Rwanda seeks to expel Burundian refugees
Rwanda says it plans to relocate Burundian refugees to other host countries, days after being accused of attempts to destabilise its neighbour.
Plans for the relocation of an estimated 70,000 refugees will start immediately, the government says.
Rwanda has been accused of arming and training refugees to fight Burundi's government, charges it denies.
Burundi has been hit by unrest since President Pierre Nkurunziza decided to stand for a third term last April.
 
 
Comments:
 
Kagame  is known to blackmail the international community for his own interests at regional and international levels.
 
It is Rwanda which encouraged Burundian them to leave Burundi to Rwanda . Burundian refugees were encouraged by  Rwanda to flee Burundi. There has been exaggeration of insecurity in Burundi caused by French media and Rwanda.
 
These refugees were given asylum on arrival. As we are were Rwanda host  and protect many  wanted war criminals from Burundi and Congo. Most of them are still preparing to return to Burundi and Congo by military ways.
 
Kagame wants to help them by replicating his own military adventures that he took from Uganda  to create chaos and misery to Rwandan people. His military adventures led to genocide of both Hutu and Tutsi in Rwanda and DR Congo.

Depuis le début de l'année, 747 demandeurs d'asile auraient quitté Israël via le système de départ volontaire. Pour les 45 000 Africains réfugiés dans l'Etat hébreu, le choix est vite fait. Entre des conditions de détention très dures et un voyage organisé de A à Z vers deux pays tiers présentés comme « sûrs » : l'Ouganda et le Rwanda.

« On leur dit que lorsqu'ils arriveront dans ces pays, on leur donnera des papiers. On leur donne aussi 3 500 dollars, ainsi que les documents leur permettant de quitter Israël, explique Andie Lambe, la directrice exécutive de l'IRRI, qui en a rencontré plusieurs d'entre eux.  Quand ils arrivent, ils sont accueillis à l'aéroport par des locaux, et tous leurs papiers leur sont alors retirés. »

Privés de droits et d'identité, les réfugiés passent les frontières de manière illégale et retentent leur chance vers l'Europe, mais l'accord qui règle ces transferts vers l'Ouganda et le Rwanda reste flou. Il est gardé confidentiel par le gouvernement israélien. « Le gouvernement israélien assure qu'il y a un accord, cependant, nous ne savons pas ce qu'il contient, dénonce Reut Michaeli, de Hotline, une association israélienne de défense des réfugiés. Nous ne savons pas non plus ce que les gouvernements reçoivent dans l'échange, ni quelles conditions ou garanties sont données aux migrants lorsqu'ils partent d'Israël et qu'ils arrivent dans le pays. »

Israël, l'Ouganda et le Rwanda ont pourtant tous les trois ratifié la Convention de Genève relative aux droits des Réfugiés de 1951. Elle indique que les demandeurs d'asile ne peuvent être renvoyés vers un pays tiers, que selon un accord officiel qui garantit que leurs droits seront préservés, et qu'ils n'auront pas à changer de pays une nouvelle fois.
