Durban - The government is bracing itself for another sharp plunge in
relations with Rwanda after the apparent murder of dissident former
Rwandan spymaster Patrick Karegeya in a plush Sandton, Joburg, hotel
on New Year's Eve.

Officially, Pretoria insists Karegeya's death in a room in the
Michelangelo Towers Hotel remains, for now, an ordinary murder
investigation.

But unofficially, the government is fairly certain the finger of guilt
will point to President Paul Kagame's government – as it did in 2010
when Karegeya's friend and fellow-dissident, ex-army chief General
Faustin Kayumba Nyamwasa, survived two assassination attempts within a
fortnight.

Official sources said it would be an unacceptable affront to South
Africa's sovereignty if it were proved Kigali had sent agents to this
country to assassinate an opponent.

Director-general of International Relations and Cooperation Jerry
Matjila called in top police, security and intelligence officials on
Thursday to be briefed on the case, they said.

This week, Rwanda's high commissioner to South Africa, Vincent Karega,
denied his government had arranged Karegeya's murder, asking why would
it would have waited six years if it wanted to kill him.

He said Karegeya was under the South African government's protection,
so all questions about what had happened to him should be directed to
it.

However, Karegeya had not been under South African government
protection since April 2011, his nephew David Batenga said yesterday.

He said Karegeya had asked to leave the safe house he had been living
in, so he could earn his own income, rather than rely on the
government for his livelihood, Batenga said.

His protection had ended when he left the safe house and moved to a
gated community in Roodepoort.

Batenga said Karegeya had been betrayed by Rwandan businessman Appollo
Kiririsi Gafaranga, whom he had known since he was head of external
intelligence in Rwanda, according to a statement from the Rwanda
National Congress. - Independent on Saturday.

LAGOS, Nigeria (AP) — The man who was last seen with the Rwandan
ex-spymaster killed in a South African hotel was a Rwandan businessman
who befriended the victim in jail and whom he trusted "absolutely,"
said a former Rwandan general who has survived two assassination
attempts.

Police say former Col. Patrick Karegeya's body, apparently strangled,
was found Wednesday in Michelangelo Towers hotel in the Johannesburg
suburb of Sandton, along with a bloodied towel and rope.

Former Rwandan army chief-of-staff Lt. Gen. Kayumba Nyamwasa and
others accuse Rwandan President Paul Kagame of ordering Karegeya's
assassination and two 2010 attempts on Nyamwasa's life in
Johannesburg. Officials in Kigali, the Rwandan capital, have made no
comment since Karegeya's death but have previously vehemently denied
charges they target opponents of the government.

Nyamwasa said Karegeya, 53, was last seen by a family member at the
hotel with Apollo Ismael Kiririsi.

Nyamwasa said he had twice met Karegeya with Kiririsi. "I think he
(Karegeya) trusted him absolutely but they were together in the
(hotel) room and now one is killed the other has not been able to give
any account of himself." Nyamwasa spoke in a telephone interview from
his home in exile in Johannesburg, South Africa's commercial capital.

He said Karegeya's nephew, David Batenga, had been the last family
member to see the former spy chief. Batenga and Karegeya picked up
Kiririsi from the train station on Sunday. The three men spent several
hours together and dined on Tuesday before Batenga left the two men at
the hotel, Nyamwasa said.

The discovery of the body a day later means any killer or killers may
already have left the country. The Independent newspaper of South
Africa said police had to break into the room, which had a "Do Not
Disturb" sign on the door.

Police have not announced any arrests but have said they are searching
for a Rwandan man and are pursuing several leads. There has also been
no announcement about an ordered autopsy.

Theogene Rudasingwa, another Rwandan dissident and formerly secretary
general of Kagame's Rwandan Patriotic Front party, told The Associated
Press that Karegeya's body was found in a room rented by a man called
"Apollo." Police said Karegeya, who had a home in the town of
Roodepoort just outside of Johannesburg, had checked into the hotel.

Karegeya, Nyamwasa, Rudasingwa and some others were once allies of
Kagame, and are now critics. Karegeya headed the feared external
intelligence agency from 1994, when Kagame's rebel movement took power
and ended the Rwandan genocide, until 2004. Several Kagame opponents
were killed in that time, including former Interior Minister Seth
Sendashonga, who was gunned down in Nairobi, Kenya, in 1998.

The most recent killing that critics blamed on Kagame is the October
2012 death of Theogene Turatsinze, the former managing director of the
Rwandan Development Bank who was found tied up and floating in the sea
in Mozambique.

Nyamwasa said Karegeya had told him that Kiririsi had befriended him
while Karegeya was jailed in Rwanda in 2004, for alleged
insubordination and desertion. A military tribunal stripped Karegeya
of his rank in 2006 and he fled to South Africa in 2007, where he was
given refugee status and a South African security detail, according to
Nyamwasa.

But he said Karegeya asked the South Africans to stop protecting him
more than a year ago, apparently because the restrictions prevented
him from working and he needed money to pay school fees for three
children living abroad.

Nyamwasa, 55, said he hoped a South African court case into the
attempt on his life soon will be concluded. Three Rwandans and three
Tanzanians are accused in the 2010 shooting that has left a bullet
lodged in the base of his spine. Prosecutors have refused to say if
they believe the Rwandan government could be responsible.

