'ici fin May...si il est chanceux et
qu'il y a eu d'autres pertes de vies dans ces
manifestations il devrait être à la Haye aux côtés de
Gbabo et Taylor d'ici Juin....et si il est vraiment
chanceux ..autrement ses compatriotes vont lui réserver un
très mauvais sort..les Burundais n'ont pas réputation
d'enfant de chœur lorsqu'ils déposent brutalement
leur leader...

Je me félicite de cette réaction
ferme du
Secrétaire d'État à l'égard de cette dictature
criminelle et mafieuse du
Burundi.
 En même temps, je ne comprends
ceux qui
veulent lire le conflit actuel à travers le prisme de
l'ethnisme ou du
tribalisme.
 Le Burundi fait face à un
apprenti-sorcier
qui - n'ayant pas pu modifier la constitution en bonne et
due forme pour se
maintenir au pouvoir - use aujourd'hui de petits tours de
passe-passe avec la
Loi fondamentale de son pays pour arriver à ses
fins.
 Aujourd'hui, la police
ethniquement épurée
de Nkurunziza tire sans sommation en direction de
manifestants aux mains nues!
Il y a eu déjà beaucoup de morts parmi les civils
innocents! Il faut que ce carnage arrête!
 Le CNDD-FDD est un réservoir de
cadres autrement
plus compétents que ce professeur de gymnastique! S'il
veut rester un « mouvement
de libération », il faut que le CNDD-FDD se choisisse un
autre candidat
pour présider aux destinées du Burundi.
 Nkurunziza devra répondre
personnellement
de tout ce sang qu'il est entrain de verser inutilement au
Burundi.
 Être
« Hutu » au Burundi – tout comme
être « Tutsi » au Rwanda – ne doit pas servir de
"permis de
tuer" à qui que ce soit!
 Vivement que Nkurunziza tombe
rapidement,
et que Kagame fasse de même dans son
sillage!  Y'en a marre de ces minables
petits
potentats qui veulent nous gouverner ad vitam
aeternam!
