Rwanda ambassador: Karegeya 'was enemy of the state'

Williams Nkurunziza, Rwanda's high commissioner to the UK, has told
the BBC that former Rwandan intelligence chief Patrick Karegeya was an
"enemy of the state".

Mr Karegeya's body was discovered, apparently murdered, in a South
African hotel room.

South African police said the 53-year-old may have been strangled. A
rope and bloodied towel were found in the safe of the hotel room where
his body was discovered.

Le président du Rwanda Paul Kagame est sorti de son silence ce
dimanche 12 janvier au sujet de la mort de Patrick Karegeya, cet
ancien proche devenu l'un de ses plus farouches opposants, et
assassiné en Afrique du Sud le 31 décembre dernier. Le président
rwandais s'exprimait à Kigali devant des responsables d'une communauté
de prière à l'occasion d'un petit-déjeuner.

Dix jours après l'assassinat de l'opposant rwandais Patrick Karegeya,
Paul Kagame est enfin sorti de son silence, sans pour autant citer le
nom de l'opposant. « Face à quelqu'un qui n'a pas honte de détruire ce
que nous avons mis du temps à construire, pour ma part, je n'ai aucun
scrupule à protéger ce que nous avons construit », a déclaré le
président rwandais. « Ceux qui nous accusent d'être responsables {NDLR
de la mort de Patrick Karegeya], ont fait de même un millier de fois
pour défendre leurs nations », a-t-il poursuivi.

Pourtant, jusqu'à présent, seule l'opposition en exil a publiquement
accusé Kigali d'être derrière cet assassinat. Ce que l'ambassadeur
rwandais en Afrique du Sud a démenti.

« La trahison a des conséquences », a ensuite prévenu Paul Kagame à
l'encontre des autres dissidents en exil. « Tous ces types n'auraient
rien été sans le Rwanda. C'est le Rwanda, qu'ils dénigrent
aujourd'hui, qui a fait d'eux ce qu'ils sont », a lâché le président.
Et d'ajouter, en guise d'avertissement : « Quiconque trahit notre
cause ou souhaite du mal à notre peuple deviendra une victime. Il
reste seulement à savoir comment il deviendra une victime ».

La famille très choquée

Des propos largement relayés ce dimanche sur les réseaux sociaux, et
pour lesquels RFI a recueilli quelques réactions. « Depuis le début,
nous disons que [Paul Kagame] a facilité cet assassinat, et les gens
nous demandent des preuves ? Désormais, vous le tenez directement de
la source », a ainsi commenté l'ancien chef d'état-major rwandais
Kayumba Nyamwasa, lui aussi exilé en Afrique du Sud.

La famille de Patrick Karegeya s'est quant à elle dite très choquée et
déçue de voir de tels propos tenus par le président rwandais sur un
enfant du pays qui s'est battu pour « la liberté et la justice pour
tous jusqu'à sa mort ».

Le porte-parole du ministère sud-africain des Affaires étrangères,
Clayson Monyela , est pour sa part resté prudent et n'a pas souhaité
commenter ce discours. « Nous attendons les résultats de l'enquête en
cours », a-t-il seulement déclaré.

Rwandan president issues betrayal warning

Two weeks after his main critic dies, Paul Kagame says anyone who goes
against the country will face consequences.

Rwandan President Paul Kagame has said anyone who betrays his country
will face consequences.

The president made this announcement in a meeting in Kigale on Sunday,
two weeks after Patrick Karegeya, Kagame's leading critic, was found
strangled in a hotel in Johannesburg, South Africa.

Both Karegeya and Kagame played a role in ending the genocide in
Rwanda in 1994. Karegeya was chief of army intelligence for 10 years,
but fell out of favour with the president by 2006. He was stripped of
his senior rank and fled to South Africa.

Karegeya's supporters have blamed the president for his death.

