OTTAWA (Reuters) - A Canadian cabinet minister took the unusual step on Tuesday of citing the Holocaust as a reason Parliament should approve a tough new security bill, a sign of the increasingly bitter debate over the proposed law.

Public Safety Minister Steven Blaney spoke a day after Justin Trudeau, leader of the opposition Liberals, also cited the Holocaust era in a condemnation of the Conservative government's immigration policies toward Muslims. 

The draft security legislation would clamp down on hate speech and give spies new powers to disrupt attacks. Critics say the bill is too sweeping.

Blaney, pressed by a parliamentary committee about the hate speech clause, said the Holocaust had begun with words. Opposition legislator Randall Garrison asked Blaney to withdraw the remarks.

"I would assert that there is no equivalence to anything we're talking about here today to the Holocaust and at best the reference seems to trivialize the Holocaust," said Garrison, a member of the New Democrats. 

Blaney refused.

"Violence begins with words. Hate begins with words. I can talk about the Rwanda genocide, which began on the radio," he said.

"I will tell you again - the Holocaust did not start in the gas chambers, it started with words, and that's the reason why it is important to respect Canadians' rights of freedom, but not to tolerate incitement to violence," he said.

The Conservatives, facing a tough battle to retain power in October's election, are taking a hard line on security and the threat of "jihadist terrorism" amid polls suggesting that stance is popular.

Asked later whether he felt there was a risk of a Holocaust in Canada if the bill failed, Blaney replied "Absolutely not".

The main electoral threat to the Conservatives comes from the Liberals. Trudeau accused the government on Monday of playing the politics of fear and demonizing Muslims.

"We should all shudder to hear the same rhetoric that led to a 'none is too many' immigration policy toward Jews in the 1930s and 1940s, being used to raise fears against Muslims today," he said.

Trudeau said the Conservative approach to security and Muslims resembled Canadian treatment of the ship St Louis in 1939. The St Louis was filled Jewish refugees fleeing Nazi Germany. The refugees were denied entry to Canada and the ship was forced to return to Europe. 

Asked about Trudeau's remarks, Blaney replied: "This bill is aimed at protecting all Canadians and all communities".

Open letter from European Union Heads of Mission in Rwanda on the occasion of Human Rights Day 

The theme of this year's Human Rights Day is "Human Rights 365", reminding us that every day is Human Rights Day and that each person, everywhere, is at every moment entitled to the full range of human rights. Respect for human rights is one of the European Union's core values, embedded in the founding treaty, and we continue to ensure that these principles are upheld in all our actions.

We work with the people and the Government of Rwanda to promote human rights, democracy and good governance. We support the ambition of the Government's Economic Development and Poverty Reduction Strategy with its goal of accelerating progress to middle income status to provide better quality of life for all Rwandans. We especially welcome the emphasis placed on respect for rule of law, gender, family and children's rights as crosscutting issues in the strategy.

As we continue to support Rwanda's ambitious development and growth targets, we encourage the development of a vibrant and vocal civil society. In its conclusions of 22 July 2014, the EU Foreign Affairs Council welcomed the progress made by Rwanda on structural reforms, but noted with concern the constraints faced by political parties and civil society. The EU encouraged Rwanda to further open up the political space and to allow greater freedom of expression in order to facilitate fuller democratic participation.

The Government demonstrated openness to discuss difficult topics by inviting the UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly Maina Kiai to Rwanda. While commending Rwanda for its progress over the last 20 years, the Special Rapporteur stressed the importance of building upon that foundation by developing a true multiparty democracy and allowing space for peaceful dissent. The Special Rapporteur made recommendations addressed to the Government, civil society and the international community. We are committed to implementing the recommendations addressed to us and encourage Rwanda to do the same.

We urge the Government to continue working towards the universal implementation of human rights. The legitimate fight against terrorism and other security considerations should not be used to restrict the right to express dissent or criticism. That includes journalists, civil society and those advocating for greater political freedoms.

"Human Rights 365" emphasises the universal rights and fundamental freedoms as expressed in the Universal Declaration of Human Rights. It was adopted by representatives of all regions and cultures, demonstrating that human rights apply to all human beings without discrimination. The EU is committed to advancing the cause of human rights globally, and we look forward to continue working with the Government and people of Rwanda to realise this commitment.

