Le Rwanda tente de voler le poste de Secretariat de La Francophonie qu'il ne merite pas: Intrigues, racisme et complot africains  a l'egard de la secretaire actuelle.  



1. Le Président français Emmanuel Macron a été piégé en soutenant ouvertement la candidature de de la Ministre Rwandaise des Affaires Etrangeres Louise Mushikiwabo au Poste de Secrétaire général de la francophonie.

 

2. Louise Mushikiwabo devrait normalement quitter le gouvernement Rwandais après dix ans en tant que Ministre de Kagamé. C'est pourquoi il y a une course effrénée soutenue par les médias et les politiciens français  qui espèrent  désespérément que ce poste pourra faire retourner l'usage du Français au Rwanda après plus de 20 ans de son abolition.  Vous vous faites des illusions. Rien ne va changer.

 

3. La Ministre rwandaise des affaires étrangères Louise Mushikiwabo n'est pas compétente pour ce poste.

Elle a déjà déclaré que ses priorités seront le règlement de la situation des immigrants qui tentent d'aller en Europe et celle des jeunes Africains en chômage alors que ces immigrants et jeunes ne viennent pas tous des pays francophones. Par ailleurs Louise Mushikiwabo ne sait pas ou elle pourra trouver des ressources pour résoudre ses problemes

Pour elle, les plus importants objectifs de la francophonie comme  le développement et la promotion de l'usage du Français dans le monde, la démocratie et les droits de l'homme ne  sont pas des  priorites.

 

4. Louise Mushikiwabo a  été uniquement Ministre des Affaires Etrangeres du Rwanda sous la dictature et la supervision de Kagame.

Elle n'a jamais eu l'occasion de prendre une initiative ou  faire valoir son proper jugement.  Elle n'a aucune experience dans les organisations internationales.

 

5. En clair, Louise Mushikiwabo n'apportera rien à cette organisation.  Vous allez regretter tous si elle occupe ce poste !

Kagame's PR Machine Exposed His Big Lies On Volkswagen

On June 27, 2017, Rwanda President Paul Kagame was determined to shine on the global stage. This was the day that he would proclaim that a German carmaker, Volkswagen, would launch a factory that would put Rwanda on a new level of development. In his own words, Volkswagen assembly facility in Rwanda "undoubtedly represented a new chapter in Rwanda's journey of economic transformation."

True to form, Kagame attacked doubters of what Volkswagen investments had already achieved in Rwanda. This is Kagame's own words again:

"Some found it hard to believe that German cars could really be built in Rwanda. Yet today, the first vehicles are rolling off the assembly line.

Each of these Kagame's statements is, of course, a big lie. German cars are not built in Rwanda. And there is no assembly line in Rwanda for cars to roll off.

Interestingly, evidence for proving Kagame's big lies came from his own PR machine.

Take a closer look at these photographs of Volkswagen cars in Rwanda and the launch of its facility's launch on June 27, 2018.

  1. Photograph No 1 shows Passat cars from an earlier event. These cars were evidently shipped from South Africa for transporting delegates for Transform Africa.
  2. Photograph No 2 shows four workers installing an exhaust pipe in the Kigali Volkswagen workshop. Clearly, what we see here is most certainly not an assembly line. In an automobile assembly line, a conveyor moves cars from an assembly worker to the next assembler.
  3. Photograph 3 shows three Passat car kits without bumpers and tires. This is a confirmation that Volkswagen is importing from South Africa already assembled cars. The workshop is devoid of any sophisticated equipment that would assemble a complex car such as Passat. Once in Rwanda, bumpers, tires and exhaust pipes are re-attached to complete the vehicle. This is characteristic of Semi Knocked Down method.
  4. Photograph 4 shows the same four workers that appear in Photograph 1 posing for the Kagame PR Machine. This suggests that VW workshop in Kigali currently has only four workers.

Dear President Kagame, the pictures from your own PR Machine disapprove your big lie that German cars are "really be built in Rwanda." Further, your own pictures show that the VW facility in Kigali does not have an assembly line. So, your statement that the first vehicles were "rolling off the assembly line" in Kigali on June 27, 2018 was a big lie.. Mr. President, there is no need to lie. Volkswagen's investment in Rwanda, however modest, is already an achievement. You should celebrate that investment instead of making delusional statements. In any event, Mr. President, with only 216 Megawatts of electricity in Rwanda, an automobile assembly line is not possible at present. An assembly line requires at least 1,000 Megawatts to operate. So, first invest in power. Then, perhaps, VW might install an assembly line in Rwanda.

