[amakurunamateka.com] Croissance - Investissements : le Rwanda, ce nouveau fauve d'Afrique

En 2014, les investissements directs étrangers (IDE) en Afrique ont représenté 60 milliards de dollars. Cinq fois plus qu'en 2000. Une manne dans laquelle le Rwanda espère obtenir  une bonne part. Selon l'agence Ecofin qui cite Francis Gatare, directeur général de Rwanda Development Board (RDB), pour 2015, le pays de Paul Kagamé veut profiter de son nouveau code d'investissement pour attirer le maximum d'investisseurs sur ses terres. "Cette année, note-t-il, nous visons à atteindre des investissements directs étrangers d'une valeur de 1,2 milliard de dollars, et nous nous attendons par la suite à une croissance de 20% par an". Le RDB est une agence qui regroupe les structures dédiées à la promotion des investissements dans les différents secteurs d'activité économique. L'Afrique est le continent qui attire aujourd'hui le plus d'investisseurs après l'Amérique du Nord. Sur le podium des pays appréciés par les investisseurs figurent : l'Afrique du Sud, le Nigeria et le Kenya.

Des prouesses économiques saluées

Vingt-et-un ans après le génocide de 1994, les témoins de la croissance sont au vert au Rwanda. Une inflation maîtrisée aux alentours de 5 % et des réserves financières qui permettent à ce petit pays de lancer de grands projets d'infrastructures. Sur 189 pays, il est classé 46e dans le classement Doing Business 2015 établi par la Banque mondiale. C'est le second pays d'Afrique subsaharienne après l'Ile Maurice. Des résultats économiques salués un peu partout dans le monde. Le 23 janvier,  l'agence de notation Fitch Rating a attribué au Rwanda la note B+ qui représente pour le pays, la perspective d'une économie forte et stable. Dans la foulée, à la mi-mars, Standard & Poor's lui a emboité le pas en imputant cette amélioration à la reprise de la croissance économique et à la disponibilité des financements extérieurs. Fin janvier, Christine Lagarde en déplacement à Kigali s'est dite "impressionnée" par les résultats économiques de ce pays allant jusqu'à parler de "success story".

Tout pour attirer les investisseurs

Mais le pays ne compte pas en rester là. Afin de conforter ces résultats le Rwanda fait un effort soutenu et met tout en oeuvre pour attirer de nouveaux investisseurs sur son territoire avec des appels à projets à hauteur de 23 milliards d'euros annoncés par le président Kagamé en octobre 2014. Le Rwanda fait d'ailleurs partie de la douzaine des pays où Facebook compte dans un premier temps faire croître ses activités en Afrique sub-saharienne. Par ailleurs, Vatel, leader mondial de l'enseignement du management de l'hôtellerie et du tourisme, va ouvrir une école en septembre à Kigali au Rwanda. "L'enjeu est de taille pour le Rwanda car le pays a désigné, parmi ses axes de développement, le tourisme. L'industrie hôtelière y est en forte croissance, non seulement à Kigali qui développe le tourisme d'affaires mais aussi de Rubavu, à la frontière de la République du Congo, à Karongi en passant par Musanze, stations touristiques en devenir sur les berges du lac Kivu", note Vatel.

Burundi coup general says force only way to oust president

DAR ES SALAAM (Reuters) - A Burundian general who backed a failed coup in May threatened to launch an armed uprising after President Pierre Nkurunziza refused to bow to opposition and international demands to abandon a bid for a third term.

General Leonard Ngendakumana, a deputy to the leader of the aborted coup, accused Nkurunziza of dragging the central African country back into civil war, comments that will alarm a region with a long history of ethnic conflict.

In an effort to ease tensions, regional states meeting in Tanzania called for the July 15 Burundi presidential election to be delayed to July 30 to allow mediation between opposing factions. The government dismissed previous calls for delays.

"The next (step) is to organize ourselves just to resist, to make Pierre Nkurunziza understand that he must leave and then that we are prepared to do it by force, by organizing a military force," Ngendakumana told Kenya's KTN television, adding that coup leader General Godefroid Niyombare was still in Burundi.

The government told Reuters that any such move would be confronted. "Anybody threatening the security of Burundi, either inside or outside, will meet the full force of our defense and security forces," presidential spokesman Gervais Abayeho said.

Opponents say Nkurunziza's bid for a third term - which triggered weeks of violent clashes between protesters and police in Burundi's capital - violates the constitution and a peace deal that ended an ethnically charged civil conflict in 2005. Nkurunziza says a court ruling allows him to stand again.

The general's interview was recorded on Sunday in an undisclosed location outside Burundi before Monday's meeting in Dar es Salaam of east African states plus South Africa as they seek to end the crisis.

As well as calling for an election delay, the African nations said it was appointing veteran Ugandan President Yoweri Museveni to establish a dialogue between opposing sides.

Ngendakumana said Burundi's government wanted "to engage the region in that civil war, based on ethnic (issues)."

The Arusha peace accords ended a 12-year conflict that pitted rebel groups of the majority Hutus, including one led by Nkurunziza, against minority Tutsis, which commanded the army at the time. The army and other institutions are now mixed.

Ngendakumana said followers of the coup leaders were behind a spate of grenade attacks, which often targeted police, in the run-up to a parliamentary election on June 26.

"We are behind them, and our intent is to intensify," he said when asked about the incidents.

U.N. observers said the June vote was not free or fair, an assertion the authorities dismissed. The opposition has said it will boycott all the polls.
