Nkurunziza third term plan sparks anxiety

In Summary

Burundi is scheduled to hold elections in June 2015 but the withdrawal
of Uprona raises political temperatures in a country where the ruling
CNDD-FDD is facing accusations of increasing intolerance and abuse of
human rights.

Uprona — a mainly Tutsi party — is now becoming jittery at the
prospect of President Nkurunzinza running again and is unhappy with
the manner in which land distribution has been favouring Hutus.

Political crisis in Burundi as Tutsi ministers quit

The central African nation of Burundi was plunged deeper into a
political crisis Wednesday after the three government ministers from
the main Tutsi party resigned.

The walkout by the Uprona party members upsets an increasingly
delicate power-sharing arrangement between Burundi's majority Hutu and
minority Tutsi communities, who are still struggling to reconcile
after decades of conflict.

The Uprona party said District Development Minister Jean-Claude
Ndihokubwayo, Communications Minister Leocadie Nihaza and Trade
Minister Victoire Ndikumana had all quit.

"We refuse to cohabit with the ruling party of President Pierre
Nkurunziza, which is going out of its way to destroy us," Uprona
spokesman Tatien Sibomana told AFP.

The resignations follow an attempt by the ruling party, the CNDD-FDD,
to force out Uprona party chairman Charles Nditije ahead of elections
scheduled for 2015, and replace him with a sympathiser.

Uprona is the only Burundian grouping other than the CNDD-FDD not to
have boycotted the 2010 elections. The other parties complained that
the vote was marred by rigging.

In addition to the three ministers, Uprona had a vice-president in
government, but he was removed by Nkurunziza on Saturday after he
opposed the party change.

Over the past few months Uprona has become increasingly critical of
the ruling party over sensitive issues such as a possible third term
for Nkurunziza, the revision of the constitution and the distribution
of land.

Several observers see the crisis as having been sparked by
Nkurunziza's desire to stay on in office despite a constitutional
limit set at two terms.

"President Nkurunziza will stop at nothing to get a third term in
office," said Pacifique Nininahazwe, a prominent civil society leader.

Tensions over land also run high in densely-populated Burundi, where
successive waves of Hutus and Tutsis returning from exile have often
laid claim to the same plots. The government body tasked with
resolving land disputes has been accused in recent months of a
pro-Hutu bias.

The constitution is similarly sensitive as -- after decades of
large-scale ethnic massacres -- it guarantees power sharing between
the Hutu majority, which represents 85 percent of the population, and
the Tutsi minority.

Presidential spokesman Willy Nyamitwe however dismissed the idea that
the president and his party "had played any role in the Uprona crisis"
conceding only that there had been "crises and misunderstandings".

He said Nkurunziza has not yet declared himself a candidate for the
next polls, saying: "Let's wait for 2015 and the opening of the
electoral lists."

A foreign diplomat, who asked not to be named, warned that the crisis
could escalate.

"The situation is very worrying, because an attack on Uprona is an
attack on the Tutsi community," said the diplomat.

"The frightening thing is that a lot of people consider that the
ruling party has broken the delicate balance put in place in this
country, and that is extremely serious."

Burundi's history is marred by bitter ethnic killings, with massacres
in 1972 and 1988, as well as civil war.

Book review: After the War - shadows of a revolution

The story is told from the view of Vasantha, who drives Father Perera
and his sidekick, Patrick, from England to Jaffna for a meeting with a
military major. The meeting is a ruse while the actual mission is to
find proof on the major who once beat up a woman and then left her for
dead in his hometown.

Photographer Justin Jin's Zone of Absolute Discomfort photo essays are
visually breathtaking. In the harshest of climate, they document the
Russian Arctic and focus on silent faces and greedy governments, as
well as the consequences of disastrous environmental policies.

Poet Rowan Ricardo Philllips contributes to this edition with Pax
Americana, a poem that leaves you feeling vulnerable as he ends with
words that ring in your mind long-after: "Thus the poem, your one true
savior, loves you."

In an excellent, grim, non-fictive essay, British journalist Lindsey
Hilsum describes living through genocide as it first began in Rwanda
(1994) in

The Rainy Season. She returns to Rwanda after a decade and heads to
the capital city of Kigali, where the façade of modernity is simply a
clue to all that is left unsaid. In the essay, Lindsey says that the
genocide first began in 1994 when extremists from Rwanda's majority
ethnic group, the Hutus, targeted the minority group, the Tutsis. The
failure of the United Nations made way for the Rwandan Patriotic Front
(RPF) that consisted of Tutsis, to end genocide and seize power. The
RPF, writes Lindsey, also killed thousands of Hutus, a fact that is
omitted in the country's version of its history. No Rwandan can speak
the words Hutu or Tutsi or Twa without invoking the wrath of the law
called genocide ideology.

