Britain should suspend aid to Rwanda to investigate assassinations
linked to President Kagame, Labour said.
Britain gives £90 million a year to Rwanda, despite longstanding
allegations that President Kagame has his opponents murdered overseas.
Jim Murphy, the Shadow Secretary of State for International
Development, said: "The UK is a major donor to Rwanda. The British
Government should use those contacts to get answers, and demand
change. Ministers must make clear that Rwanda will receive no direct
aid until we are certain that their Government isn't involved in this
sort of political thuggery."
His comments came as the latest alleged victim...

[RwandaLibre] Terrorism = a bloody form of communication.
Maclean's; - 4 hrs ago
Update: On Jan. 9, investigators were looking into the unexplained
killings of six men, whose bodies were found in four cars in the
Caucasus Mountains region. Bombs were also placed near three of those
cars, investigators said, though only one detonated. Pyatigorsk, the
city where the six men's bodies were found, is also relatively close
to Sochi, just 300 km by air.
Terrorism, it is said, can be understood as a bloody form of
communication, and at least some messages in late December's bombings
in Volgograd, Russia, were chillingly clear. The insurgents based in
the North Caucasus are back at war—obviously— and, in the eyes of the
terrorists, civilians in Russia's major cities are once again fair
game. The twin attacks on a train station and trolley bus claimed 34
lives in the city formerly known as Stalingrad, a place that, over the
decades, has surely seen its share of tragedy.
Unlike other recent attacks stemming from the Kremlin's battle against
Islamists in the country's bullet-riddled south, the December bombings
were meant in large measure for international consumption. And, for an
outside world looking on in horror, it took a few days for their
meaning to sink in. For months, the government of Vladimir Putin has
been pouring guns and muscle into Russia's southwestern corner to
secure history's most expensive Winter Olympics. Now, with two
alarmingly simple suicide bombings in a city nearly 700 km from the
site of the Games, the killers have sent a paroxysm of fear around the
globe anyway. Pictures of the bus, its roof peeled back from the force
of the blast, bodies lying all around, consumed newscasts. Moscow's
shiny-happy message about Sochi being the safest Olympics ever (more
than 600 facilities under guard!) was quickly lost in the din.

[RwandaLibre] "Karegeya as a brave man who stood up to an unjust authority": The Pastor.
Govan Whittles | Today, 14:32
JOHANNESBURG – Rwanda's former head of external intelligence Patrick
Karegeya has been laid to rest at the Fourways Memorial Park in
Johannesburg on Sunday. Dozens of members of his political party, the
Rwandan National Congress who are living in exile, travelled from all
across the world to attend the service and there's a high police
presence in the area. This follows concerns by the RNC that Karegeya's
killers may try to assassinate other RNC members who are in hiding.
The family held each other's hands as the pastor read out a scripture
while Karegeya's coffin was lowered into the ground. The large
delegation of the Rwandan National Congress members at the cemetery
have vowed to support Leah Karegeya and her three children following
the death of her husband. The RNC also says it will conduct its own
investigation into the killing as the South African police have not
made any arrests. The pastor has described Karegeya as a brave man who
stood up to an unjust authority and called on his children to continue
his mission. Many of the former spy boss' family members remained at
the grave site long after the burial had ended. Earlier Karageya's
family and members of the RNC filled the St Mary's Chapel in
Roodepoort for his memorial. Karageya's body was found in the
Michelangelo Towers in Sandton on New Year's Day. It's believed he was
strangled to death. The RNC has accused Rwanda's President Paul Kagame
of ordering the killing. Four Rwandan nationals believed to be linked
to the murder were arrested in Mozambique last week.

