A UK-based firm has sold surveillance technology to Uganda which has been used to crush and potentially blackmail opponents of the president, according to documents seen by BBC Newsnight.
An internal report claims the technology has also been used in other African countries and in Syria.
The Ugandan government denies the operation exists.
The firm, Gamma Group, says it does not assist or encourage any government agency in the misuse of its products.
Technology companies are duty bound not to sell "off-the-shelf" systems to countries if they have any concerns about how they will be used.
Surveillance systems are not regulated in the same way as arms equipment, an anomaly that has raised concerns among MPs and human rights groups. They fear the technology can be used for internal repression.
Codename Fungua Macho
The BBC has been working with Privacy International, who were leaked a top secret memo and other documents purportedly detailing the use of the technology for the use of internal repression in Uganda.
One top secret document was prepared by a senior intelligence official for President Museveni and describes a surveillance programme codenamed Fungua Macho, which involved more than 70 intelligence analysts.
Dated January 2012, the document says the Finfisher technology bought from Gamma Group International has been used "to spy on the enemy, collect data, intrude enemy systems, intercept enemy communication and also manipulate transmissions.
"It can covertly be deployed in buildings, vehicles, computers, mobile phones, cameras and any other equipment deemed worthy for information extraction or surveillance."
The document says the operation has already gathered "hordes of information revealing secret plans" of the main Ugandan opposition party, the FDC.
It says the aim of the operation is to "to manage and control the media houses and opposition politicians.... which... may involve blackmailing them."
"I am glad to inform you that since we started we have managed to collect substantial amount of information from different targets... people deemed dangerous to state security like government officials and opposition politicians are being surveilled."
The document says the technology "is being used by countries like Nigeria, Rwanda, Zimbabwe, Senegal and most recently Kenya. It is also the main tool that has been employed by the Syrian government; although it came a little too late when the demos were out of hand but has to a greater extent managed to contain the situation."
'No evidence' says government
The BBC asked the Ugandan government to give details of its surveillance operations and explain why it was targeting opposition politicians.
Government spokesman Colonel Shaban Bantariza told Newsnight: "I am not aware of an order having been given or having been authorised to surveil anybody so those who are making that allegation, the onus is on them to prove it that they are being surveilled - that their phones are being tapped. When did they do that? What did they tap? What did they cause? So the onus is on those who are alleging to prove - we have no evidence they are being surveilled."
The Ugandan government, which received £1bn in UK aid and investment last year, did not respond to follow up questions about the surveillance programme.
However, in a letter to Privacy International, a Ugandan government spokesman denied the operation existed.
"President Museveni does not use criminal blackmail as a political tool to win over or deal with opponents... it does not add any value as (the) government enjoys broad political legitimacy and support."
Gamma Group International is a British-based company with affiliates in a number of countries, including Germany. It says it sells surveillance technology to governments for counterterrorism purposes.
In a statement, the company said it was unable to to give details of any alleged orders.
"Gamma undertakes an absolute obligation of confidentiality to the governments which purchase its products and systems.
"Gamma does not assist or encourage any government agency in the misuse of Gamma's products and systems.
"These products and systems have been effective in many countries in the course of police and other government agency action against terrorist threats, drug cartels, other major organised crime, and paedophile rings."
Gamma Group said it has a human rights policy, but declined to share a copy of it.
Gus Hosein, director of Privacy International, said: "The documents say that the surveillance industry will sell to just about anyone. And it is proof of the fact that we have been trying to raise all along - that these technologies are far too powerful to be in the hands of governments and that governments will go ahead and abuse them."
Last year Gamma was criticised in a ruling by the UK National Contact Point for the Organisation of Economic Cooperation and Development. The OECD said the company's approach to selling technology was "not consistent with the general obligations to respect human rights".
For the avoidance of doubt, we'd like to make clear that a company with a similar name, Gamma Communications, is not related to Gamma Group International - and is in no way involved in this story.

There is a dirty secret behind the sparkling veneer of Rwanda's capital, Kigali. Local residents call it Kwa Kabuga, and government officials call it the Gikondo Transit Center. Whatever name is used, the reality is the same. It's a place where Kigali's "undesirables" – street vendors, sex workers, homeless people and beggars – are taken, beaten and arbitrarily detained. Their offense, they are told, is they make the city look dirty.
Gikondo Transit Center is an unofficial detention center managed by the City of Kigali and run by the police. It is an old factory in the Gikondo residential neighbourhood, surrounded by high, red brick walls. It sometimes houses up to 800 detainees, often in cramped and desperate conditions without adequate food, drinking water or basic sanitation. Until mid-2014, many street children were also detained there.