PARIS, March 10, 2015 /PRNewswire-USNewswire/ -- President Paul Kagame is expected in Paris, France on Thursday where he will attend a closed door Broadband Commission meeting.

The Broadband Commission, UN Secretary-General Ban Ki-Moon's baby project to drive the Millennium Development Goal for Digital Development, is co-chaired by Kagame and Mexican tycoon Carlos Slim.

During the meet in Paris, organized by International Telecommunications Union (ITU) and UNESCO; policy makers, industry leaders and government representatives, will discuss affordable and universal access to broadband.

UNESCO says it's important to build inclusive knowledge societies putting mankind's concerns, interests and needs at the center of the debate.

Rwanda is heavily investing in infrastructure and policies that intend to transform the society into a knowledge based economy.

This, the government says, will require citizens to have access to accurate and real time information, all of which are provided by ICT tools such as broadband connectivity.

In November 2014, Rwanda launched the fourth Generation Long-Term Evolution (4G-LTE), high speed internet that supports over five times data capacity of up to 100Mbps speeds.

Rwanda says with the launch of 4GLTE, it projects to increase ICT's contribution to GDP by 4% this year, up from 3% last year. ICT also facilitates other sectors including banking, tourism, and hospitality.

Patrick Nyirishema the Director General of Rwanda's Utilities Regulatory Authority (RURA) says, "Whatever benefits citizens were receiving due to ICT development in the country, will now increase in terms of speed and efficiency."

With 3,000 kilometres of fibre optic cable connecting more than 317 institutions in all 30 districts, the country intends to increase internet usage to 95% by 2017 from the current 25%, boosting Rwanda's GDP by 13%.

Rwanda's mobile penetration, provided by MTN, Tigo, Airtel, is estimated to be over 71.6%.

Supported by Broadband Systems Corporation, New Artel, Altech Stream and Rwandatel, the telecom companies are under pressure to roll out connectivity as the country experiences a growing demand in e-commerce and e-services, and mobile technologies.

President Kagame is pushing for a global deeper financial inclusion, innovation, ensuring food security, job creation for the youth as well as empowerment for women.

In October 2014, he told the ITU Plenipotentiary Meeting in Busan, S. Korea that this is because, "the world is heading into a future where ICTs fuel economic growth."

Rimwe mu mahame ishyaka PRM/MRP-ABASANGIZI rigenderaho nk'uko yatangajwe mu nyandiko y'ahamame-remezo yaryo taliki ya 10/3/2013, twemera kandi duhamya ko abaturage, abenegihugu , abantu, ari bwo bukungu bwa mbere bw'igihugu icyo ari cyo cyose kuko zahabu na peteroli na diyama na coltan nta gaciro byagira abantu batariho ngo babikenere. Niyo mpamvu ishyaka ryacu ryiyemeje kurwanya leta ya FPR Inkotanyi ikoresha kwica abantu nk'imwe mu ntwaro yayo ya politiki bikaba na bumwe buryo bwayo bwo kuyobora igihugu. Kurenganya, kubuza uburyo no kwica abatavuga rumwe na FPR, baba abagabo, baba abari n'abategarugoli, ni yo gahunda ya politiki ya FPR nk'uko Perezida Kagame ubwe yayitangaje I Nyabihu umwaka ushize avuga ko uzajya akekwaho kurwanya politiki ye na FPR bazajya bamurasa ku manywa y'ihangu nk'uko bari bamaze kurasa Gitifu Nsengiyumva Alfred wo mu Ruhengeli na Eric Hashakimana mu cyahoze ari komini Bicumbi  bababeshyera ngo birukanse batoroka polisi kandi bari baziritse amaboko!