[RwandaLibre] "It would be a stretch to call Rwanda a true democracy": The Olympia World Affairs Council
jdodge@theolympian.comJanuary 19, 2014
It's a little-known fact that for the past 30 years, South Sound
citizens with an abiding interest in global affairs have had a place
to go each month to learn about politics, cultures and economies
across the world.
The Olympia World Affairs Council, a nonprofit and nonpartisan group,
provides the monthly forum, inviting expert speakers on international
issues and events to share their insights with a curious public.
The Olympia-based group is one of nearly 100 councils around the
country that function independently but under the umbrella of the
World Affairs Council of America, which has been dedicated since 1918
to the mission of engaging and educating the American public on global
issues.
The founding members saw the council as a way to combat an
isolationist foreign policy embraced by many Americans at the end of
World War I. The world stage of the early 20th century stands in sharp
contrast to that of the early 21st century, when technology and a
global economy link us all like never before.
The free public meetings of the Olympia World Affairs Council take
place at 7:30 p.m. the third Thursday of the month, September through
May, at The Olympia Center, 222 Columbia St. NW, Olympia.
About 75 council members and nonmembers gathered last week to hear
Thurston County Commissioner Karen Valenzuela share some of her
experiences from a trip last June to Rwanda, with a 21-member
delegation organized by the Seattle-based Center for Women and
Democracy.
Valenzuela painted a picture of a hilly, landlocked country in
southeast Africa still healing from 100 days of government-backed
genocide in 1994 that claimed the lives of up to 1 million people,
mostly minority Tutsis killed by the majority Hutus.
Reminders of the horrific, not-too-distant past are everywhere. They
include bullet holes in the side of the parliament building in the
national capital city of Kigali, a grim symbol of the fierce battle
waged between the national army and Gen. Paul Kagame's Rwandan
Patriotic Front, which brought an end to the worst of the genocide.
Today, women make up 64 percent of the members of parliament, which is
the highest percent of women in any governing body in the world, noted
Beth Doglio, one of four Olympia women who were part of the June
delegation. This African nation of 12 million has seen the wisdom of
empowering women.
At the same time, it would be a stretch to call Rwanda a true
democracy. Free speech and a free press are not allowed. There is no
viable opposition to the Rwandan Patriotic Front, and the 2013
parliament elections tightened Kagame's rule as president. The
country's constitution as written would not allow Kagame to seek a
third term, but the new parliament is expected to change that.
"A lot of political questions remain," Valenzuela said. "Is the
president Rwanda's savior or someone who will never leave office?
In a trip with many highlights, Valenzuela's encounter with a family
of gorillas in the mountainous country of Volcanoes National Park
stood out. The former archaeology student at the University of
California at Berkeley paid $500 for the four-hour guided park trek.
But she says it was money well spent: The funds raised by the Rwanda
National Park Service are used to preserve and protect gorilla habitat
and their imperiled numbers — a highly endangered 800.
One final note from Rwanda that caught the fancy of the
environmentally conscious commissioner: Rwanda has a national ban on
plastic bags.
For more information on the Olympia World Affairs Council, go to
olympiawac.org. The group always is looking for new members.

[RwandaLibre] Uganda is damned if the elite do not join politics
Uganda is damned if the elite do not join politics
Guest Writers
Sunday, 19 January 2014 21:46
Written by SULAIMAN MUGULA

Ask any South African or Rwandan elite about their country, they are
likely to give you a standard answer: I am proud to be a South
African, I am proud to be a Rwandese.
The uniting factor in both cases is the fact that virtually every
[black] South African was part of the struggle against apartheid. The
same applies to our brothers, the Rwandese.
Regardless of their active participation in the past governments in
Uganda, which largely passed unnoticed, the Rwandese became overt when
Museveni went to the 'bush'.
Many joined him; others gave financial assistance or any forms of
support they thought would advance the struggle. Some even held
positions in Obote's government but still found ways to support the
struggle.
The success of Museveni was, therefore, a collective success for the
community. Similarly, when some of them decided to form RPF and invade
Rwanda, they used the same methods [like those used during NRA bush
war].
Today, the distribution of power and wealth both in Uganda and Rwanda
clearly reflects the roles that various people played in both the NRA
and RPF struggles.
Many are unapologetic, and publicly proud of their roles in both wars.
Above all, they are proud to be what they are. Ugandan elites need to
emulate the two examples. To date, there is no doubt whatsoever as to
why Museveni and the bulk of the NRA went to the bush.
There is no doubt that, as part of their agenda, they have no plan to
share power and wealth or to surrender power and wealth to anybody
other than themselves.
There is no doubt that at this rate, Uganda is moving at a supersonic
speed towards collapse or a civil strife.
In the same breath, there is no doubt that there is a deficit of
leadership among the Ugandan politicians, namely because many, who are
serving Museveni, are opportunists. Very few among the crop of the
current politicians inspire. Very few have Uganda at heart, very few
understand the crisis Uganda is in.
At the moment, the majority fit in very well in the agenda of Museveni
because they are used like pawns in a chess game. They help to absolve
Museveni for he appears to be working with all Ugandans to 'develop'
Uganda.
No doubt, because of the nature of the politics deliberately
introduced by Museveni, many educated Ugandans have decided to shun
politics. Many have decided to concentrate on daily survival, educate
their children until God remembers Uganda and comes with a change.
What many have failed to realise is that so long as the hyena is still
around, it will devour anybody it comes across the moment it finishes
what it is eating now. Yet the reality is clear: no political party at
the moment has the leadership, the capacity, the finances, the nod of
the partisan security forces and the support of the people, to uproot
Museveni through any election. Neither can there be any meaningful
politics when Museveni is still in power.
In short, the country needs a new set of Ugandans to lead. All
patriotic, educated 'Ugandans' should join the non-partisan campaigns
to remove Museveni as soon as possible.
People may not necessarily join the street fights and demonstrations,
but they should offer their services i.e represent activists in court,
treat the injured, secretly give financial assistance, give secret
information, hide keys to courts, to jails, or any form of sabotage.
As Ugandans, we need to take on this regime or else our country is gone.
It is focused leadership, determination, and patriotism of the elites,
supported by the ordinary people, that can change Uganda. We either
liberate this country collectively and own it or we leave it continue
belonging to those who hunted 'the animal' for themselves.
The author is a Ugandan based in South Africa.
