Rwanda continues inquiry into BBC 'genocide denial,' refuses Reyntjens' testimony

After Belgian scholar Filip Reyntjens read what had been said about him at Rwanda's Commission of Inquiry into "genocide denial" by the BBC, he offered to speak to them himself, but they refused to hear him, despite their own accusations that the BBC was biased and willing to listen to only one side.

KPFA Weekend News Anchor Sharon Sobotta: The government of Rwanda, a longstanding U.S. ally and military partner in Africa, has established a Commission of Inquiry to indict the British Broadcasting Corporation, or BBC, for the crime of genocide denial in its recently aired documentary, "Rwanda's Untold Story." The government and its supporters have accused the BBC of bias and speaking only to one side.

This week, however, when Belgian scholar Filip Reyntjens offered to speak to the commission in response to those attacking him for what he told the BBC, they refused to speak with him. KPFA's Ann Garrison spoke to Filip Reyntjens.

KPFA/Ann Garrison: Filip Reyntjens, aren't these Rwandan government attacks on you and the BBC typical of totalitarian expression, in that they presume that there is only one truth, that that truth is sacred, and everyone knows what it is, so anyone who even questions it is either evil or perverse or, in this case, a genocide denier?

Filip Reyntjens: Yes, that is correct, and every Rwandan, from President Kagame down to a peasant on a hill somewhere, they all know what that truth is. I mean it's very consistent. They know what to say. Many people of course think otherwise, but they're not allowed to express it openly.

This is the difference between what an American scholar calls the public transcript and the hidden transcript. So the public transcript is a transcript of history, for instance, or of what happens today, and that is the one that is put forward by the rulers, so to speak, by those who run the country.

And then there's a hidden transcript of the oppressed, and one should realize that the oppressed in Rwanda are not just the Hutu. There are many Tutsi who feel oppressed as well. We should, I think, abandon this dichotomist or Manichean view of Hutu vs. Tutsi. Many Tutsi suffer from this dictatorship as much as Hutu do.

KPFA: Wasn't one of the most widely held beliefs that you helped to upend in the BBC documentary the belief that Gen. Paul Kagame and his RPF army was not to stop a genocide?

Filip Reyntjens: Well, what we can see is – and I mentioned this in a piece I published in African Argumentswebsite – that the main concern of Paul Kagame and the RPF was not to stop the genocide. It was to win the war. And I quote extensively from General Dallaire's memoirs. Dallaire was the commander of the UN Peacekeeping operation there. And Dallaire, on several occasions, went to see Kagame and said, "Listen. These people, these Tutsi there, your troops are about 20 kilometres from where those Tutsi are assembled and they will be killed, so please intervene and rescue these people. And Kagame would routinely answer, "I'm sorry. I can't do that because I've got a war to win." And he even uses the expression "sacrifice." I mean he says, "Well, there are sacrifices in every war and I imagine these are the sacrifices of this war." So he accepted massive slaughter of Tutsi, of his own kinsmen, on the altar, so to speak, of military victory.

The main concern of Paul Kagame and the RPF was not to stop the genocide. It was to win the war.

KPFA: Kagame himself has been hugely empowered by the genocide or, rather, the dominant narrative about the genocide, hasn't he?

Filip Reyntjens: That is part of the RPF narrative, of course. That the RPF put an end to genocide, according to their narrative, has been a major asset, a trump card in Kagame's hands. No doubt about that. And this is coupled with the idea that the international community did not do anything.

Now those two things are what I call the "genocide credit." The genocide, for Kagame, has been and to some extent still is today an element that he constantly uses to, for instance, deflect attention from his own human rights abuse.

KPFA: A number of writers have said that Kagame deliberately sacrificed the Tutsi to create the moral justification for his minority dictatorship, because he knew that he couldn't win the democratic, multi-party election scheduled in the Arusha Peace Accords. There's even a book titled, "How Paul Kagame Deliberately Sacrificed the Tutsis."

Filip Reyntjens: I don't think Kagame had a real interest in having so many Tutsi killed, but I think his interest was to have Hutu extremists conducting a genocide live on television, and we've all seen those images on television, of a genocide conducted almost live. This of course gave him the moral upper hand, so to speak.

And this very much reinforced the good-guys-bad-guys story. I mean the bad guys were there. You could see them on television. So the other guys had to be the good guys. I've been saying almost from Day One, that this was not the story of good guys and bad guys. It was a story of bad guys. Period.

