Africa sees violent, deadly start to 2014; Thousands killed, children beheaded

NAIROBI, Kenya – The death tolls are huge and the individual incidents
gruesome. One estimate says nearly 10,000 people have been killed in
South Sudan in a month of warfare, while in neighbouring Central
African Republic combatants in Muslim-vs.-Christian battles have
beheaded children.

Sub-Saharan Africa has seen a very violent start to 2014, with raging
conflicts in South Sudan and Central African Republic, as well as
continued violence in Congo, and attacks in Somalia and Kenya.

Compared to decades past, Africa and its people are suffering from
fewer conflicts today, but several recent outbreaks of violence are
cause for concern, said J. Peter Pham, director of the
Washington-based think-tank Africa Center at the Atlantic Council. The
conflicts also lack strong international peacekeeping, he said.

"Peacekeeping in Africa, whether under the formal auspices of the
United Nations or those of the African Union, suffers today from the
same two limitations which they have been burdened with since the very
first U.N. peacekeeping mission, the 1960-1964 operation in the Congo
(ONUC), namely lack of political will resulting in a weak mandate and
lack of adequate forces," he wrote by email.

The conflict that broke out in South Sudan on Dec. 15 saw violence
radiate across the country as ethnic groups targeted each other.
Shortly afterward Uganda dispatched troops and military equipment to
aid South Sudan's central government from breakaway units of that
country's military.

Casie Copeland, South Sudan analyst for the International Crisis
Group, said violence in Africa tends to involve other countries and
noted a "long history of regional involvement in African conflicts."

The U.N. Security Council on Friday, however, "strongly discouraged
external intervention that would exacerbate the military and political
tensions." The U.N. has said more than 1,000 people have died in the
South Sudan conflict. But Copeland, after speaking to U.N. workers,
aid actors, government officials and combatants, estimates nearly
10,000 have died.

Civilians in the Central African Republic — a country where violence
pits Muslims against Christians — have suffered terribly since armed
rebels overthrew the president in March 2013. The mostly Muslim
fighters were blamed for scores of atrocities after taking power, and
inter-communal violence exploded last month leaving more than 1,000
dead in a matter of days.

The U.N. children's agency UNICEF says that two children have been
beheaded, and that "unprecedented levels of violence" are being
carried out on children. An estimated 935,000 people have been
uprooted throughout the country. Thousands of French troops and
regional African peacekeepers are trying to temper the mob violence.

The country's president, Michel Djotodia, the rebel leader who seized
control of the country, agreed to resign Friday along with his prime
minister. The resignations could create an even greater power vacuum
in a land with a history of coups and dictatorship. Djotodia had
solidified his power with the help of mercenary fighters from Chad and
Sudan.

John Prendergast, co-founder of the D.C.-based activist group the
Enough Project, told a panel this past week at the Brookings
Institution discussing Africa's greatest challenges in 2014 that
international and regional conflict management systems must stop
addressing conflicts in isolation, but rather deal with them as
integrated conflict systems.

That includes adopting comprehensive peace processes and understanding
long-term drivers of conflict in negotiations, he said.

Al-Qaida-linked militants in Somalia, long one of the continent's most
violent countries, detonated two car bombs on New Year's Day, killing
at least a half dozen people. Neighboring Kenya, which has forces in
Somalia, was hit with a grenade attack the next day on a coastal bar
and nightclub, wounding 10 people. Kenya on Friday announced a
military operation in Somalia it said killed 30 militants.

Kenya has troops in Somalia, as does Uganda. But Pham argues that the
continent's conflicts are not receiving enough international
peacekeepers. He notes that the U.N. Security Council, before the
recent South Sudan violence, had been asking if peacekeeping numbers
there could be reduced.

Since the outbreak of violence in South Sudan, the Security Council
reversed course and increased troop numbers from 7,000 to 12,500.

"Not only is there a dearth of political will and the lack of an
adequate mandate, for all the talk of 'African solutions to African
problems,' the fact remains that there are inadequate investments of
the right kind in the security sector in Africa so that when crises
erupt, one is left to rob Peter to pay Paul," Pham said.
"Blue-helmeted forces are having to be shifted from other missions to
beef up (South Sudan's U.N. mission) today, just as French and Chadian
troops were moved from Mali to the CAR just last month."

L'ex-président centrafricain Michel Djotodia s'exile au Bénin

L'ex-président centrafricain Michel Djotodia, qui a annoncé sa
démission vendredi, est parti pour le Bénin où il vivra en exil,
a-t-on appris samedi. Le journal
"Le Monde" avait, selon ses propres sources, annoncé peu avant qu'il
se rendrait à Cotonou, la capitale béninoise, où se trouverait une
partie de sa famille qui y possède une maison.

Michel Djotodia connaît bien le Bénin où il s'était déjà réfugié en
2006, alors que le président centrafricain d'alors, François Bozizé,
l'accusait déjà d'œuvrer contre le régime.
La rivalité entre les deux hommes remonte en effet à loin, du temps où
l'ancien fonctionnaire et diplomate, âgé d'une soixantaine d'années,
est passé du côté de la rébellion.