The South African department of international relations declined to respond to remarks by Rwandan President Paul Kagame on Sunday, in which he reacted to the murder of Rwanda's former spy chief Patrick Karegeya. Kagame said those who undermine his country "usually face serious consequences, wherever they are".

Kagame told Rwanda's leaders not to be apologetic about "what befalls the country's enemies", in a speech on Sunday. The Rwandan National Congress, an opposition party co-founded by Karegeya, believes Karegeya's death was a hit by an alleged agent of the Kagame regime.

The body of Karageya – a fierce critic of Kagame – was found on New Year's Day in a luxury hotel room in Johannesburg where he had spent the past several years in exile.

Police, who found a bloodied towel and a rope in the room's safe, said a preliminary investigation indicated he might have been strangled and opened a murder probe.

Karegeya's supporters immediately accused the Rwandan government of being behind his killing.

Karegeya was the former head of Rwanda's external intelligence service and once a close ally of Kagame. In 2004 he was demoted, then arrested and served an 18-month jail sentence for desertion and insubordination. He was stripped of his rank of colonel in July 2006 and he fled the country the following year.

Kigali has not directly responded to these claims, but Kagame responded to Karegeya's death for the first time on Sunday, and said he had remained silent on the issue so far because "there was no need [to respond]".

"We don't seek permission to defend our country," the Independent Magazine reported.

The magazine quoted Kagame as saying Rwandans elected him to counter those who "plot" against Rwanda, and said he would confront "anything that seeks to disturb the peace of Rwandans".

"My job as president is to confront and defend Rwanda against people who want to destroy what we have been building," Kagame reportedly said.

'We can fight back'
Chimreports.com reported that a "visibly angry" Kagame said: "Those who were made who they were by Rwanda and then turn their backs on the country can be dealt with. We can fight back.

"Whoever is undermining Rwanda usually face serious consequences wherever they are."

Spokesperson for the department of international relations and co-operation Clayson Monyela said he was aware of Kagame's remarks but these had no bearing on diplomatic ties between South Africa and Rwanda, and declined to comment.

This was because Kagame did not name "any individual or country" in his remarks on Sunday, and South Africa would not "second guess any head of state".

"The incident that happened in Johannesburg is being investigated by the police and we are all awaiting the outcome of that investigation. But we are not going to second guess any head of state; we don't conduct diplomacy like that," said Monyela.

Kagame's remarks follow some equally controversial statements by his cabinet ministers.

'You die like a dog'
On Saturday, Rwanda Defence Minister General James Kabarebe reportedly said of Karegeya: "When you choose to live like a dog, you die like a dog."

He was quoted as saying, "Do not waste your time on reports that so and so was strangled with a rope on flat seven in whatever country. When you choose to be a dog, you die like a dog, and the cleaners will wipe away the trash so that it does not stink for them.

"Actually, such consequences are faced by those who have chosen such a path. There is nothing we can do about it, and we should not be interrogated over it."

On January 6, Rwanda Prime Minister Pierre Damien Habumuremyi tweeted:

This followed tweets by Rwanda Foreign Minister Louise Mushikiwaro saying Rwanda should not lose sleep over the death of its "enemies".

She tweeted this in response to a question about whether her government's position was that enemies of the Rwandan state deserved to be strangled to death.

Three Rwandan nationals were reportedly held for questioning in connection with Karegeya's death last week, but the Hawks have denied that any arrests were made.

Condemn
The South African government responded to Karegeya's death on January 9, calling for an expedited investigation and condemning the death.

The justice, crime prevention and security cluster said it was "saddened" by Karegeya's death and said incidents such as his murder should not be tolerated.

"The initial forensic investigations by the South African Police Service indicate that there were signs of a scuffle and a bloody curtain cord and towel which were in a safe in his room. The government condemns this incidence in the strongest terms and would ensure that no stone is left unturned in tracking and bringing to justice those involved in this criminal act," the cluster said.