KPFA: Here in the West, we can talk about how brutally the Rwandan police state punishes anyone who contradicts its false heroic narrative about stopping genocide, but, until the BBC broadcast "Rwanda's Untold Story," that false narrative, the same false narrative, was the one reprinted or retold by every major corporate or public broadcasting outlet in the West for the past 20 years.

Filip Reyntjens: Yes, that is correct. The BBC has done something here that was taboo. The title of the documentary is "[Rwanda's] Untold Story." Actually, it's not an untold story. The story has been told on several occasions, but it's not the dominant narrative.

KPFA: And that was Filip Reyntjens, Belgian scholar and professor at the University of Antwerp. Reyntjens also said that Rwanda is very dependent on foreign aid, and the loss of foreign aid is the greatest danger it faces from criticism in the West.

Ntiyagiye kureba Resident Special ngo atange izina rye kuba Umukuru w'Igihugu w'agateganyo wo gusimbura Kigeli V kugeza ku munsi w'ubwigenge aba Perezida wa Repubulika. Yashoboraga kubigenza atyo ari ko siko yabigenje. Yatanze izina ry'undi muntu ngo abe perezida wa repubulika w'agatenganyo ari we Dominiko Mbonyumutwa nk'uko twabivuze haruguru.

4)Leta iyobowe na perezida Gerigori Kayibanda  ni yo leta yonyine muzabayeho mu Rwanda kugeza ubu yaranzwe no gucunga neza umutungo w'igihugu. Nta kunyereza umutungo w'igihugu byigeze bibaho mu gihe cya leta ya Kayibanda kubera urugero rwiza yatangaga mu gucunga neza ibya rubanda. 6)Perezida Gerigori Kayibanda ntabwo yatsimbararaga ku byubahiro. Niyo kandi ibyo byubahiro byabagaho, we yabisangiraga n'abandi bategetsi b'igihugu. Ntiyashaka ko aba ari we biharirwa wenyine. Urugero nko kugendera mu modoka ya leta ishinzeho ibendera ry'igihugu byari bigenewe Kayibanda perezida wa Repubulika (imodoka  ifite icyapa cya leta 001), Perezida w'Inteko Ishinga Amategeko (imodoka  ifite icyapa cya leta 002), Perezida w'Urukiko rw'Ikirenga (imodoka ifite icyapa cya leta 003), n'abaminisitiri bose. Nyuma ye kugeza ubu, ibyo byubahiro byihariwe na perezida wa Repubulika gusa.

7)Leta ya perezida  Gerigori Kayibanda ni yo leta yitaye ku nyungu n'imibereho y'abaturage muri rusange kurusha leta zose zabayeho mu Rwanda. Kubera ko yabanaga n'abaturage, yitegereje ubukene barimo n'ukuntu agafaranga babonye bajya kukikenuza  bagura ikintu iki n'iki abahinde bakabaha ibyo baguze ariko bituzuye babibira mu minzani n'ibindi bipimo kuko babaga batazi kubisoma, Kayibanda yegereye Abasuwisi maze bashyiraho TRAFIPRO hose mu Rwanda kugirango ishyireho ibiciro biri byo n'iminzani n'ibipimo bikora neza kugirango abaturage babashe kwambara imyenda bave mu bucocero, babashe kugura umunyu n'amavuta yo guteka (ubuto cyangwa amamesa), babashe kugura isukari, amasabune yo gukaraba no kumesa, amabati yo gusakaza amazu yabo, ibikoresho bya plasitiki byo gukoresha mu rugo nk'ibikombe, amasahani, indobo, amajerikani, peteroli yo gucana mu gatadowa n'ijoro, n'ibindi byose TRAFIPRO yacuruza  byahinduye ubuzima bw'abaturage bose mu Rwanda baba abahutu, baba abatutsi, baba abatwa.

8)Perezida Kayibanda yaranzwe no kurebera u Rwanda rwose no kwirinda guca igihugu mw'ibice bishingiye ku turere. Ni uko mu 1968 Kapiteni Muramutsa Yowakimu wakomokaga ku Gisenyi na Komiseri mukuru wa polisi y'u Rwanda icyo gihe witwaga Burasanzwe nawe wo ku Gisenyi bakoze coup d'Etat ikabapfubana bagacirwa urwo gupfa Kayibanda akabababarira bagahabwa gufungwa burundu hanyuma kw'isabukuru y'imyaka cumi ya Repubulika akabaha imbabazi(grace presidentielle) bagasubira mu ngo zabo. Ntabwo yashakaga kwica abantu. We bamwishe nabi ari ko we ntawe yari yishe, emwe nta n'uwo yari yarafunze amurenganya ngo amuheze muri gereza. Abaturage bo mu karere k'imisozi miremire kitwa u Rukiga bamwitaga Sebwigenge, ntacyo yigeze abahemukiraho.

