Kampala. A row has erupted between political leadership of the Ministry of Health and technocrats over the purchase of sex lubricants worth about Shs3b for homosexuals.
The lid on the new purchase was opened during the ministry's quarterly review meeting on Friday that turned rowdy after Dr Patrick Tusiime, the head of National Disease Control Programme, presented an expenditure on procurement of 964,000 sex lubricants using funds provided by the Global Funds.
The Global Fund is an international financing organisation that aims to attract and disburse additional resources to prevent and treat HIV and Aids, tuberculosis and malaria. The organisation has its secretariat in Geneva, Switzerland. It is the world's largest financier of anti-Aids, TB and malaria programmes. As of July 2016, the organisation had disbursed $30 billion to needy countries, including Uganda.

According to a source who attended the meeting, Ms Sarah Opendi, the State minister of Health in charge of General Duties, quickly questioned the purchase of the lubricants for the sexual minorities, indicating that homosexuality remains illegal under the Penal Code Act.
In an interview with Sunday Monitor, Ms Opendi confirmed the purchase of the lubricants and made it clear that the political leadership at the ministry did not approve the purchase of the lubricants. 
"We are very surprised by the progromme manager of the Aids Control Programme. We are reviewing our previous quarter work plan and during his presentation, he talked about procurement of 964,000 lubricants," Ms Opendi said.

"We have never approved any such lubricants or any such commodities to be brought into this country. Homosexuality remains an illegally activity, according to our laws and, therefore, as Ministry of Health, we cannot be seen doing the opposite….the Global Fund money is supposed to help in the fight against malaria and other diseases not buying lubricants for homosexuals," Ms Opendi said.
According to a source, each tube was bought at $0.8 (about Shs2,800), which translates to about Shs3 billion for the 964,000 tubes purchased. It's not yet clear which type of tubes ministry officials imported into the country and from where. It's also not clear how the disputed tubes were brought into the country without the knowledge of the political leadership.
The lubricants are used during sexual intercourse or such activities to reduce friction. 

The source also indicated that Ms Specioza Kazibwe, who is an advisor to the Health ministry, also opposed the purchase of the lubricants. However, the former vice president declined to comment on the matter, saying she just advises the ministry.  
When contacted about the purchased lubricates, , Dr Joshua Musinguzi, who heads the Aids Control Programme at the ministry of Health, promised to get back to Sunday Monitor, but by press time, he had not done so.
However, Prof Anthony Mbonye, the acting director general Health Services, disagreed with the minister, saying a lot of gay people go to health facilities in search of treatment for wounds caused by "friction". 

Mr Kikonyongo Kivumbi, who represents key affected populations on the Country Coordinating Mechanism, the agency that oversees the implementation of Global Fund, told this newspaper that the minister is misinformed on the use of the lubricants.  
"The lubricants are part of the Global Fund grant and it's not only the homosexuals who need the lubricant but also discordant couples and other normal people," Mr Kivumbi said. 
The minister of Ethics and Integrity, Fr Simon Lokodo, was surprised when contacted about the matter.
"What! This is unacceptable and incredible. We strongly denounce homosexuality as it is unacceptable and against our cultural values and conscience," he said.

Rwanda faces hunger over fall armyworm invasion

Rwanda faces hunger in coming months after an attack of the fall armyworm caught the country off guard, ravaging hectares of crops in the eastern, northern and western parts of the country.

Thousands of fall armyworm pests attacked crops last week causing massive losses to maize and sorghum farmers countrywide.

A section of the cereal farmers decried the high cost of pesticides and lack of information about pest control as the support provided by the government is limited to areas with large farms.

The pest, which currently poses a major threat to food security in neighbouring countries of Uganda, Kenya and Tanzania, has so far spread to all the 30 districts in the country from about 20 last week.

Latest reports show the trans-boundary pest has so far attacked more than 15,300 hectares of maize plus an unknown quantity of sorghum.

There are fears it could attack rice and sugarcane crops in what officials describe as a nationwide outbreak that is likely to reduce cereal production in the country's 2017B agriculture season.

Efforts by agriculture ministry technicians, the Rwanda Defence Forces (RDF)and the police to stop the pest from spreading have not been successful.