VW launches assembly, mobility operations in Rwanda; plant to be supplied from S Africa

VW launches assembly, mobility operations in Rwanda; plant to be supplied from S Africa

German car manufacturer Volkswagen on Wednesday cut the ribbon on its new semi-knockdown (SKD) assembly facility in the Rwandan capital of Kigali.

The group also kick-started its mobility operations in the East African country.

The total investment in the country for Phase 1 of the operations is $20-million, said Volkswagen Group South Africa (VWSA) CEO Thomas Schaefer.

Assembly operations happen in partnership with the CFAO group, in the form of CFAO Motors Rwanda, and includes a dealership on the premises.

The mobility solutions company is a 100% Volkswagen venture.

Assembly operations in Rwanda follow on the start of SKD assembly in Kenya, which kicked off in December 2016.

Both the Rwanda and Kenya plants are supplied with vehicle kits from the VWSA plant in Uitenhage, in the Eastern Cape.

Production capacity at the Kigali plant reached around 5 000 units a year, said Schaefer. Production for the first year was estimated at 1 000 cars a year.

Vehicles to be assembled include the Polo, Tiguan, Passat, Teramont (a sports utility vehicles not distributed in South Africa) and possibly also the Amarok.

"We'll see what the market demands," noted Schaefer.

He added that Rwandan President Paul Kagame was personally involved in the project from its initiation in 2016.

The Rwandan government offered Volkswagen a seven-year tax holiday, starting this year, as well as duty-free parts imports for as long as the assembly plant is operational.

To date, the incentives have not included halting the imports of second-hand vehicles – a fact which typically hampers the start of new-vehicle assembly in any country.

There were indications that Rwanda was, however, considering this, said Schaefer.

"We did not ask for this, however."

"Most cars on our roads are used," noted Kagame, who is also the current African Union chairperson, at the opening event. "Africa does not need to be a dumping ground for second-hand cars or second-hand anything.

"Africa is not merely positioning itself as a low-cost hub for manufacturing goods for exports," he added. "African consumers will also be among the biggest contributors to growth in global demand in the years ahead."

The Rwanda new-vehicle market was estimated at around 3 000 trucks and cars a year.

The combined Rwanda assembly and mobility operations are expected to create around 1 000 jobs, including technicians, assembly workers and drivers.

Phase 2 of the Rwanda project could, possibly, see an expansion at the production facility to up to 10 000 vehicles a year, scaling up the number of mobility vehicles on the road, and setting up operations in other cities in Rwanda.

The mobility solutions, to be launched in a staggered fashion, included corporate car-sharing, a solution in which approved company employees can book a vehicle for use on a per-hour basis; e-hailing (similar to Uber); car sharing, and shuttles, which operate on fixed routes and time tables.

"They would have a fleet of vehicles available we'd look after."

The majority of cars to be initially assembled at the Kigali plant will be used for these mobility solutions.

Schaefer said the vehicles used to provide mobility solutions would typically be disposed of as used vehicles within two to four years, creating "an ecosystem that fed itself".

GHANA AND ETHIOPIA
VWSA could soon sign memoranda of agreement with Ghana and Ethiopia to investigate also establishing some form of mobility and/or assembly operations in these countries.

"Each country will have its own solution. Rwanda's mobility solution will not necessarily work in other countries," said Schaefer.

WITHOUT AFRICA, NO SA AUTO INDUSTRY
The success of South Africa's automotive industry was closely linked to the fortunes of Africa, said Schaefer, who is also African Association of Automotive Manufacturers (AAAM) chairperson.

"If we do not get Africa right as a combined market, we can says goodbye to the South African [automotive assembly] industry in the next ten years. South Africa is symbiotically linked to the future of Africa."

The AAAM is pushing for three, possibly four vehicle production centres on the continent, as part of a pan-African automotive deal. These include South Africa, Nigeria, Kenya and possibly Ethiopia.

South Africa could, for example, produce pickups, while Kenya could possibly assemble trucks and buses, said Schaefer.

"The only way to promote and grow the industry is to connect these markets so that everybody gets a piece of the pie. We need to find a clever split. We need to create a pie big enough so that everyone can win."

