Révolte sociale : le siège de la présidence incendié à Sarajevo
La Bosnie-Herzégovine est secouée depuis trois jours par de violentes manifestations contre le chômage et la politique du gouvernement. À Sarajevo, les contestataires ont mis le feu au siège de la présidence. Au moins 150 personnes ont été blessées.
Les échauffourées avec la police ont fait près de 150 blessés, dont 80 à Sarajevo et 50 à Zenica, pour la plupart soignés pour des contusions. Il y a eu plus d'une dizaine de blessés à Tuzla, dont deux, un manifestant et un policier sérieusement atteints, ont été hospitalisés.
À Sarajevo, la capitale, la police a tiré des balles en caoutchouc et des grenades assourdissantes pour disperser une foule de plusieurs milliers de personnes. Les protestataires "ont cassé les fenêtres et ont mis le feu aux guérites des gardiens et aux locaux" de l'immeuble abritant l'administration régionale, a rapporté la télévision officielle locale.
Une révolte d'une ampleur sans précédent depuis la guerre
Il s'agit de manifestations d'une ampleur sans précédent dans cette ex-république yougoslave depuis la fin de la guerre intercommunautaire de 1992-95. Elles illustrent l'exaspération de la population face à une classe politique engluée dans des querelles politiciennes et incapable de redresser une économie sinistrée.
En cause : le niveau élevé du chômage et l'inertie politique du gouvernement. Des appels à manifester avaient été lancés pour la journée de vendredi dans tout le pays, où le salaire moyen mensuel est de 420 euros par habitant et ou près d'une personne sur cinq vit dans la pauvreté.
Rongé par une corruption endémique, ce petit pays balkanique de 3,8 millions d'habitants est l'un des plus pauvres d'Europe. Le chômage frappe 44 % de la population active, mais la Banque centrale l'estime à 27,5 %, car beaucoup ne déclareraient pas leur activité.
La Bosnie-Herzégovine est confrontée à un système politique hérité de l'après-guerre, qui ne fonctionne pas. À l'issue de ce conflit qui a fait 100 000 morts, les accords de paix de Dayton ont établi un système de partage du pouvoir fondé sur la représentation des différentes communautés serbe, croate et musulmane. Un système à base de quotas, qui rend le fonctionnement politique du pays très difficile.

Kikwete Besieged between Kagame and CHADEMA
Characteristic of Kigali (there isn't much for the war-mongers to do since the M23 defeat), the war on Kikwete's reputation didn't stop. Instead, it worsened: the claims were amplified by government-owned sites and a Twitter hashtag "#KikweteforFDLR" was enlisted to back this effort. Still, Kikwete kept silent.
However, it was the allegation that Kikwete had welcomed Rwanda's "enemies", into Tanzania's State House, which splattered the vomit close to his face. The provocation had reached home and Kikwete couldn't keep quiet anymore.
So the Tanzanian embassy in Kigali issued a statement, which denounced the "dangerous lies" fabricated by sources close to the Rwandan government. It was a strong statement in which Kikwete offered his convincing alibi: he was attending the World Economic Forum in Davos at the time the alleged meetings took place.
The truth is that Kikwete never met with any high officials of the FDLR or the RNC for that matter. There was never a meeting between the Rwandan opposition convened by the Tanzanian State House. My sources have confirmed that it is true that Twagiramungu traveled to Tanzania, but this was not by invitation of the state. Twagiramungu holds a Belgian passport, is not a fugitive and has every right to travel to Tanzania.
Will the attacks on Kikwete now stop? I am highly doubtful. Readers have to remember that the genesis of these attacks are in an Addis Ababa meeting last year where Kikwete suggested that Kagame holds talks with his armed opposition to resolve the problems in the East of DRC. While this suggestion fell on deaf years, it ignited the ongoing character assassination campaign directed from Rwanda's State House.
The moral of the story is that Kagame is a tough nut to crack. A seemingly larger than life dictator, he is not one to admit weakness. To negotiate with his enemies would suggest so. This is a no-go zone for him and his supporters. And, as he said last year, "he will wait for the right moment and hit Kikwete hard."
In case you haven't noticed, he has already started to strike hard. Just two days ago, the Tanzanian opposition party, CHADEMA, seemed to bandwagon with him. This is dangerous. Tanzanians tear each other down, while Kagame folds his arms and gets the last laugh.
The bottom line in all these leaves a difficult dilemma. This is the dilemma that no one wants to discuss in this hullabaloo over Eastern Congo. If we know that Kagame won't agree to negotiate with his armed opposition, what solution is there for the Eastern DRC conflict? This is important because repeated armed offensives against the FDLR have failed to produce its permanent defeat. Just like the M23, it is not difficult to see that a military solution will not work.
Already, Kabila is talking with M23 and making concessions with them. This of course will be useless unless a solution for the FDLR is found. And as long as the FDLR pretext lingers, Kagame will sooner or later find a way to sneak back into the DRC's forests. Indeed, while a solution for M23 is feasible (in large part due to Kabila's flexibility), a solution for the FDLR remains unthinkable and shrouded in mystery.

Two Rwandan dissidents who had been granted refugee status in Uganda
have mysteriously disappeared, sparking suspicion that they could have
been kidnapped and taken back to Rwanda where they are wanted for
trial by the government.
Mr Charles Sande, a captain in Rwandan Defence Forces and former
military signaler of Defence Minister Gen James Kabareebe and Mr
Christopher Busigo, who was a pastor in Rwanda, went missing on
Monday.
Mr Sande's wife told Saturday Monitor that her husband left home
saying he was going to meet a friend in town but never returned.
"He was always living in hiding because of harassment from the Rwandan
intelligence operatives who were trailing him. His phones have been
off since then," she said.
Mr Sande and Mr Busigo are reported to be among the seven refugees the
Rwanda government wanted extradited to Kigali to stand trial for
crimes they allegedly committed before they fled the country. Their
lawyer, Mr Ladislus Rwakafuzi, said yesterday that the two Rwandan
nationals had told him they feared for their lives.
Mr Sande and Mr Busigo have been friends and were always moving
together. Two week ago, the UNHCR in Geneva protested the request by
Rwanda to have the refugees extradited. When contacted, the Rwandan
Ambassador in Uganda, Maj Gen Frank Mugambagye, said he could not
discuss issues of refugees on phone.
