Controversial Rwandan Tycoon Rujugiro to Launch $20m Tobbaco Project in Northern Uganda

One of Rwanda's wealthiest men, Tribert Rujugiro Ayabatwa, is set to launch a $20m tobacco development investment in Arua, Northern Uganda.

This was revealed in a statement issued by Rujugiro, founder of the PanAfrican Tobacco Group, on Tuesday morning.

The official opening of Meridian Tobacco Company (MTC) factory, together with its farmer development program, and food crop and forestry improvement, is scheduled for May 2017.

The project comprising the USD8 million factory, USD10 million, leaf-grower program, and USD2 million food crops and forestry development, have been operational since 2015/2016.

Rujugiro, a Rwandan national exiled in South Africa, said the MTC factory directly employs 352 workers and empowers 15,000 small farmers that supply the facility.

An additional 1,600 workers and small businesses such as transporters expand the workforce seasonally.

Reflecting on the investment climate in Uganda, Ayabatwa stated: "My relationship with Uganda goes back two decades. Our partnership with the authorities and people of Uganda has always been excellent."

He added: "This investment in northern Uganda is further strengthening our collaborative efforts with communities and government to improve lives. Together we are creating greater employment opportunities, improving agricultural practices, enhancing food security, supporting small businesses, and taking care of the environment."

The Rwandan government recently took over Rujugiro's Union Trade Centre shopping mall in the heart of Kigali city.

The property was valued at $20 million.

Government said then that UTC has since been declared an abandoned asset and, according to the law, proceeds from such assets must go to the state.

Efforts to challenge the takeover through the East African Court of Justice did not bear fruit.

The court stated among other things that the tycoon "had not established a violation of the Treaty that is attributable to the Respondent (Government of the Republic of Rwanda)" and therefore declined to grant the declarations sought.

Rujugiro was a strong ally and economic adviser of President Kagame during the RPF struggle and its aftermath.

The tycoon would later fall out with the establishment before fleeing to South Africa.

The state has since linked Rujugiro to dissident Rwanda army officers exiled in South Africa especially Gen Kayumba Nyamwasa and departed ex Intelligence chief, Col Patrick Karegeya.

In 2011, Rwanda National Police seized eight heavy trucks belonging to Congo Tobacco Company (CTC) in which Rujugiro is a major shareholder. The company is based in the eastern Democratic Republic of Congo (DRC).

Then police spokesperson ACP Theos Badege said the force acted on intelligence showing the trucks were supporting what he described as 'terror activities' spearheaded by Nyamwasa and Karegeya.

Rujugiro has since denied the accusations, saying he is a victim of a political witch-hunt.

Tobacco business

Meanwhile, commenting on the Northern Uganda investment, Rujugiro said his company in 2016 trained farmers and community leaders in good agricultural practices in crops other than tobacco to enhance food security.

"We trained some 350 farmer/leaders on improving yields of over 15 different crops. Equally important is our reforestation effort. In 2016, we distributed 1.5 million of tree seedlings to communities thus supporting preservation and expansion of indigenous forest reserves. We are very pleased with our partnership and outcomes," he observed.

PTG's senior adviser, David Himbara, said a good corporate citizen is never about profit only but also social responsibility.

"MTC is a good example of this mindset. Based on the average Ugandan family of 5, MTC's workforce and farmers totaling 15,352 are supporting 76,760 people. Over 1,600 additional seasonal workers and small businesses such as transporters increase the number considerably," he added.

Himbara, who also broke ties with the RPF government and lives in exile, said, MTC is also one the largest taxpayers in northern Uganda.

    Rwanda abandoning $35 million jatropha biodiesel project after four years

    In Rwanda, after four years of unsuccessful attempts to get it off the ground, the government is abandoning its $35 million biodiesel project

    Poor science behind the feasibility studies that expected jatropha to be a key feedstock but later was determined to not be viable in the country's climate is blamed for the project's failure. 

    The government has tried to auction off equipment such as a biodiesel-fueled bus but no buyers have been found. Potential use of the facility as an R&D site have also been floated but not yet decided upon.

    Thanks Theo for sharing such an interesting the document on Rwanda's biofuels.

    It is revolting to hear that the conclusions from such a 2011 comprehensive scientific study titled " The potential of sustainable liquid biofuel production in Rwanda: A study on the agricultural, technical and economic conditions and food security" have landed on a deaf ear for more than 5 years during which taxpayers money continued to be squandered by the Rwandan government at an overwhelming pace while extreme poverty and famine continue to aflict most of the Rwandan people.

    Here are some excerpts of such conclusions:

    The agricultural system analysis showed that despite current efforts by the Rwandan Government to improve agricultural production, current farming systems would not be profitable for the cultivation of plants such as castor, jatropha, moringa or sunflowers as the potential feedstock for biofuel production. Only bioethanol production from cassava and sugarcane, or the use of eucalyptus plantations for woodfuel would be profitable at present. Eucalyptus is actually the only profitable crop for use on marginal land. Moringa and jatropha would be profitable in intensified cropping systems, while castor would remain unprofitable. However, Rwanda still has to go a long way to achieve agricultural intensification. The adoption and application of modern production techniques needs to be accompanied by social and economic measures. The effective participation of farmers, especially in the current processes of crop regionalisation and land use consolidation, remains an indispensable condition for the social and economic sustainability of agricultural development. Considering that the area under cultivation for food crops was only 0.08 ha per capita in 2008, it is difficult to find available land for new cropping systems. Integrated farming systems could be an option for Rwanda to produce biofuel crops without using any additional agricultural land. Energy crops such as jatropha, castor and moringa can be produced without compromising food production. Indeed, they could even help to protect soil against erosion and crops against damage caused by animals.