Leta ya FPR Inkotanyi ibeshya amahanga ngo yateje imbere abari n'abategarugori mu Rwanda kandi ataribyo, ahubwo yarabatindahaje ibicira abagabo, ibagira abapfakazi n'imfubyi imburagihe nka kuriya imaze kugira umugore n'abana ba Dr. Gasakure Emmanuel, nka kuriya imaze kugira umugore wa Rwigara Assinapol n'abana be, nka kuriya yagize abashakanye n'abana ba bariya yishe ikabajugunya mu Kagera no mu kiyaga cya Rweru, nka kuriya yagize Lea na Portia Karegeya, nkuko yagize umugore wa Gitifu Nsengiyumva Alfred wo mu Ruhengeli n'abana be, nk'uko yagize Madamu  wa Charles Ingabire wari umunyamakuru i Kampala n'abana be, nk'uko yagize Madamu Cyiza Agusitini n'abana be, nk'uko yagize Madamu Seth Sendashonga n'abana be, nk'uko yagize Madamu Rwisekera n'abana be,  n'abandi bategarugori n'abari biciwe abagabo babo na ba se, bishwe na FPR Inkotanyi hirya no hino mu gihugu no hanze yacyo nko muri Zaire-Congo, muri Afurika y'Epfo, muri Kenya, mu gihugu cya Centrafrique n'ahandi henshi. Kubera ko leta ya FPR Inkoyanyi  yubakiye kw'ivangurabwoko, ikinyoma, igitugu, urugomo, n'akarengane,  ica hano ikabeshya ngo yateje imbere abari n'abategarugori ubundi igaca hirya ikajugunya bamwe muri bo muri gereza ibaziza ibitekerezo byabo. Urugero ni  nk'abanyamakuru Agnes Uwimana Mukankusi na Saidati Mukakibibi  b'ikinyamakuru UMURABYO bafunzwe imyaka myinshi barengana, nka Victoire Ingabire Umuhoza  Perezida w'ishyaka FDU-INKINGI n'abandi bari n'abategarugori bahimbiwe ibyaha baborera mu magereza y'u Rwanda. Hari n'abandi bari n'abategarugoli bazwi n'abatazwi bishwe na leta ya FPR na n'ubu bakicwa, nk'umwe wicururizaga utuntu agendana mu ntoki mu 2014 wishwe n'inkoni za polisi y'u Rwanda mu Muhima yari anatwite, azira ijambo rimwe gusa ry'uko yari avuze ati "ariko ubu muzaturenganya  kugeza ryari koko!".

Irondabwoko rya leta ya FPR ryageze no mu marushanwa ya Miss(nyampinga) Rwanda 2015 aho uwo nyampinga yaba ari umuhutukazi (kuri se) bigatuma minisitiri w'umuco na siporo akurwa kuri uwo murimo we na Diregiteri ushinzwe umuco muri iyo minisiteri. Miss Rwanda se ko ari Miss Rwanda nyine ni Miss Tutsi cyangwa Miss Hutu! Biriya bimaze kuba biragaragaza ko kuri leta ya FPR Miss Rwanda bivuga Miss Tutsi, ko agomba kuba umututsikazi; ibi bikaba ari ivangurabwoko ndetse n'itotezabwoko bigamije kwigizayo, guheeza no gukumiira abahutukazi n'abahutsikazi n'abatwakazi kugirango boye kujya muri ayo marushanwa no kuba bayatsinda. Ibi se ni ko guteza imbere abari n'abategarugori b'u Rwanda leta ya FPR ihora iririmba ibeshya abanyarwnda n'amahanga!

Ese leta ya FPR Inkotanyi yabeshya ite abanyarwanda n'amahanga ko iteza imbere abategarugori mu myanya y'ubutegetsi nko mu nteko ishinga amategeko  na sena na guverinoma  kandi abo bategarugori baba batatowe n'abaturage ahubwo baba bashyizweho n'abayobozi bakuru ba FPR ibategeka  kuvuga no gukora ibyo  ishaka, badashobora kuba bavuganira abari n'abategrugori bagenzi babo barengana hirya no hino mu gihugu. Urugero hari ibinyamakuru byinshi mu mwaka wa 2012 na 2013 byatabarije abanyarwandakazi bo mu bwoko bw'abahutu bakora akazi k'uburaya mu Rwanda, cyane cyane mu mugi wa Kigali, bishwe n'inzego z'umutekano za leta ya FPR Inkotanyi ariko bariya badamu benshi mu mubare mu nteko ishinga amategeko ntibagire icyo babivugaho ngo ubwo bwicanyi buhagarare n'ababukora bashyikirizwe ubucamanza babihanirwe. Madamu Gloria Kayitesi agashimangira avuga ko azi neza nk'umuntu nawe ubwe wigeze gukora muri Minisiteri y'Ingabo ko hari n'abandi banyarwanda benshi  cyane mbere y'umugabo we  barenganye nka kuriya  arengana  kandi na nubu bakaba bakiri muri ako karengane, bafunzwe kubera ibyaha bahimbiwe batigeze bakora, abagore n'abana babo n'imiryango yabo bakaba barambuwe batyo abakabagiriye akamaro.  Ko rero atari urw'umwe!