The police regularly round up those "dirtying" the city. There is no due process and no legal basis for their arrest or detention. Detainees are not taken before a judicial official nor are they charged with any crimes. How long they are deprived of their liberty is completely arbitrary. Some stay for several days, others for several months. Many are ordered to leave the capital when they are released, though few do since economic opportunities are scarce away from Kigali.
One of those arrested, Rose (not her real name), is poor. She sells bags, t-shirts and belts at Nyabugogo bus terminal to earn a bit of money to survive. In an interview with Human Rights Watch in March, she described how she had been arrested four times over the past two years and taken to Gikondo. During her most recent detention, she was kept there for two weeks.
Her treatment in Gikondo was harsh. Like many others who spoke to Human Rights Watch, Rose was beaten. Ill-treatment of detainees is commonplace at Gikondo – either by the police or by other detainees known as "counsellors," acting on police orders or with their assent. Detainees said they were beaten for actions as trivial as talking too loudly or not standing in line to use the toilet. Mothers with babies or small children are beaten if their child defecates on the floor. Rose was beaten for having no money. "They [the counsellors] checked me everywhere for money when I arrived," she told Human Rights Watch. "But I did not have any, so they beat me on my face and on my back."
Rose was released from Gikondo in a manner as arbitrary as her arrest. "One day they just decided some of us had been there long enough and they let us go," she said. As she left, a policeman said to her, "You are tarnishing the city. Why don't you just leave the streets?" She wept as she told Human Rights Watch, "The government forgets that not everyone has the money to do business as they want us to. Many of us are struggling. If I had the means, I would leave this life of selling things on the streets."
The Rwandan government says that Gikondo is a rehabilitation center staffed with counsellors and healthcare workers, that it provides social emergency assistance and that it acts as a transit point to other rehabilitation centers. But former detainees told us that access to medical treatment at Gikondo is sporadic and rehabilitation support non-existent.
After Human Rights Watch published a report on Gikondo on September 24 and called for it to be closed, the mayor of Kigali, Fidèle Ndayisaba, said Human Rights Watch had never visited Gikondo. Perhaps he had forgotten that Human Rights Watch officially requested authorization to visit the center from his office several times. None of our requests were granted.
The detentions in Gikondo Transit Center violate both Rwandan and international law. The Rwandan government should immediately close the center, investigate cases of unlawful detention and other abuses, and release all detainees there, unless they are to be charged with a legitimate criminal offense – in which case they should be brought before a judicial official and transferred to an official detention center.
Being poor is not a crime. Economically vulnerable people should be assisted through social protection programs, education and vocational training, not through arbitrary detention and ill-treatment. Rose's description of Gikondo says it all. "That place is an injustice."

[Au Rwanda] "Les inégalités sont devenues aussi criantes que le chef d'Etat lui-même et la presse rwandaise mettent en exergue des éléments d'exclusion/marginalisation caractérisés. Cas des gens souffrant des chiques (amavunja)[16], ceux qui vivent dans des abris de fortune [17] , ceux qui ne peuvent se faire soigner, ceux qui n'arrivent pas à se nourrir au moins une fois par jour [18] les problèmes d'accès à la terre agricole [19], les problèmes d'accès à l'eau potable pour une personne sur trois [20] alors que le Rwanda est sans doute l'un des rares pays au monde dont les ressources en eau sont enviables. Ce sont tous ces déficits et inégalités qui justifient que le Rapport 2013 sur le développement humain [21] estime à 33,9% la perte d'IDH (Indice de Développement Humain) due aux inégalités au Rwanda.
Ecoutez de deux choses l'une:ou bien le pays est attractif sur tous les plans notamment celui des affaires comme l'attestent des rapports d'experts (ibi sijyewe ubyandika disait HE) ou nos politiciens dans l'opposition (yahe yo kajya) nous mentent dont un certain <niyimike>, non autrement identifié, qui erre sur les réseaux sociaux pour intoxiquer qui veut encore lui prêter oreille qu'au Rwanda il n'y a que misère, faim, chiques, maladies, insécurité, banditisme,inflation galopante,coupures de courant à répétion, des routes impracticable pour non renouvellement depuis le 4 Juillet 1994 (date qui lui donne des cauchemards!) et j'en passe! Comment ce quidam peut-il expliquer cette ruée d'investisseurs dans un pays miné par tous ces maux? Prend-t-il tous ces capitaines d'industries pour des têtes inhabitées? Allez! Allez! le ridicule devrait de temps en temps tuer ces imposteurs apprentis politiciens!
