  • The question of who will succeed President Kagame—and when—will be a source of uncertainty and possible contention. The RPF's power, decisionmaking, public relations strategy, and legitimacy rest overwhelmingly with Kagame, and his departure would dramatically change how the regime is perceived. The elections in 2017 could be a moment for a significant political break. Kagame is constitutionally prohibited from running for a third term, although given the RPF's control over the legislature and the legislature's deference to him, a term extension is very plausible.

    Constitutional changes of this kind are becoming less and less acceptable to African regional bodies and the international community. Forcing through such a change in Rwanda in 2017 could provoke a more sustained campaign by opposition leaders, particularly if backed by diplomatic support from African regional bodies or the international community.

    If Kagame were to step down, it is today hard to imagine that the RPF would countenance any election process that might entail their defeat. Opposition parties in the diaspora appear to be building toward a unified cross-ethnic platform, and by 2017 may be adequately resourced and organized to present a real challenge in a free and fair election process. Rwanda's last two elections do not bode well for its next one. 

    There is some possibility—albeit slim—that President Kagame will be pushed out of office by elements within the RPF. That some of his most senior confidants have defected in recent years underscores this possibility—some of these former commanders may still enjoy the allegiance of a segment of the RPF or the military forces. Kagame is surely attuned to this possibility, and he has replaced these senior leaders with a younger set of loyal- ists without popular constituencies or alliances of their own, who are entirely beholden to him.

Rwanda's last two elections do not bode well for its next one.

On trouvera ci-après le texte de la déclaration à la presse faite aujourd'hui par le Président du Conseil de sécurité pour le mois de juin, M. Ramlan Bin Ibrahim (Malaisie):
Les membres du Conseil de sécurité ont entendu l'Envoyé spécial du Secrétaire général pour la région des Grands Lacs, Saïd Djinnit, et le Conseiller spécial du Secrétaire général pour la prévention du génocide, Adama Dieng, s'exprimer sur la situation au Burundi.
Les membres du Conseil ont salué l'action de M. Dieng en faveur du Burundi et lui ont exprimé leur reconnaissance pour s'être rendu dans le pays les 30 et 31 mai 2015. Ils ont de nouveau fait part des préoccupations que leur inspiraient les violences perpétrées au Burundi et les répercussions de la crise sur la région. Ils ont appelé toutes les parties burundaises à se montrer responsables, à faire preuve de retenue, à ne pas recourir à la violence ou aux représailles, à régler leurs différends de manière pacifique et à faire primer la paix et la stabilité du pays sur tout le reste pour servir au mieux les intérêts de la nation.
Les membres du Conseil ont pris note des recommandations issues du Sommet de la Communauté d'Afrique de l'Est, tenu à Dar es-Salaam le 31 mai 2015, visant à ce que les élections soient reportées d'au moins un mois et demi, et salué l'engagement pris par le Gouvernement burundais de s'y conformer. Ils se sont également félicités que la Communauté ait appelé au désarmement d'urgence de tous les groupes de jeunes armés alliés aux partis politiques et à l'instauration de conditions propices au retour des réfugiés au Burundi.
Les membres du Conseil ont encouragé la Communauté d'Afrique de l'Est et les autres partenaires internationaux à continuer de collaborer directement avec les parties burundaises pour œuvrer à la mise en œuvre intégrale et effective des conditions énoncées par la Communauté.
Les membres du Conseil ont réaffirmé qu'ils soutenaient pleinement l'équipe de facilitation, en particulier la Communauté d'Afrique de l'Est et l'Union africaine, et le dialogue dirigé par l'Envoyé spécial du Secrétaire général pour la région des Grands Lacs, Saïd Djinnit. Ils se sont dits favorables à ce que l'Envoyé spécial contribue à la surveillance du respect des conditions énoncées par la Commission d'Afrique de l'Est pour la tenue des élections. Ils se sont également dits favorables à la proposition tendant à ce que des observateurs des droits de l'homme de l'Union africaine soient déployés au Burundi.
Les membres du Conseil ont demandé aux parties burundaises de reprendre le dialogue politique dans l'optique de créer, dans l'esprit des Accords d'Arusha, un climat propice à la tenue d'élections pacifiques, crédibles et ouvertes à tous au Burundi. Ils ont demandé à la Mission électorale des Nations Unies au Burundi (MENUB) de continuer à s'acquitter de son mandat à cet égard.
Les membres du Conseil ont demandé à toutes les parties burundaises de conclure un accord prévoyant un nouveau calendrier électoral, le rétablissement des médias privés, la protection des civils et des droits de l'homme, y compris le droit de réunion pacifique et le droit pour les membres de l'opposition politique de faire campagne librement, la libération des détenus, l'engagement de la responsabilité de ceux qui ont commis des violences, le respect de la primauté du droit, et le désarmement d'urgence de tous les groupes de jeunes armés alliés aux partis politiques, conformément aux conditions ........................
