Cut-throat competition, high taxes now take toll on Bralirwa's profits

Bralirwa offers investors bonus shares, dividend

Investors in Bralirwa, Rwanda's biggest soft drinks and beer maker,
will earn lower dividends after profits fell 14 per cent last year on
the back of higher taxes in the Democratic Republic of Congo, a key
export market.

The brewery will cut its dividend payout for the full year by 25 per
cent to Rwf15 ($0.02) from Rwf20 ($0.032) in 2012.

Bralirwa Ltd, which is 25 per cent owned by independent investors on
the Rwanda Stock Exchange (RSE), announced this week that its pretax
profit fell 14.2 per cent last year to Rwf21.3 billion ($31.2
million), from Rwf24.8 billion ($36.97 million) recorded in 2012, a
signal the firm is beginning to feel the pinch of growing competition
in the sector as new entrants join the market.

The brewer's share price fell to an average of Rwf861 ($1.26) this
week from the previous week's Rwf867 ($1.27) — a 0.7 per cent drop.

Bralirwa was the first local company to list on the Rwandan bourse
after it offered a quarter of the firm's shares to the public through
a regional initial public offering priced at Rwf136 ($0.22) a share.

The firm is considering issuing bonus shares — one new share for every
one share held as at May 23, 2014.

Industry analysts say growing competition in the sector has started
eating into the company's profits.

Bralirwa's management says its performance last year was affected by
the slowdown of the Rwandan economy following donor aid suspension in
2012.

Rwanda's growth rate fell to 4.6 per cent in 2013, the lowest recorded
in recent times, after sustaining an 8 per cent growth on average over
the past decade.

"GDP is a measure that the government and companies watch very
carefully to gauge the health of the economy. It's also a measure for
us of disposable cash in people's pockets," said Jonathan Hall,
Bralirwa Ltd managing director, pointing out that this weakened demand
for the company's products.

Profits were also affected by low sales volumes, limited prices
increases and increased costs of imported raw materials, coupled with
depreciation of the Rwandan franc.

This is in addition to a recent decision by the government of the
Democratic Republic of Congo, its main export market, to increase
taxes on imported beer.

As a result, its export volumes declined by 29 per cent.

"Exports to DRC will continue to face challenges due to duties charged
at the border. New exports markets in EAC will be explored," Mr Hall
said.

Apart from DRC, the company exports its beer to Burundi and Uganda
though the volumes are still low.

Bralirwa's management maintains that despite increasing competition,
the company's recent capital investment supported by a rebound in the
economy will allow it to maintain its market lead.

"The first quarter of the year has seen an encouraging start. The
slowdown seems to have stopped and there seems to be more activity in
the economy," Mr Hall said.

Players in the brewery sector have embarked on aggressive expansion
plans in a bid to increase their market share.

Bralirwa Ltd, a subsidiary of a Dutch brewing conglomerate — Heineken
Group, which owns a 75 per cent stake in the brewer — now faces
cut-throat competition from Unibra, a Belgium-based brewery, which
recently took over full ownership of Brassieres des Mille Collines,
the manufacturer of Skol beer.

This is in addition to the recent decision by the giant East African
Breweries Ltd not to renew Bralirwa's contract to produce and
distribute the Guinness beer brand. The three companies are now
battling to control Rwanda's beer market, where demand is estimated at
1.2 million hectolitres.

Unibra has pledged to invest over $15 million (Rwf10.3 billion) in the
brewery, including acquiring equipment and packaging for capacity
expansion. This could see the brewer grow its output in the coming
years from its current capacity of 100,000 hectolitres per year.

"They have to admit that competition is reducing their profit margins.
They will still make profit but not as much as when they were a
monopoly," said an analyst who requested not to be named.

"They have to invest more money if they are to survive competition,"
he added, pointing out that the company's recent $41 million
additional investment to upgrade and expand capacity was insufficient
in the face of growing competition.

Johannesburg - Rwanda's government paid contract killers to
assassinate opponents and critics of President Paul Kagame, according
to a Canadian newspaper investigation published on Saturday.

The Globe and Mail spoke to exiles based in South Africa and Belgium
who claim to have been recruited by Rwanda's military intelligence to
silence critics of the strongman's regime.

The investigation claims to provide the strongest evidence yet that
Kigali is behind attacks in South Africa, Britain, Sweden, Belgium,
Uganda, Kenya and Mozambique.

It cites a recording of a 2011 telephone conversation in which it says
Rwanda's then chief intelligence chief, Colonel Dan Munyuza, discusses
the murder of two of Kagame's former aides with former soldier Major
Robert Higiro.

"We will show our appreciation if things are beautifully done,"
Munyuza is quoted as saying in the recording, which was verified to
the newspaper by three independent sources.

"The price is not a problem," he is quoted as saying, referring to the
$1 million (about R10 million) being offered for a contract to kill
Johannesburg-based ex-army general Faustin Kayumba Nyamwasa and former
intelligence chief Patrick Karegeya.

Karegeya, who was living in exile in South Africa, was found strangled
to death in a luxury Johannesburg hotel on New Year's Day.