9)Perezida Gerigori Kayibanda  yari umuntu warangwaga no kwiyoroshya no kwicisha bugufi. Ntabwo yagenderaga mu bikabyo no gukanga abantu. Ni we Mukuru w'igihugu w'u Rwanda wenyine kuva ku ngoma ya Cyami kugeza ubu utarigeze agira ingabo zo kumurinda ku giti ke. Kubwa Perezida Kayibanda nta garde royale ou presidentielle yigeze ibaho, nta escort, nta musilikare wagendaga mu modoka ya Kayibanda, nta modoka z'abasilikari zamugendaga imbere n'inyuma. Yari umuperezida wiyoroshya cyane utagendera mu bikabyo no muri "mwambonye ko nkomeye ndi igihangange".  Oya. Uburinzi bwe bwari abaturage yibaniraga nabo bamukundaga. Azahora yibukwa nka Sebwigenge nk'uko abo baturage bamwitaga, nk'uwahanze Repubulika (le pere de la Republique Rwandaise). Mu banyarwanda bazahora bibuka Perezida Kayibanda wazanye Repubulika mu Rwanda harimo n'Umwami Kigeli V ukiriho na n'ubu abikesha Perezida Kayibanda kuko iyo adakuraho ubwami ngo abusimbuze Repubulika, ubu Umwami Kigeli V aba yarapfuye kera cyane yishwe n'abiru ngo atavaho amera uruvi habe na rumwe ku mutwe akiri Umwami ataratanga ingoma.

10)Perezida Gerigori Kayibanda yari Sebwigenge koko bitari mu magambo gusa no mu mazina. Yari umuntu wari ukomeye ku bwigenge bw'u Rwanda nk'igihugu kigenga nyine. Byaravuzwe ko abanyamerika bamusabye ngo abahe ubutaka mu Bugesera bahashyire ikigo cyabo cya gisilikare (base militaire/military base) nawe bamuhe ingurane yo kumushyirira makadamu mu mihanda yose minini yo mu Rwanda. Perezida Kayibanda ngo yarabangiye ababwira ngo "tuzakomeza turye uwo mukungugu w'iwacu ariko twigenge".

            Ibi byose tuvuze kuri perezida Kayibanda n'ibindi byinshi tudafite umwanya wo kurondora hano, ni byo bituma Kagame na Museveni bamutinya bagahora bamwikanga kandi atakiriho. Reka bamutinye kandi ni mu gihe yari umugabo ufite ijabo, ijambo n'ijwi ritinyitse. Disikuru ze yazivugaga mu kinyarwanda, mu gifaransa, mu kidage no mu giswayile bitewe n'abo abwira abo ari bo. 

Kubera igihagararo muri politiki nyarwanda gitinyitse cya Nyakwigendera Perezida Kayibanda, Perezida Kagame ashaka kumugabaho ibitero no kumukerensa muri ka gasuzuguro ke asanganywe ariko akamutinya n'ubwo atakiriho. Le gouvernement rwandais fait confiance aux magistrats français. Mais en même temps le gouvernement rwandais continue de supprimer l'usage du Français dans tous les services du pays !

Kigali nie être impliqué dans l'enlèvement d'Émile Gafirita, témoin de la dernière heure dans l'attentat contre l'avion de l'ancien président rwandais Juvénal Habyarimana, en 1994. Interview de Johnston Busingye, ministre rwandais de la Justice.

Jeune Afrique : Où se trouve Émile Gafirita ?

Johnston Busingye : Je l'ignore, et je ne suis même pas sûr de savoir de qui il s'agit. Deux noms ont été publiés : celui d'Émile Gafirita et celui d'Emmanuel Mugisha. Mais s'il vivait sous une identité d'emprunt, depuis quand le faisait-il et pourquoi ? Tout cela est problématique.

Confirmez-vous qu'un certain Émile Gafirita était membre de l'Armée patriotique rwandaise ?

Un ancien sergent de l'armée porte ce nom-là, oui. Il a été démobilisé, probablement en 2005.

Faisait-il partie des hommes stationnés à Kigali en avril 1994 ?

Non, il ne figurait pas parmi ces soldats. Ce n'est pas difficile à vérifier puisque les Nations unies ont dû garder la trace des 600 noms.