The chief suspect is another Rwandan businessman, Pascal Kanyandekwe,
accused of bankrolling the plot, recruiting the gunmen and offering a
$1 million bribe to a police officer to free him, according to
prosecutors and witnesses in the court case.

The Hotel Rwanda Rusesabagina Foundation was saddened to hear that the
Rwanda dictatorship's paranoia has claimed another victim. In the past
decades, President Kagame has jailed or allegedly had killed dozens of
people who have criticized or questioned him.

Last month his justice department sentenced Victoire Ingabire, a
former Presidential candidate, to an additional 15 years in prison.

"It is very bad luck to oppose President Kagame," said Paul
Rusesabagina, President of the Hotel Rwanda Rusesabagina Foundation.
"I was not shocked to hear the news of the death of Patrick Karegeya.
It is not easy to speak out about President Kagame's human rights
abuses."

The last election season had more casualties than just VIctoire.
Another Kagame opponent, Andre Kagwa Rwisereka the Green Party
candidate, was found killed, decapitated and quartered.

Rusesabagina continued, "In a Democracy, people challenge one another
at the ballot box. Losers go back to their pre-election lives, they
are not sent to jail or killed. People in the west praise Rwanda's
economy. What good is a healthy economy when the most of the country
is a prison with no freedom and no justice.?"

Other alleged victims of Kagame's violence include:

Oct 1996: Theoneste Lizinde, MP and former intelligence chief,
assassinated in Nairobi, Kenya.

May 1998: Seth Sendashonga, former interior minister, gunned down in
Nairobi with businessman Augustin Bugirimfura after challenging
Kagame's human rights abuses. He had previously survived another
attempt on his life.

March 2000: Assiel Kabera, former presidential adviser & provincial
governor, shot dead in Kigali. Witness said killers wore military
uniform.

Dec 2001: Gratien Munyarubuga, founder of opposition party, murdered in Kigali.

April 2003: Leonard Hitimana, opposition politician, murdered in Rwanda.

June 2003: Col Laurent Bangaya, party dissident, killed in Nigeria
shortly after Kagame visited the country.

2003: Augustin Cyiza, vice-president of Supreme Court and human
rights activist, disappeared in Kigali.

December 2005: Mutilated body of former minister Juvenal
Uwiringiyimana found in Brussels

June 2010: Jean-Leonard Rugambage, newspaper editor, murdered in Rwanda

June 2010: General Kayumba Nyamwasa, leading Kagame opponent, shot in
stomach during ambush in Johannesburg, where he lived in exile.

JOHANNESBURG - Police are reluctant to say whether there are any
suspects in the murder of former Rwandan Intelligence boss, Patrick
Karegeya.

That's despite media reports that Karegeya was meeting an old friend
when he was killed.

Karegeya's body was found in a room at the Michelangelo Towers in
Sandton on Wednesday.

Karegeya's colleagues in the opposition Rwanda National Congress
firmly believe his death was neither accidental, nor random.

His friend and fellow exile Kayumba Nyamwasa was nearly killed in an
assignation attempt in 2010 shortly after arriving in South Africa.

He believes the trail of blood in the Karegeya murder leads directly
to Rwandan president Paul Kagame.

"I have agreed to this interview so that it can be on record for
everybody to know that we have got a regime in Rwanda whose policy is
to kill and after killing to deny."

The Rwandan government has rubbished claims that it has had a hand in
Karegeya's murder.

"That is an emotional reaction and an opportunistic way of playing
politics. South Africa is an organised country. There is police," said
Rwandan High Commissioner Vincent Karega.

"A hotel is in a posh area with all the security features. I think the
wise way is to wait for the police to establish.

"Otherwise Karegeya has been here for more than five years now. Why
just now and why in a hotel?"

Nyamwasa believes the man who Karegeya was due to meet at the hotel,
could be key to piecing together what happened.

"The person with whom Patrick was meeting had come from Rwanda. He was
a friend for a very long time.

"Even when Patrick was incarcerated and other people in Rwanda would
not be able to visit him, this particular individual would go to visit
him," said Nyamwasa.

"So the trust built from that situation. But the very fact that we
found Patrick in a hotel room dead when he was with him, and the
person cannot be traced."

Police are refusing to say whether this man is a suspect.

Rwanda: Attack on the residence of Madam Victoire Ingabire in Kigali

Last night at around 1:00am, unidentified assailants attacked the residence of Ms. Victoire Ingabire Umuhoza in Kigali. As a reminder, on December 13th 2013 the Supreme Court sentenced Ms. Ingabire to 15 years in prison after a political trial marked by numerous irregularities.
Alerted by debris from the windows, the residence's occupants were able to repel the attackers after calling upon neighbors for help.
This coward attack on a residence of a political prisoner comes after the recent coward assassination of another political figure of the democratic opposition against the Kigali regime, the late Colonel Patrick Karegeya, in South Africa.
The party FDU-INKINGI strongly condemns such acts of violence that are part of a vast campaign aimed at intimidating the opposition on the eve of the country's important political events. The party FDU- INKINGI remains convinced that only a highly inclusive political dialogue would permanently solve the problems facing our country.