Nyamwasa has managed to survive at least four assassination attempts,
including one that left a bullet lodged in his spine. He was shot and
wounded in South Africa in 2010 during an attack that was described by
Pretoria as an attack by foreign "security operatives".

Higiro denies having a hand in the attacks and informed the targets
before they happened, the newspaper said.

The Rwandan high commission to South Africa declined to arrange an
interview with Munyuza when contacted by The Globe and Mail.

Human rights groups have long accused the Rwandan government of being
behind hits on Kagame's critics who have sought political asylum
abroad.

But Kigali has denied any links with the killings, despite a warning
early this year from Kagame that "anyone who betrays our cause or
wishes our people ill will fall victim".

Kagame is revered as a hero by many both in his country and abroad for
his role in ending the Rwandan genocide twenty years ago, which left
about 800 000 people dead and the country in ruins.

The Globe and Mail said there was a "common" pattern behind the
assassinations, where "Rwandan agents search for vulnerable people
within the social circles of their targets and then put pressure on
them or offer them money in exchange for their cooperation."

Le gouvernement rwandais a fomenté des tentatives d'assassinat contre
des opposants au régime de Paul Kagame exilés à l'étranger, selon une
enquête du quotidien canadien The Globe and Mail. Le journal a parlé à
des exilés basés en Afrique du Sud et en Belgique, l'ancienne
puissance coloniale, qui ont été recrutés par des agents du
renseignement militaire rwandais pour embaucher des hommes de main
chargés de tuer les adversaires du président Paul Kagame.

Dans une conversation téléphonique enregistrée en 2011, le chef du
renseignement militaire rwandais, le colonel Dan Munyuza, discute avec

plus."

Faustin Kayumba Nyamwasa a survécu à deux tentatives d'assassinat
depuis 2010. Patrick Karegeya a été retrouvé mort le 1er janvier,
étranglé dans un hôtel de luxe de Johannesburg. Le gouvernement
rwandais est régulièrement accusé d'être derrière les mauvais coups
frappant les opposants de Paul Kagame qui ont demandé l'asile
politique à l'étranger. Kigali a toujours nié tout lien avec ces
actions, quand bien même Paul Kagame ne les a pas désavouées.

A propos de l'assassinat de Patrick Karegeya, Paul Kagame a noté dans
une interview au Wall Street Journal: "Le Rwanda n'a pas tué cette
personne. Mais j'aurais bien aimé". "Peut-être qu'il le mérite

Le gouvernement rwandais aurait fomenté des tentatives d'assassinat

DRC opens massive new gold mine

Democratic Republic of the Congo, one of the world's biggest gold
producers, has opened one of the continent's largest gold mines.

Production at the Kibali mine started in the third quarter of 2013 but
Mining Minister Martin Kabwelulu on Friday attended an official
ceremony in the Province-Orientale region.

Kibali Goldmines, which develops the mine, is a joint venture 45 per
cent owned by South African mining firm Randgold Resources, with
another 45 per cent stake held by South Africa's AngloGold Ashanti and
10 per cent by the Congolese state.

The $US2.5 billion ($A2.70 billion) project reportedly created 7000
jobs, 80 per cent of them held by Congolese.

Kibali Goldmines said the mine should have reserves until 2031, with
550,000 ounces (15.6 tonnes) of gold expected to be produced this
year.

The mine is thought to have reserves of 11.6 million ounces (329
tonnes) of gold but could be higher.

DR Congo has massive resources of gold, copper and cobalt but also
diamonds, iron, nickel, manganese, bauxite, uranium and cassiterite,
the most important source of tin. However most of the country's people
live in poverty.

Control over the mineral-rich areas is one of the factors in the
conflicts that have raged in eastern DR Congo for decades.

Congo, M23 rebels sign peace deal in Uganda

500 members of the political wing of the M-23 have unanimously agreed
to seek asylum after the Congolese government promised them a safe
passage to the country that if they denounced rebellion.

Hundreds of M-23 rebels have signed an agreement with the Congolese
authorities in Uganda to end months of conflict in the Democratic
Republic of the Congo. The deal comes barely two days after the UN,
Uganda and the D-R-C agreed on the return of over 184-thousand
refugees to Congo. Our correspondent Daniel Arapmoi reports about the
attempts aimed at ending the violence in the central African country.

A team of the rebel delegation gathered in Uganda to announce an end
to violence that has driven thousands of Congolese out of their homes
into neighboring Uganda and Rwanda. Among those applying for asylum
are rebels who fled the war in North Kivu province and sought the
protection of the Ugandan government. Some of them who spoke to Press
TV say they were encouraged by the recent agreement between Kinshasa,
the UNHCR and Kampala to repatriate Congolese refugees, who've been
trapped in Uganda for months. But majority of the M-23 rebels have
opted to apply for amnesty. Political analysts say it's a positive
step toward peace in the Democratic Republic of Congo and ending the
displacement of thousands of refugees scattered across East Africa.
The M-23 were mainly Tutsis fighting against the government of Joseph
Kabila in the Eastern Kivu province. Late last year they agreed to
attend peace talks facilitated by Uganda. According to the Nairobi
Agreement, those who've applied for amnesty will have a safe retune to
D-R-C to begin a new life.