The narrative of Rwanda, through the eyes of those who survived
genocide, is filled with a sense of loss, grief and even hope.

This is particularly evident in Rose Birizihiza's story, a survivor of
multiple violations, beginning from spousal rape to the murder of her
husband and toddler daughter and sexual slavery for three months. She
comes out strong, only to face life head-on as she founds a community
for women who have been raped.

In Stalkers, Hari Kunzru reports on the forgotten Chernobyl nuclear
accident of 1986 and how the abandoned space in Ukraine is simply
known as 'Zone'. Kunzru sets the narrative apart with a courageous and
eerie tone.

With this edition of Granta: 125, the subject of war will be hard to
banish to the dark cornerstones of our minds. It is uncomfortable,
ugly and will possibly rob you of your sleep, for a little while
anyway, and maybe that is its biggest success.

State starts compulsory acquisition of land for standard gauge railway

The Government will compulsorily acquire about 158 hectares of land
for the construction of the controversial standard gauge railway
line between Mombasa and Nairobi. The land belongs to State
agencies, ministries and private individuals in Taita, Kwale and
Makueni counties. In a Gazette Notice, National Lands Commission
Chairman Muhammad Swazuri said plans for the affected land would be
inspected at the respective lands offices in Makueni, Wundanyi and
Kwale.

Swazuri said the plans would also be inspected at the Commissionâ EURO (tm)s
offices in Nairobi. â EURO oeThose who are not sure can check the plans
with us or in our county offices,â EURO he said.

Under investigation

The railway project is currently under investigation. This is after
the contractor China Road and Bridge Corporation was allegedly
awarded the contract estimated to cost Sh400 billion irregularly.Â

The second phase of the project runs between Nairobi and Malaba, with
a branch line to Kisumu.

Kenya Railways Corporation with State support is developing the new
railway line. Its long-term objective is to connect the Great Lakes
Region from Mombasa with high capacity standard gauge railways.

The other countries on board include Uganda, DRC, Rwanda, Southern
Sudan, Northern Tanzania and Ethiopia. The Mombasa-Nairobi-Malaba
standard gauge railway, with a branch to Kusumu, is a section of the
Northern Corridor â EURO " a transport artery for Kenya, northern Tanzania,
Rwanda, Burundi, Eastern DRC, Southern Sudan and Ethiopia.

The high-speed railway line is intended to transform the railway
transport system, from an archaic and obsolete network to a modern
system in line with the aspirations of Vision 2030. Key specifications
of the proposed SGR line include operating speeds of 180km/h and
120km/h for passenger and freight trains respectively.

Low capacity

 It is envisaged that the railway will be extended to Kampala, in
Uganda, Kigali in Rwanda, DRC and Juba in South Sudan.

The new system is intended to replace the century old network that has
failed to improve rail transport even after the Government
concessioned it to private operators. The current railway system is in
desperate need of investment and modernisation.

Rwandan troops kill one person, halt lynching in Central African Republic

BANGUI (Reuters) - Rwandan peacekeepers intervened on Sunday to halt a
lynching of Muslims, shooting dead one member of a crowd that had
killed two Muslims in the capital of Central African Republic, a
Rwandan military spokesman said.

Residents reported at least nine people killed in inter-religious
violence at the weekend.

It was the third daylight lynching reported this week in Bangui as
violence rages between the Christian majority and Muslims accused of
links to Seleka, a former rebel grouping that seized power last year
and ruled until January.

The presence of 1,600 French soldiers and 5,000 African Union troops
has failed to stop the violence, which the United Nations says has
killed more than 2,000 people and displaced nearly a quarter of the
country's 4.5 million people.

A spokesman for Rwanda's military, which is taking part in the AU
mission, said its soldiers fired warning shots at a Christian crowd in
the Miskine neighborhood of north Bangui.

"A mob of Christians killed two Muslims. They were in the process of
killing other Muslims so our troops responded by firing warning
shots," Brigadier General Joseph Nzabamwita said. "One among the mob
was unfortunately shot dead and we were able to protect the rest of
the Muslim community in the area."

Residents said the Muslims were attacked after one of them went on a
rampage with a gun and hand grenades, killing five people on Saturday
evening and a woman early on Sunday.

"This morning he shot at us again. That is why we attacked his house
and set it on fire," said one young man, who identified himself only
as Clinton.
