The Brunel International Scholarships

The Brunel International Scholarships

The Brunel International Scholarship Programme is an annual award run by the Brunel International office that is open to all international students. Its goal is to provide financial support to exceptional students. Scholarship holders will go on to represent Brunel as ambassadors throughout their time at the University. The deadline for applying for the 2014/15 programme is 25 May 2014 and all applicants will be notified of the panel's decision by the middle of July.
For 2014/15, thanks to the generosity of Brunel’s alumni and supporters, we are pleased to be able to offer 37 awards, which will comprise a 15% discount on the cost of tuition fees. These awards are open to Undergraduate, Postgraduate and Research students who are classed as overseas for fee purposes.

Refus de titre de séjour: Agathe Habyarimana attaque la France devant la CEDH

Agathe Habyarimana, veuve de l'ex-président rwandais, accusée d'être impliquée dans le génocide de 1994, a saisi la Cour européenne des droits de l'Homme (CEDH) du refus français de lui accorder un titre de séjour, a annoncé mercredi son avocat à l'AFP.

Mme Habyarimana avait été évacuée du Rwanda dès les premiers jours du génocide par des militaires français vers la France, où elle s'est installée définitivement à partir de 1998.

Après avoir sans succès sollicité l'asile politique en France, elle a demandé en 2009 un titre de séjour. Une requête qui a donné lieu à plusieurs décisions administratives contradictoires.

Au final, le Conseil d'Etat a approuvé en juin 2013 le refus de la préfecture de l'Essonne d'accorder ce titre de séjour. Cette dernière avait notamment estimé que Mme Habyarimana constituait une "menace à l'ordre public".

Pour l'avocat de la veuve âgée de 71 ans, Me Philippe Meilhac, il s'agissait pourtant d'un "archétype de demande de titre de séjour".

"Plusieurs des enfants de ma cliente sont en France, avec pour certains la nationalité française", a indiqué l'avocat. "On applique à Mme Habyarimana un traitement de défaveur pour des raisons politiques car il faut préserver les relations diplomatiques avec le Rwanda."

En décembre, Mme Habyarimana a donc saisi la CEDH, considérant que la décision du Conseil d?État portait atteinte à son droit au respect de sa vie privée et familiale et violait la Convention européenne des droits de l'Homme.

Agathe Habyarimana est souvent présentée comme l'une des têtes pensantes de l'"akazu", le premier cercle du pouvoir hutu qui a planifié et mis en ?uvre le génocide rwandais.

La justice française avait refusé en 2011 de l'extrader vers le Rwanda qui la recherche pour "génocide" et "crimes contre l'humanité". Elle "nie catégoriquement ces accusations", selon son avocat.

La veuve de l'ancien président rwandais Juvénal Habyarimana fait également l'objet depuis 2008 d'une enquête à Paris pour "complicité de génocide".

Le Conseil d?État avait indiqué dans son arrêt, consulté par l'AFP, que sa décision n'impliquait "aucune mesure d'exécution". "Cela signifie que ma cliente n'est ni régularisable, ni expulsable", a déclaré Me Meilhac.

Juvenal Habyarimana a trouvé la mort dans l'attentat du 6 avril 1994 contre son avion. Cette attaque est largement considérée comme l'événement déclencheur du génocide qui a fait 800.000 morts, essentiellement au sein de la minorité tutsie.

1.Perezida Paul Kagame ntagomba kwiyitiranya n'igihugu. Abanyapolitiki nka Nyakwigendera Patrick Karegeya kutavuga rumwe na Kagame na FPR ye ntibivuga habe na busa ko ari abanzi b'igihugu cyabo u Rwanda ,kuko Kagame si we gihugu nk'uko na FPR ye atari yo gihugu. Igihugu ni u Rwanda kandi ni icyacu abanyarwanda twese, ntabwo ari akarima k'umunyagitugu Kagame na FPR Inkotanyi.

2. Umunyarwanda uwo ari we wese, cyane cyane iyo ari n'Umukuru w'Igihugu, ntabwo akwiye kuvuga amagambo nkoramaraso nk'ariya yigamba ko yishe undi munyarwanda ari nako yogeza kwica abantu batemeranya nawe ku buryo u Rwanda ruyobowe nabi muri iki gihe kuko ari uburenganzira bwa buri munyarwanda kunenga Leta ivuga ko iyobora igihugu mw'izina rye, no kuyiryoza amabi abona ikorera igihugu n'abenegihugu bacyo.

3. 8. The strangulation of Patrick Karegeya or the tipping point in the fight against the Kagame regime

A few years ago, a young English-Canadian journalist named Malcolm Gladwell wrote a book called "The Tipping Point: How Little Things Can Make a Big Difference (2000)". He defined The Tipping Point as that dramatic momentwhen little causes drive the unexpected to become expected and propel the idea ofradical change to certain acceptance. Could the assassination of Colonel Patrick Karegeya be the dramatic moment the people of Rwanda have been waiting for?

For nearly two decades, the motto of the Kagame-led regime in Kigali has been very clear; "you are either with us or against us. And if you are against us, you must face consequences. You die like a dog". These words were said by at least three Rwandan cabinet ministers during the past two weeks. Last Sunday 12thJanuary 2014, President Kagame self-confessed ofthe killing of Colonel Patrick Karegeya on New Year eve in Johannesburg, South Africa. He said that those who undermine his country "usually face serious consequences, wherever they are".  

The King is naked. General Kagame has finally shown his true colours. The firefighter arson who drew sympathy and legitimacy from "stopping" the genocide and from the collective guilt of the international community has turned out to be a bloodthirsty tyrant. The killing of Colonel Patrick Karegaya that followedthree assassination attempts on the life of General Faustin Kayumba Nyamwasa is unique. For over twenty years, most of the political assassinations inside and outside Rwanda targeted the leaders of the downtrodden ethnic group. The chickens have now come home to roost. It is the turn of those who supported Paul Kagame's rise to power to be eliminated; unless the magic moment saves the day.

Gladwell calls in his book a tipping pointas "the moment of critical mass, the threshold, the boiling point". The Rwandan political opposition has reached the boiling point or the threshold.Opposition groups must unite for their own survival and remain divided for their own peril. The assassination of Colonel Patrick Karegeya is what Gladwell would call a "stickiness factor" or a "catalyst". Rwandan political parties must build a cross-ethnic movement geared towards removing Paul Kagame from power. The international community would have no choice but to support this new unified movement.
As Jennifer G. Cooke of the Center for Strategic and International Studies in Washington, DC recently put it"Cumulative evidence of egregious human rights abuses or further allegations of planned political assassinations could drive a major rethinking among donors".Kagame's strongest supporters such as Bill Clinton, Tony Blair or Rick Warren have never believed in the stories of pro-democracy activities. They now see a pattern of intolerance that includes numerous political assassinations, closing down of newspapers and arrest of critics. Ms. Victoire Ingabire's sentencing to fifteen years in prison is Kigame's desperate and pervasive move to cling on to power. Unfortunately, his remaining days on the throne of Rwanda are numbered. Celebrations which have already started in Goma are around the corner.