    The GAPP and GIS based potentials analysis revealed that no surplus land is available for energy crop cultivation at the moment, and that this is likely to remain the case in the future. This is due to the increasing food consumption and population growth, and the limited potential to extend the agricultural area. Increased productivity could help to meet the future food demand. Assuming that at least moderate increases in productivity (one per cent annually) are realised, the demand for additional areas to cultivate staple crops would fall slightly, but still remain high.

    There could be potential to produce 25,000 t p.a. of vegetable oil from integrated systems for biofuel production. However, accessing this potential is uncertain. The potential on marginal land is currently not quantifiable, but assuming that three per cent of the existing agricultural land is classified as marginal, the potential is low. The possible yield (c. 6,000 t p.a.) is low and the accessibility doubtful.

    This study therefore concludes that the cultivation of energy crops in plantations on marginal land is not an option for Rwanda. For jatropha cultivated in integrated systems or grown on marginal land, the potential can only be tapped if the following key questions are answered:

    -Is jatropha accepted as a crop?
    -What is the yield of jatropha if cultivated on marginal land?
    -Are there definitely no uses that compete with jatropha cultivation?

    was a dream project cementing Kagame-Blair partnership and
    personal friendship. The deal was signed in Kigali in
    November 2009 – with former British Prime Minister Tony
    Blair personally witnessing the event. And it was, at the
    the time, the biggest investment in Rwanda ever – US$250
    million – to enable Rwanda to produce 20 million litres of
    biofuel annually from jatropha plants. And two companies –
    the UK-based Eco Positive Ltd and Eco-fuel Global LLC from
    the United States – would make this happen. Blair had
    brought his friend Kagame a game-changing investment.
    Kagame and Blair were very happy. Why not? This
    project aimed to achieve no less than six objectives:
    Increased fuel security and reduced oil
    imports;
    Food security through production of
    fertilizer as a by-product of the biofuel and increased
    agricultural yields through intercropping;
    Direct employment of 6,500 jobs;
    Promote a more environmentally-friendly
    transport;
    Use marginal and unproductive
    10,000 hectares not suitable for agriculture to grow
    jatropha;
    Turn Rwanda into the regional
    powerhouse for biofuels.
    This is how the
    project was announced on November 23, 2009:
    "Eco-Fuel Global this week entered a
    groundbreaking agreement with the Government of Rwanda
    estimated to be worth in excess of $250m; to produce
    bio-fuels from Jatropha Curcas…The signing ceremony held
    at the Rwanda Development Board (RDB) head office was
    witnessed by the former British Prime Minister Rt. Hon. Tony
    Blair, whose office supports this project."
    Nicknamed Kagame's cheerleader-in-chief,
    Blair became the champion of the US$250 million deal. Kagame
    readily threw his fellow Rwandans under the bus – he
    provided 10,000 hectares in a country where the population
    density (people per sq. km of land area) is 471. That is how
    Eco Positive (Rwanda) Ltd was born.

    So what became of this mega US$250 million
    investment? Where is Eco Positive Rwanda now, and where is
    its biofuels? How much has the biofuel reduced oil imports
    in Rwanda? And where are the 6,500 jobs?
    Fast-forward to June 23, 2014 – this is the
    date when the directors of Eco Positive Rwanda filed for
    bankruptcy in the U.K. as shown in "Striking off
    application by a company" attached here.

    The company was dissolved
    later in the year on October 28, 2014 as indicated by the
    company registrar in the U.K.

    We can't know for sure what happened between
    2009 and 2014 when Eco Positive Rwanda collapsed. Rwanda
    parliament is dead and therefore cannot hold Kagame
    accountable. In this unpredictable environment, many
    investors go to Rwanda believing that it is a good place to
    invest. They get a nasty shock – some mysteriously lose
    their businesses. Others are illegally seized. For greater
    detail about the real investment climate in Rwanda see my
    book, Kagame's Economic Mirage.
    Somewhere
    along the way, the whole thing fell apart. The Eco Positive
    left, and Rwanda went on its own. The then Scientific and
    Technological Research Institute (later changed to National
    Industrial Research and Development Agency), continued with
    the biofuel idea. Its own pilot plant for biofuel mass
    production soon led to a diesel station project and a bus
    run on clean energy – all of which came to a dead end.
    The East African has recently brought us to
    date, even though its account avoids talking about the
    US$250 million Blair-Kagame phantom investment. The
    newspaper restricts itself to the National Industrial
    Research and Development Agency's biofuel pilot plant as
    follows:
    "Taxpayers are losing unknown
    amounts of money in non-operational industrial equipment of
    the biodiesel production project whose fate still hangs in
    the balance four years later. More than $35 million was
    initially invested in setting up the pilot plant for biofuel
