KINSHASA (Reuters) - Democratic Republic of Congo's second-largest opposition party, the Movement for the Liberation of Congo (MLC), expelled its leader and two other senior officials on Monday, a day after they agreed to join a new national unity government.

MLC Secretary-General Thomas Luhaka was named as one of three vice-prime ministers in the new government, while parliamentarians Germain Kambinga and Omer Egwake were awarded ministerial posts.

In a statement announcing their expulsion, the MLC criticised the three men for "behaviour manifestly contrary to the political line adopted by the party".

The statement was signed by three of the MLC's four deputy secretaries-general in the name of its president, Jean-Pierre Bemba, a former rebel leader who unsuccessfully ran against Joseph Kabila in the 2006 presidential election.  

Bemba, a former vice-president in an interim government that followed a 1998-2003 war in Congo, is detained in The Hague awaiting a verdict on charges of crimes against humanity over his alleged role in a conflict in neighbouring Central African Republic.  

The participation of MLC members in Kabila's long-delayed national unity government was widely expected after the party participated in talks that led to the promise of a shake up of the cabinet in October 2013.

The new cabinet, which includes several members of moderate opposition groups alongside trusted loyalists, has been greeted by analysts as an effort by Kabila to shore up his position ahead of a possible constitutional showdown in Africa's largest copper producer.

Kabila's opponents accuse him of seeking to hold onto power in the mineral-rich central African state beyond the end of his two-term mandate in 2016. Kabila has refused to comment on these allegations, while his spokesman has rejected them.

Ibi bizongera ku byo abanyarwanda binubira ko akazi kataboneka kandi n’akabonetse mu Rwanda kagafatwa n’abanyamahanga. Abo binuba ubutegetsi bwa Kagame bwababwiye ko kubera politike ya East Africa yo guteza imbere urujya n’uruza rw’abantu muri East Africa, ubushomeri mu Rwanda ntacyo butwaye, ko akazi gashobora gufatwa n’ubonetse wese muri East Africa.

 

Njye  ngasanga ko icyo gisobanura kidahwitse kubera ko umuntu yireba ku giti cye kandi ntawe ukorera undi akazi ngo bagabane umushahara.  Umunyamahanga akorera amafaranga akayohereza iwabo, ntawe munyarwanda ayasangira nawe kuko nta bavandimwe aba afite mu Rwanda. It is Britain to blame about this problem in Rwanda that has resulted in apartheid and discrimination of people who were using the French language before Kagame took power. 

Britain supported Kagame's war that resulted in the massacres of millions of Rwandan people and many other thousands of   them are refugees in UK, Africa and elsewhere. Britain supported this war and massacres as a strategic policy to extend the use of English language in Rwanda by replacing the French language by English Language.  additional, Tony Blair has provided political and financial support to Rwanda and Kagame. All British NGOs have worked using massive grants provided to them by the UK Government.

Kagame is paying back the support that he received from Britain.

Britain has been providing massive aid to buy the use of English in Rwanda. Rwanda has receiving more aid from Britain than any other country such as Malawi and other African poorer countries. Kagame is known to be  a dictator who rules Rwanda with human rights abuses, assassinations, oppression and suppression of political rights, the media and freedom of speech. Kagame is even planning to modify the constitution in order to maintain himself on power indefinitely.  The Prime Minister David Cameron and all UK political parties have remained silence about Kagame's regime and its abuses in order to maintain the UK'as English Language and economic interests in Rwanda.

The Democratic Green Party of Rwanda has today, the 8th of December 2014, filed a lawsuit to the Supreme Court, regarding the non-respect of French language, as stipulated in Article 5 of the Rwandan Constitution.
Article five of the constitution stipulates that Rwanda uses three official languages: Kinyarwanda, French and English, however, many Government institutions such as the National Bank of Rwanda, Rwanda Revenue Authority, National ID Project and many others, have opted to either use English alone or with Kinyarwanda, and deliberately left out French, yet, majority of Rwandans use French Language.
DGPR finds this behaviour a hindrance to the national unity and reconciliation process, since it leaves many people unhappy and unable to achieve their legal rights as stipulated in Article 16 of the Rwandan Constitution, which states that:   'All human beings are equal before the law. They shall enjoy, without any discrimination, equal protection of the Law'.
The Democratic Green Party of Rwanda believes that Rwanda's Supreme Court, which also constitutes itself into the Constitutional Court, will take a serious consideration of this law-suit and take a decision which will protect the Rwandan Constitution.
The Democratic Green Party of Rwanda was officially launched on 14th August 2009 as an opposition party. It got official registration on 9th August 2013 and accepted as a member of the National Consultative Forum of Political Organisations in Rwanda on 3rd April 2014.
DGPR's Status were published in the official gazette of the Republic of Rwanda on 4th August 2014.

This is just the beginning.  More problems will come soon or later in relation the  current discrimination and apartheid practices sponsored by the British Government and NGOs  against the French speaking Rwandan people on the basis the usage of English language.
 
The high unemployment in Rwanda  which is never discussed by the dictatorial regime of Kagame is the result of Rwanda switching from  French to English. Most  existing jobs  are automatically taken by the minority Tutsi and migrant  Ugandan people ( who speak English)  while the vast majority of Rwandan population( 90% )  remain unemployed or are involved in substance agriculture in a small country that is overpopulated.

Most UK foreign has used to finance Kagame himself, his elite minority tutsi and the constructions of hotels in the Rwandan capital to show the country's superficial development of Rwanda while poverty  is increasing in rural areas. However, this way of development is appreciated by the white people who have been praising Kagame for economic successes. Having good hotels in the capital is what they need for a better sleep before they visit the gorilla mountains without visiting the rural people living in abject poverty.

A Rwandan opposition party has filed a lawsuit with the central African nation's Supreme Court accusing the government of deliberately sidelining the French language in violation of the constitution.
The Democratic Green Party of Rwanda (DGPR) argued that French should hold equal status to Kinyarwanda and English, and that increased marginalisation of the language was "a hindrance to the national unity and reconciliation process" in Rwanda.
The former Belgian colony has been shifting away from the use of French since the 1994 genocide, after which the Rwandan Patriotic Front of Paul Kagame -- now president -- took power along with his rebels who were trained in English-speaking Uganda.
President Kagame, an English speaker who has steered the country into Commonwealth membership, accuses France of complicity in the genocide because of its support of the Hutu nationalist government that carried out the killings of at least 800,000 people, mainly ethnic Tutsis.
However the DGPR, in a statement released late Monday, said "Article five of the constitution stipulates that Rwanda uses three official languages: Kinyarwanda, French and English."
"Many government institutions such as the National Bank of Rwanda, Rwanda Revenue Authority, National ID Project and many others have opted to either use English alone or with Kinyarwanda, and deliberately left out French," the party said, arguing this isolates a large section of the country's population.
Despite the increasing dominance of English -- which brings Rwanda closer to many east African partners and is seen as an aid to drawing foreign investment -- many Rwandans remain attached to French and are struggling with the change.