Kuri ibyo hiyongeraho ko leta ya Kagame  na FPR ye bafite mu mikorere yabo gahunda yo gukenesha abaturage babasenyera amazu nka kuriya baherutse gusenya inzu y' umutegarugori w'i Bumbogo mu karere ka Gasabo, kubambura amasambu yabo, kubategeka guhinga ibitera mu turima basigaranye ibyo bikaba byaratumye imbuto zabaramiraga zaracitse mu gihugu, kubatemera intoki, kubatangisha imisoro y'urudaca no kubaka ruswa za buri gihe, uduke bejeje kubategeka aho bajya kutugurisha n'uwo batugura nawe kandi akaba ari na we ushyiraho ibiciro yishakiye, n'ibindi byinshi bigamije gukenesha nkana abaturage. Ibi ni byo byateye ubukene bukabije mu gihugu hose bigatuma hirya no hino mu Rwanda ubu hari abagore, abana n'abagabo barwaye amavunja, barwaye inda mu mutwe, barwaye bwaki, barwaye "shishikara ushime", bafite inda mu myenda, bafite ibibwa n'ibiheri mu buriri aho baryama, n'ubundi butindi nyakujya bubamereye nabi. Bategarugori  na mwe bari b'u Rwanda, urwinyegamburiro rwanyu ruri mu mashyaka yigenga nk'iri ryacu PRM/MRP-ABASANGIZI atavuga rumwe na FPR Inkotanyi. Nimwe ba nyampinga mukaba naba gahuzamiryango,  bityo akaba ari mwe Rwanda rw'ejo kuko ari mwe mizero yarwo,  kuko ari mwe mujya ku nda mukarubyarira abana mukabarera. Dushimishijwe no kubashishikariza kugana ishyaka PRM/MRP-ABASANGIZI ryubakiye ku ngengabitekerezo ya politiki y'ubworoherane hagati y'amoko n'uturere by'u Rwanda, ingengabitekerezo yo kubaka u Rwanda rw'Abanyarwnda bose no gusangira ubutegetsi ntawe uhejwe, ntawe ugaragiye undi, ntawe uherekeje undi, ntawaje kuvumba iwabo. Turashaka ko u Rwanda ruba mugongo mugari uheka abana barwo bose nta n'umwe ushyizwe ku ruhande, abanyarwnda bose bakagira uburenganzira bureshya/bungana mu gihugu cyabo. Politiki  nziza nk'iyi,  nimuyigana mukayikomeza mukayiha imbaraga igashinga imizi mu Rwanda no mu mitima y'abanyarwanda,  ni yo izatuma mutongera kuba abapfakazi n'imfubyi imburagihe, ni yo izatuma dukuraho leta ya FPR abacuruzi bayo ntibazongere kujya kubacuruza mu buraya no mu bucakara mu mahanga.

                Twese hamwe dufatanije na mwe abari n'abategarugoli, iriya FPR ihora ibicira abagabo, iriya FPR ihora ibicira ababyeyi banyu b'abagabo n'ab'abagore, na basaza banyu, iriya FPR yabamajije ubukene, iriya FPR ibatwara kubacuruza mu buraya n'ubwomanzi mu bindi bihugu, tuzayikuraho tuyisimbuze leta nshya irengera ubuzima n'inyungu bya buri munyarwanda uwo ari we wese, yaba umugore yaba umukobwa, yaba umugabo yaba umusore, yaba umuhutu, yaba umututsi cyangwa umutwa.