"Measures to contain the pest are still ongoing and we can only assess the effects after three or four weeks given the nature and cycle of the insect," Telesphore Ndabamenye, head of crop production and food security at Rwanda Agriculture Board told Rwanda Today.

However, farmers in parts of the country said their farms had already been depleted and pleaded to be allowed to uproot the affected crops and replace them with others before it is too late.

Except for farmers with large farms who got pesticides and spraying equipment, small-scale farmers still grapple infested small maize and sorghum fields. 

This is because the spread of the fall armyworm in the region led to a hike in prices of pesticides.

Farmers in Eastern, Northern and Western Provinces said the Rwf10,000 pesticide now costs Rwf15,000.

"The one litre pesticide spray can be used on one hectare, but each hectare must be sprayed twice a day until the insect disappears from the farm. This is expensive," said Faustin Nzamurambaho, a farmer in Rulindo district.

The Ministry of Agriculture had projected increased maize production this year to at least 781,000 tonnes in the first season, up from 652,000 tonnes in a similar period last year.

Officials said the armyworms had attacked an acreage amounting to about 16 per cent of the total 63,000 hectares of maize plantation.

Agro-dealers blame the price hike of pesticides on the increase in demand. 

"The market is not regulated, and the demand is high," said Evariste Safari an agricultural manager at Balton, a local pesticides dealer.

In addition to pesticides being unaffordable, the government's efforts to control the armyworm outbreak have encountered confusion about which pesticide is most effective in controlling the pest. There has also been a lack of information about the pest. 

Currently, scientists are yet to develop a specific pesticide to fight the pest in this region. 

Rwanda is using Pyretrum EWC+ pesticide produced by Sopyrwa, a Ministry of Defence affiliated company. So far, 4,500 litres have been distributed. 

Last week, RDF helicopters airlifted the pesticide to different parts of the country.

Les rescapés des massacres de Kibeho ont été interceptés par les hommes de Fred Ibingira et tués sur leur chemin de retour.

Des voix se sont élevées et Ibingira fut jugé le 19/12/1996 dans un procès que les organisations de défense des droits de l'Homme Human Right Watch/Africa et la Fédération Internationale des Ligues des Droits de l'Homme ont qualifié de simulacre dans leur déclaration du 30/12/96. We could see the RPGs wobbling through the air as they headed for their target and landing among groups of refugees, killing up to half. The survivors were then mown down with rifle and machinegun fire. We could only sit and watch in horror. The restrictions placed on us by the UN charter meant we weren't allowed to react in any way with our own weapons. Under our rules of engagement, we couldn't act because our own lives were not being directly threatened. The UN had ordered us not to intervene; this was a local matter that needed to be sorted out by the Rwandan people themselves. It was all very well for them to give those orders (p.74) ».

I had a close-up view of people dropping to the ground as they were hit. As shocking as it sounds, it went on for so long a kind of boredom set in. After a white I got talking to the Zambian soldier crouching next to me. I asked him what he thought of the RPA and what they were doing to the refugees. I wanted to know his opinion as someone from Africa. He explained to me that he thought the RPA were not people but animals with the ability to use weapons. He also reminded me that these two tribes, the Hutu and the Tutsi, had been at each other's throats for many, many generations. The only difference now was they used AK47s and machineguns instead of spears and shields (p.76) ».

There were bodies lying all over the place even though the RPA had tried to get rid of many of them during the night. White counting in the compound, Jordo and his section found a large number of dead women who still had young children tied to their backs in the African way. Jordo had to go around and cut the children and babies free. Some were already dead. Others had been forced to spend the whole night nestled against their dead mothers. The children who were still alive were carefully collected by the Zambatt soldiers and taken to the water point to be registered before being loaded onto trucks bound for orphanages around the country. The dead were thrown into mass graves. (…) The sheer number of injured and dead seemed overwhelming. We walked the whole area to find out what we were up against. Everywhere we Iooked, in every room and area, there were horrifically injured people. With some of the infantry soldiers acting as stretcher-bearers, we began to sift through the human tragedy, selecting only priority three patients who we knew could be treated quickly at the CCP (pp.81-82) ».