Patrick Karegeya a été tué, Faustin Kayumba Nyamwasa a été victime d'une tentative d'assassinat. Tous deux étaient prêts à témoigner de l'implication de Paul Kagamé dans l'attentat de 1994.

C'est une coïncidence troublante... Je ne vois aucun lien entre ce qui est arrivé à ces gens et l'enquête. Ce que je sais, c'est que beaucoup de gens ont menti dans la procédure. Ruyenzi, Ruzibiza, Micombero, Rudasingwa, Musoni, Marara... Les juges ont prouvé que leurs déclarations étaient absolument fausses. De nouvelles manipulations ne me surprendraient pas.

Mais Paul Kagamé a publiquement déclaré que son gouvernement était prêt à tuer ceux qui déstabiliseraient le pays...

Il faut voir le contexte dans lequel le président a fait ces déclarations : il était dans une région qui a subi des attaques meurtrières en lien avec les FDLR [Forces démocratiques de libération du Rwanda]. Il faut comprendre ce qu'il a dit de cette manière : si vous venez nous tirer dessus, nous riposterons.

Il a aussi dit, en janvier dernier, juste après l'assassinat de l'opposant Patrick Karegeya, que personne ne pouvait "trahir le Rwanda et s'en sortir". Pourquoi ne pas laisser une justice indépendante faire son travail ?

Mais c'est le cas. Le président n'a pas dit que l'État de droit cessait de s'appliquer. Plus de quarante procès ont eu lieu dans ces affaires. Nous continuons à traduire ces gens en justice.

Les dirigeants rwandais mis en examen dans l'enquête sur l'attentat de 1994 espéraient bénéficier d'un non-lieu. Comment interprétez-vous la poursuite de l'enquête ?

Pour tout magistrat instructeur sur le point de clôturer un dossier, il est toujours prudent d'entendre un nouveau témoignage. De toute façon, rien ne changera la vérité. Tous ceux qui ont suivi cette affaire ont confiance dans ces juges.

It is Britain to blame about this problem in Rwanda that has resulted in apartheid and discrimination of people who were using the French language before Kagame took power. 

Britain supported Kagame's war that resulted in the massacres of millions of Rwandan people and many other thousands of   them are refugees in UK, Africa and elsewhere. Britain supported this war and massacres as a strategic policy to extend the use of English language in Rwanda by replacing the French language by English Language.  additional, Tony Blair has provided political and financial support to Rwanda and Kagame. All British NGOs have worked using massive grants provided to them by the UK Government.

Kagame is paying back the support that he received from Britain.

Britain has been providing massive aid to buy the use of English in Rwanda. Rwanda has receiving more aid from Britain than any other country such as Malawi and other African poorer countries. Kagame is known to be  a dictator who rules Rwanda with human rights abuses, assassinations, oppression and suppression of political rights, the media and freedom of speech. Kagame is even planning to modify the constitution in order to maintain himself on power indefinitely.  The Prime Minister David Cameron and all UK political parties have remained silence about Kagame's regime and its abuses in order to maintain the UK'as English Language and economic interests in Rwanda.

Comfirmation of Case Filing with the Supreme Court

The Democratic Green Party of Rwanda has today, the 8th of December 2014, filed a lawsuit to the Supreme Court, regarding the non-respect of French language, as stipulated in Article 5 of the Rwandan Constitution.

Article five of the constitution stipulates that Rwanda uses three official languages: Kinyarwanda, French and English, however, many Government institutions such as the National Bank of Rwanda, Rwanda Revenue Authority, National ID Project and many others, have opted to either use English alone or with Kinyarwanda, and deliberately left out French, yet, majority of Rwandans use French Language.

DGPR finds this behaviour a hindrance to the national unity and reconciliation process, since it leaves many people unhappy and unable to achieve their legal rights as stipulated in Article 16 of the Rwandan Constitution, which states that:   'All human beings are equal before the law. They shall enjoy, without any discrimination, equal protection of the Law'.

The Democratic Green Party of Rwanda believes that Rwanda's Supreme Court, which also constitutes itself into the Constitutional Court, will take a serious consideration of this law-suit and take a decision which will protect the Rwandan Constitution.

The Democratic Green Party of Rwanda was officially launched on 14th August 2009 as an opposition party. It got official registration on 9th August 2013 and accepted as a member of the National Consultative Forum of Political Organisations in Rwanda on 3rd April 2014.

DGPR's Status were published in the official gazette of the Republic of Rwanda on 4th August 2014.
