Analysts say the shift in diplomacy by Kigali could signal a deeper
shift in the country's diplomatic relations.

Rwanda will open new embassies in Africa, Israel and the United Arab
Emirates, in an attempt to reposition itself strategically amid
renewed tensions with some of its neighbours.

Kigali has icy relations with Tanzania and DR Congo, and is still at
loggerheads with its former old ally South Africa.

Minister for Foreign Affairs Louise Mushikiwabo told parliament last
week that Rwanda has finalised plans to open five new embassies to
strengthen bilateral ties with various countries. The new embassies
will be located in Lusaka, Luanda, Brazzaville, Abu Dhabi and
Jerusalem.

Ms Mushikiwabo, who was presenting the ministry's budget for the
2014/15 financial year, said Kigali had made new and important
partners. The ministry intends to spend at least $5.2m in the 2014/15
fiscal year on opening and supporting the new embassies.

Despite the expansion plans, Ms Mushikiwabo said her ministry was
short of funds to run the ever growing number foreign diplomatic
missions. The government has budgeted over $27.8 million for the next
financial year but the draft budget framework has only allocated $23.6
million to the activities of the Foreign Affairs Ministry.

"Rwanda seeks to expand its diplomacy by opening up embassies in our
new bilateral partners on the continent and beyond. Southern Africa is
considered a very strategic area for us and that is why we are opening
up new embassies in Lusaka and Luanda," Ms Mushikiwabo said.

The minister said opening the embassies is for strategic reasons,
mainly related to trade and investment, but members of the opposition
were quick to observe that the expansion is nothing but a plan by
Kigali to continue harassing Rwandan refugees and politicians in
exile.

Dr Theogene Rudasingwa, a member of the Rwanda National Congress
(RNC), one of the leading exiled opposition groups said Rwanda's shift
in diplomatic interest across the continent is a move by Kigali to
hound its enemies and refugees who are reluctant to return home.

However, analysts say the shift in diplomacy by Kigali could signal a
deeper shift in the country's diplomatic relations. Rwanda announced
in May that it would open an embassy in Angola, signalling a possible
shift from Pretoria to Luanda as the country's strategic focal point
in Southern Africa. The national carrier RwandAir has also launched
weekly flights to Luanda.

Kigali's close ties with Luanda came after relations between Rwanda
and South Africa deteriorated at the beginning of the year over the
alleged violation of South African sovereignty by agents working for
Rwanda.

In March this year, South Africa expelled three Rwandan diplomats
after an attack on the residence of exiled former Rwandan army chief
of staff Lt Gen Kayumba Nyamwasa's residence. Rwanda retaliated by
expelling six South African diplomats with immediate effect.

Last month, President Paul Kagame skipped the swearing-in of President
Jacob Zuma, which was attended by many regional leaders.

On the other hand, the opening of an embassy in Lusaka is suspected to
be yet another move by Kigali to limit its contact with Dar es Salaam.

In Summary
The group was scheduled to start surrendering in batches to the
government of Congo from May 30 in North and South Kivu, but
conflicting reports over whether the group is actually laying down its
arms have dampened hopes for a major diplomatic and security
breakthrough in the region.

Reports that the Democratic Forces for the Liberation of Rwanda are
seriously considering laying down their arms after 20 years should be
welcomed by all those who value peace in the region.

There is no doubt that the FDLR, a remnant of the Interahamwe militias
accused of carrying out the 1994 Rwanda genocide, has been a major
threat to peace and security in the Great Lakes region.

However, efforts by the International Conference on the Great Lakes
Region Secretariat to make the militia lay down their arms and
reintegrate into the Rwandan society have been met with disappointing
scepticism. Such scepticism could only drive the group further
underground at a time when the rebels themselves have realised that
they are fighting a futile war that will never address their
grievances.

The group was scheduled to start surrendering in batches to the
government of Congo from May 30 in North and South Kivu, but
conflicting reports over whether the group is actually laying down its
arms have dampened hopes for a major diplomatic and security
breakthrough in the region.

Kigali believes that it is a ploy by the besieged outfit to
reorganise, while some Western diplomats believe that it could be an
attempt by Congolese President Joseph Kabila to deflect attention from
his alleged intention to go for an illegal third term after 2016.