In 2010, the Swedish foreign ministry issued a report, citing evidence that the Kagame regime was hunting down Rwandan dissidents exiled in Sweden.

One Rwandan "spy" was convicted on charges related to espionage.

Rwandan President Says Those Plotting Against Country Will Pay

Rwandan President Paul Kagame said anyone planning to betray the
country will be caught, following the murder of the nation's exiled
former spy chief who had become a state critic.

"It's only a matter of time and we'll get you," Kagame said at prayer
meeting in the capital, Kigali, yesterday, according to a broadcast on
Rwanda Television.

"People who forget that they owe who they are to Rwanda, are now
plotting against their country and have failed to understand that they
can never be above the nation or its people. People must be ready to
pay for their action," he said.

Rwanda's former intelligence head, Patrick Karegeya, was found
strangled to death at an upscale hotel in Johannesburg, South Africa
on New Year's Day, with a towel and bloody rope found in the room's
safe. At a commemoration for him on Jan. 5, Rwandan exiles blamed his
murder on the Rwandan government.

Kagame has been praised for rebuilding the economy since he took
office in 2000, following a 1994 genocide that killed 800,000 mostly
ethnic Tutsis, of which Kagame is a member, and moderate Hutus over
100 days. His government has also been criticized by groups including
Human Rights Watch and Amnesty International for abuses such as
illegal detentions and stifling dissent, accusations that officials
deny.

Human Rights Watch has said that attacks, threats and harassment of
Rwandan opposition groups increased during the campaign for elections
in 2010, which returned Kagame to power. Before the vote, an editor of
a banned Rwandan newspaper was shot dead, while former army chief of
staff Lieutenant General Faustin Kayumba Nyamwasa, who had fled to
South Africa, was injured in a shooting. The Rwandan government has
denied any involvement in the attacks.

Qu'il mette sur table les preuves de ce complot. Sinon jusqu'à preuve

Kandi arega n'ibya Habyarimana yarabyemeye, byo ariko abishyiramo amarenga menshi (I don't care, I don't give it a damn!)

Nimukanguke rero, mushyire ubwenge ku gihe, ibihe bya ba Kayibanda na ba Habyarimana ngo bakuriye mu bipadiri, bakarererwa mu maseminari, byarangiye cyera!!!

            Ishyaka PRM/MRP-ABASANGIZI n'abarwanshyaka bacu twese twababajwe bikomeye n'iyicwa rya Col Patrick Karegeya wari umwe mu bayobozi bakuru b'ishyaka RNC ritavuga rumwe na Leya ya FPR - Inkotanyi na Perezida Paul Kagame i Kigali. Twifatanije n'umuryango wa Col. Patrick Karegeya n'ishyaka RNC mu kababaro kabo dusangiye.

             Leta ya FPR iyoborwa n'abantu b'ibyihebe by'inkoramaraso (a terrorist state) bumva kwica abatavuga rumwe nabo muri politiki ari wo muti w'ibibazo by' u Rwanda baribeshya, kuko ubwicanyi bwabo bwongera ibyo bibazo aho kubikemura.

            Ni ibintu bigaragarira buri wese ko Nyakwigendera Col. Patrick Karegeya yishwe na leta y'u Rwanda. Perezida w'u Rwanda Paul Kagame ari i Gatsibo mu ntara y'uburasirazuba taliki ya 05/08/2010 yari abifite mu migambi ye aho yavuze ati: "Izindi nkozi z'ibibi zahunga igihugu, ngo abo ni abanenga leta. Muzi kubabura inkoni ngo ikubite neza ibabura ihamye ukuntu bayibabura! FPR n'umukandida wayo turababuye. Iyo twakubise turakubita tukagusha. Rero mu byo bibagirwa ntibakwiriye kwibagirwa ayo mateka. Reka bayibagirwe ariko ingaruka zabyo zo  bazazibona".