Schaefer believed that the Kenya and Nigerian new-vehicle markets could grow to the levels seen in South Africa, at around 600 000 new vehicles sold a year.

"The opportunity is significant, if we can work together."

Schaefer said the AAAM was "pushing" the execution of this project through the World Economic Forum.

Dear Mr. President, I have been asking my Christian friends to pray for you. This is because you appear to have lost a sense of reality. Yesterday, we learned that you want to build a nuclear power plant — which costs US$9 Billion. Today, you claim that you persuaded Volkswagen to build an assembly plant in Rwanda for a mere US$20 Million. The last time I checked, it cost Volkswagen US$360 Million to build a real assembly plant in Uitenhage, South Africa. I put it to you, Sir, that what Volkswagen built in Rwanda is no assembly plant. Mr. President, I also put it to you that you urgently need to rest. Your obsession with publicity and the limelight will overwhelm you.

Mr President look at what you said today:

Mr Kagame, you were not done. You added the following:

"Africa does not need to be a dumping ground for second-hand cars, or second-hand anything.

From the above statements, Mr President, you would have us believe that Volkswagen just built an assembly plant in Rwanda.

Not only that — you would have us believe that Volkswagen assembly line in Kigali can assemble three models at the same facility, namely, Polo, Passat, and Teramont. And all of that done in a US$20 Million facility.

Moreover, you would have us believe that Rwandans will not longer need used cars — hence, your statement that "Africa does not need to be a dumping ground for second-hand cars."

Dear Kagame, let me first remind you that even your own Inyange assembly line that produces juice cost you no less than US$28 Million.

Mr. President, what Volkswagen has given you is not an automobile assembly plant.

Excellence, what you have there in Rwanda is not an assembly line. You have what is known as a semi-knocked-down (SKD) kit facility.. The Kigali SKD facility will put finishing touches to vehicle kits imported from South Africa. This has already been reported in South Africa:

"VW operations in Rwanda follow on the start of SKD assembly in Kenya, which kicked off in December 2016. Both the Rwanda and Kenya plants are supplied with vehicle kits from the VWSA plant in Uitenhage, in the Eastern Cape."

Mr. Kagame, also stop deceiving the world the VW vehicles will be purchased by Rwandans. A Polo costs over US$20,000.00. A Passat costs more that US$40,000.00. A Teramont costs over US$50,000.00. Per capita income in Rwanda is US$702 — in case you forgot. Even your ministers cannot afford a Passat, let alone a Teramont.

President Sir, Volkswagen is not seeking to sell its cars to Rwandans. Volkswagen is not that stupid. It knows that most Rwandans are too poor to afford its products. Volkswagen is using Rwanda as an experiment to test Uber-style of mobility services. This has already been reported:

"The mobility solutions, to be launched in a staggered fashion, including corporate car-sharing, a solution in which approved company employees can book a vehicle for use on a per-hour basis; e-hailing (similar to Uber); car sharing, and shuttles, which operate on fixed routes and timetables."

Mr. Kagame, we also know the conditions you gave to Volkswagen. You offered a seven-year tax holiday, starting in 2018. You also gave them duty-free parts imports "for as long as the assembly plant is operational." Oh, my goodness, gracious. This is a giveaway. We wait to see how this company will benefit Rwandans — with such generosity you showered on Volkswagen.

Lastly, your excellence, we need to ask this question — who are the local investors in this project? Apparently, there is something called CFAO Motors Rwanda that owns the dealership and the premises. Is CFAO Motors Rwanda wholly owned by Volkswagen or local investors have shares? Knowing you, Crystal Ventures might be in there. We will keep an eye on this.

Les investisseurs s'en foutent bien du banditisme d'etat comme de votre bonheur ou malheur, tant qu'ils obtiennent le gain recherche. Ils iront bien au Congo Democratique pour l'uranium, le cuivre, etc., au Burundi pour les poissons de Tanganyika, le Nickel, etc., en Uganda pour la banane, les poissons de Victoria, etc., en Tanzanie pour la vue paradisiaque en zone Kilimandjaro, au Zanzibar, etc. et bien sur chez nous (mu Kadomo) pour voir aussi le gorille, la proprete d'un secteur dans Kigali, et peut-etre etc.  

Ne courez pas derriere le vent: seuls comptent les plaisirs et les benefices de ces investisseurs, chers amis!