Even the UN mission in Congo, Monusco, has described the number of
soldiers laying down arms in the first phase of the surrender as
"insignificant" and called for the top ranking officers to also come
forward. A local civil society group said it was a "publicity stunt"
to avoid being hunted down by UN forces after the expiry of their
ultimatum to FDLR.

These concerns may be justified because past events have shown that
FDLR and Kinshasa are joined at the hip. Yet, that should not be a
justification for shooting down genuine attempts to bring peace to
eastern Congo and the Great Lakes region in general.

Besides being a source of constant military and diplomatic conflict
between Congo and Rwanda, FDLR is now the cause of strained relations
between Rwanda and Tanzania after President Jakaya Kikwete advised
Kigali to initiate peace talks with the rebels.

As with the now vanquished M23, the total absence of FDLR from eastern
Congo would be for the good of all the countries concerned. Congo will
have no excuse to accuse Rwanda of incursion into its territory under
the guise of hunting rebels and it will be forced to confront its own
governance challenges.

Let the parties concerned seize this opportunity to solve the FDLR
problem once for all for the sake of peace in the Great Lakes region.

On June 2nd, James Musoni, Rwandan Interior Minister, acknowledged officially that there were 16,000 citizens unaccounted for in the area of Ngororero. The fear that they might be among the many people who have disappeared in the operations undertaken by the government's security forces from early this year seem strongly founded.

Last year President Paul Kagame announced challenging events to occur this year. It was at the occasion of the graduation of police officers in Ruhengeri towards the end of December. He declared that there would have plenty of difficulties. But he added that he believed in the efficiency of his security forces. They would overcome the huddles as they did in the past, he concluded.

The next thing we heard was the assassination in South Africa of former Rwandan Chief of External Intelligence Colonel Patrick Karegeya. Kagame did not deny that he had been involved but he was surprised instead that his government was not somehow behind that criminal act against a country's "enemy." The statement was made during a prayer meeting in Kigali in January.

On January 7th, the commemoration of the 20th anniversary of the genocide is launched in Kigali and internationally. Across the country, in Addis Ababa, New York, etc we see the Rwandan government pressurising Rwandans and the world to remember its Tutsi, though we know through Davenport and Stam that the number of Hutu killed in 1994 were higher than the one of Tutsi victims. Adding insult to injury, Hutu people who died aren't mentioned anywhere. Even referring to their death appears to be sanctioned as a crime.

In February starts the kidnapping of political opponents living in Uganda. With the complicity of Museveni's security forces, several members of PS-Imberakuri political party are rounded up by Kagame's DMI and taken back and imprisoned in Rwanda.

In the meantime, Singer Mihigo Kizito is kidnapped and imprisoned for calling to genuine reconciliation among Rwandans. Several journalists are as well rounded up and jailed. Numerous disappearances of civilians are reported in the Northern Province. Political parties, human rights organisations and even US government denounce them.

On June 2nd, the minister of interior surprises everyone when he makes them understand that in fact it was not a limited number of disappearances that should be deplored, but around 16,000 people. The information is published on the pro-government outletigite.com. Two years ago, it was 26,000 prisoners that the Rwandan government through Imvaho, a state newspaper, announced that could not be traced.

It is true that millions of innocent lives have fallen in the hands of Kagame's agents since October 1st, 1990 when his rebels invaded Rwanda from Uganda the first time. As an anecdote, on April 26th 1994, eyewitnesses reported that Kagame himself had killed 600 innocent civilians at the market of Mukarange, using a machine gun mounted on a jeep.

If almost 24 years after October 1990, Kagame is continuing to decimate civilians in the Great Lakes region without impunity, it is because he is on a mission for the Anglo-Saxons who control international institutions such as UN and the Security Council.

Today they are pressurizing President Joseph Kabila of DRC to leave power because they want total control over the country. It does not matter whoever replaces him. Surprisingly they are blind about Kagame's persistent atrocities against civilians both in Rwanda and DRC.

US working closely with UK have totally backed the rise into power of Kagame, Museveni and Kabila, respectively in Rwanda, Uganda and DRC. If these presidents are still around despite their numerous indescribable crimes including genocides against populations in the region, it is due to their sponsors.