            Abwirwa benshi akumva beneyo! Perezida Kagame mu kwica Col. Karegeya no gushaka kwica Jenerali Kayumba yita inkozi z'ibibi muri ririya jambo rye, ni iriya gahunda ye yavugiye i Gatsibo mu 2010 arimo ashyira mu bikorwa.

            Turamenyesha abarwanashyaka bacu by'umwihariko n'abanyarwanda bose muri rusange ko icyo Kagame na FPR ye bagamije mu kwica Col Karegeya no guhiga bukware Jenerali Kayumba Nyamwasa ari ugucecekesha amashyaka yose atavuga rumwe nabo bahereye kuri RNC ejo bagakurikizaho kwica abayobozi bo mu yandi mashyaka arwanya  Kagame na FPR - Inkotanyi. Nta kujenjeka rero no kwibwira ngo ni abatutsi basubiranyemo nimubihorere kuko ejo ari abayobozi b'amashyaka b'abahutu bazaba batahiwe. Akamashini kica nka kariya ka Kagame na FPR ye nti gahagarara, ntikagira imipaka, ntikarobanura kuko ubangamiye inyumngu zako wese, yaba umuhutu yaba umututsi, karamwica. Ni ka kamasa kazamara inka kazivukamo.

            Kwicira Col Karegeya muri Afurika y'Epfo aho yahungiye ni agasuzuguro ndetse n'agasomborotso gakabije ka Kagame na FPR kuri kiriya gihugu cy'inshuti. Ni yo mpamvu dusabye Leta ya Afurika y'Epfo gucana umubano na leta y'u Rwanda iriho ubu no gufunga ambasade y'u Rwanda ikazongera gufungura ari uko leta ya FPR Inkotanyi yavuyeho.

            Mu kwifatanya n'umuryango wa  Nyakwigendera Col.  Karegeya n'ishyaka RNC, kandi ku nyungu z'u Rwanda n'abanyarwanda bose, turasaba umuryango wa Col Karegeya n'ishyaka  rye kwegeranya ibyo yari azi byose byafasha abanyarwanda n'isi yose kumenya ubwicanyi  bwakozwe na Kagame na FPR mu Rwanda no muri Repubulika iharanira demokarasi ya Congo. Tubasabye rwose kwegeranya book notes ze zose, inyandiko yanditse n'intoki cyangwa n'imashini, documents ze yari abitse no kubishinga abantu b'inyangamugayo badafite inyungu zo kuba bagira ibyo barigisamo maze bigatangazwa, kuko kimwe mu byo azize ari uko yari azi ibintu byinshi by'amabanga kuri Kagame na FPR. Abanyarwanda  barashaka kumenya ibyo byinshi yari azi kuri Kagame umaze kumuvutsa ubuzima bwe kandi  twari tumukeneye. Bityo n'uwo Kagame ushatse kumucecekesha kandi wibwiye ko amucekesheje burundu azabe yarataye igihe maze urugamba rukomeze asigare arwana n'izo revelations zose z'uwo yishe yibeshya ko amucecekesheje ubuziraherezo.

            Dukore iki rero twebwe abasigaye. Gahunda mbisha ya FPR itegeka abahutu bose gusaba imbabazi z'agahato abatutsi ku cyaha kibi cya jenoside batakoze nikangurire abahutu bose kugira uruhare rugaragara mu kwibohoza ingoma y'igitugu, ikinyoma n'ubwicanyi ya Kagame na FPR Inkotanyi. Ihotorwa rya Col Patrick Karegeya nirikangurire abatutsi bose kumenya ko ingoma ya FPR na Kagame ari ingoma yica, ko atari ingoma yica abahutu gusa maze bareke kuyishyigikira buhumyi ngo n'uko ari abatutsi gusa! Ubundi ahasigaye duhagurukire icyarimwe dufatanye twese dukureho buriya butegetsi bwa Kagame na FPR ye bwaranzwe kandi na n'ubu bukirangwa no kwica abanyarwanda.