It is therefore time for the victims to realize clearly in their minds who is killing them. Kagame, Museveni and Kabila, – and probably whoever else might replace these if care is not taken -, are merely instruments.
The master-minders killing our people are those holding those instruments, oiling and equipping them. Namely these are US and UK with their allies in the plundering of Congolese resources and others from the region.

Imagine for a moment if, since October 1st, 1990, US and UK had and others for once stood on the side of the real victims in the Great Lakes region and not on that of the perpetrators of atrocities, they could've saved millions of lives.

If supposedly for almost 10 billion $ for 20 years they pumped in Rwanda there have been 10 millions of casualty in the entire region, this would mean that they helped Kagame to kill populations in the Great Lakes at the cost of $1,000 per victim. By extension, if the Rwandan president does not value much his victims, at least his masters go as far as the mentioned amount.

President Bill Clinton's administration wondered what the legal
consequences would be if the White House acknowledged that genocide
was occurring in Rwanda in 1994, according to newly public documents.

In a May 26, 1994, email from legal adviser Alan Kreczko to Donald
Steinberg, who handled the Africa portfolio in Clinton's National
Security Council, Kreczko wrote:

"Concluding that genocide has occurred/is occurring in Rwanda does not
create a legal obligation to take particular action to stop it."

Kreczko went on to write that while human rights groups had argued the
contrary, "We would not agree."

"Of course, making such a determination will increase political
pressure to do something about it," he added.

As The Associated Press notes: "The Clinton administration was slow to
react to the mass killings and went to great lengths to avoid calling
the massacre of hundreds of thousands of Tutsi and moderate Hutu
'genocide.' Clinton would later call the U.S. inaction among his
biggest regrets."

In another document made public on Friday, in a practice session for
his 1996 State of the Union speech, the former president railed
against Republicans who he said wanted to shut down the Department of
Commerce because its head, Ron Brown, was black.

"The reason they want to get rid of the Commerce Department is they
are foaming at the mouth that Ron Brown is better than all of those
Republican corporate executives who got those cheeky jobs because they
gave big money to Republican presidential candidates," Clinton told
aides.

"And here is this black guy who is a better secretary of commerce than
anybody since Herbert Hoover, which he was a success at," Clinton
said.

Brown was killed later that year in a plane crash in Croatia.

Le président rwandais Paul Kagame a rejeté les critiques faisant état
d'arrestations arbitraires, menaçant même ceux qui cherchent à
déstabiliser le Rwanda d'être "tués en plein jour", rapporte vendredi
la presse locale. Mercredi, le département d'État américain s'était
dit "vivement inquiet des arrestations et de la disparition de
dizaines de citoyens rwandais" et avait appelé Kigali à "s'expliquer
sur le sort des personnes arrêtées au cours des deux derniers mois et
actuellement en détention".

Lors d'un déplacement jeudi dans l'ouest du Rwanda, M. Kagame, faisant
référence à "ceux qui parlent de disparitions", a averti : "Nous
allons continuer à arrêter plus de suspects et si possible tuer en
plein jour ceux qui tentent de déstabiliser le pays", selon ses propos
rapportés par le journal The East African.

Human Rights Watch avait tiré le signal d'alarme

Le gouvernement rwandais avait déjà vivement répondu aux critiques
américaines, affirmant "agir légalement pour répondre à de graves
menaces pour sa sécurité" causées par les Forces démocratiques de
libération du Rwanda (FDLR). Ces rebelles hutu rwandais sévissent dans
l'est de la République démocratique du Congo (RDC) et sont accusés par
Kigali d'avoir pris une part active au génocide de 1994 au Rwanda, qui
fit en trois mois environ 800 000 morts, essentiellement issus de la
minorité tutsi.

"Un processus judiciaire est en cours, déclenché par de récentes
attaques des FDLR" ayant fait plusieurs tués dans le nord du Rwanda,
avait expliqué le gouvernement rwandais. En mai dernier l'ONG de
défense des droits de l'homme, Human Rights Watch, a dénoncé une vague
de "disparitions forcées" au Rwanda.

La semaine dernière, près d'une centaine de rebelles hutu rwandais,
soit une faible partie de la rébellion qui compte entre 1 500 et 4 000
hommes selon les sources, a fait reddition dans l'Est congolais. Les
rebelles réclament un dialogue avec Kigali, qui le leur a toujours
refusé.