Djotodia, acteur de la rébellion depuis 2005

Selon Louisa Lombard, anthropologue spécialiste de la Centrafrique,
c'est lorsqu'il était
consul de la Centrafrique au Sud-Darfour, en 2005, que
Michel Djotodia a fait la connaissance des rebelles tchadiens et
d'autres hommes armés de la région. Ces derniers l'auraient aidé à
devenir l'un des leaders de l'Union des forces démocratiques pour le
rassemblement (UFDR), le groupe armé centrafricain apparu en 2006.

L'accusant de conspiration, le président Bozizé, en poste depuis 2003,
a alors réclamé son retour manu militari du Soudan à Bangui. Michel
Djotodia, qui s'est alors réfugié au Bénin, n'a pu échapper au mandat
d'arrêt et il a été incarcéré

18 mois à Cotonou, avant d'être libéré en juin 2008.

Installé au pouvoir en mars dernier par les rebelles de la Séléka,
Michel Djotodia a démissionné vendredi avec son Premier ministre
Nicolas Tiangaye sous la pression des dirigeants de plusieurs autres
pays d'Afrique centrale réunis à N'Djamena au Tchad. Ces derniers
considéraient leur départ comme l'une des conditions à l'arrêt des
affrontements armés.

C'est désormais Alexandre-Ferdinand Nguendet, chef du Conseil national
de transition centrafricain (CNT), qui est désormais officiellement à
la tête du pays, jusqu'à ce que le CNT puisse désigner un nouveau
dirigeant, lequel sera chargé de conduire la Centrafrique à des
élections, normalement prévues dans le courant de l'année.

L'instabilité persiste en Centrafrique

L'annonce de sa démission de Djotodia a été accueillie par des scènes de liesse

vendredi dans les rues de Bangui. Mais la joie a ensuite cédé la place
à des actes de violence et de pillages vendredi soir.

Les troupes africaines et françaises ont signalé des affrontements
entre combattants de l'ex-rébellion de la Séléka et des miliciens
chrétiens dans Bangui. La Croix-Rouge a dit avoir ramassé trois corps
dans les rues après les violences de la nuit de vendredi à samedi.

Alors que le calme revenait samedi dans les rues de Bangui,
l'Organisation internationale pour les migrations (OIM) a entrepris
d'évacuer par avion des étrangers désireux de quitter le pays.
Soixante mille ressortissants de pays africains ont demandé à partir.

US: Militant Gunmen Likely Died in Kenya Mall Massacre

U.S. investigators who helped probe the deadly mall attack last
September in the Kenyan capital, Nairobi, say the al-Shabab militants
who launched the massacre likely died in the attack.

In a report posted Friday on the FBI's website, legal attaché Dennis
Brady said there is no evidence any of the attackers escaped the
explosions and fire that caused parts of the four-story Westgate Mall
to collapse.

Brady also said Kenyan investigators have recovered the charred
remains of what they believe are three of the four gunmen, and that
Kenyan police are in agreement with the FBI analysis. Four others
suspected of aiding the gunmen are in custody.

The attaché also said any escape by al-Shabab attackers would have
been publicly celebrated by the militant group, and that no such
acknowledgement has occurred.

The New York Police Department also probed the attack, and in a report
last month suggested all four gunmen escaped. The Associated Press,
however, quoted Linda Greenfield-Thomas, the top State Department
official for Africa, as saying the New York critique, based largely on
the analysis of public documents, does not reflect the U.S.
government's position.

Sixty-seven people died in the September 21 attack. Somalia-based
al-Shabab militants quickly claimed responsibility and threatened to
carry out other acts of violence against Kenya.

Kenya sent troops to Somalia more than two years ago to help battle
al-Shabab, which has been fighting to turn Somalia into a strict
Islamic state.

The rebel group has demanded the withdrawal of all Kenyan forces from Somalia.

Defense minister General James Kabarebe has joined other Rwandan
officials in sending a hardline tone following the death of Patrick
Karegeya, whose body was allegedly found in a hotel room in a
Johannesburg suburb on 1st January.

Equating Karegeya to "trash", Gen Kabarebe said a normal person cannot
decide to leave a country like Rwanda which has the kind of security
and development prevailing, to go into exile. The Defense Minister was
speaking at Ndi Umunyarwanda event in Rubavu district, North West
Rwanda – bordering DRC.

"Do not waste your time on reports that so and so was strangled with a
rope on flat 7 in whatever country," said Kabarebe, according to
Kigali Today, a Kinyarwanda news site in Rwanda.

He added: "When you choose to be a dog, you die like a dog, and the
cleaners will wipe away the trash so that it does not stink for them.
Actually, such consequences are faced by those who have chosen such a
path. There is nothing we can do about it, and we should not be
interrogated over it."

Gen Kabarebe urged the local population to continue with their daily
activities and disregard the rumours being propagated, in apparent
reference to rumour that was spread on Thursday and Friday from DR
Congo that President Paul Kagame had passed on. The information was
falsely spread by a Congolese blog based on a fake obituary published
on another website in France.

Minister Kabarebe said the people of Rubavu should take the lead in
ensuring the security of the nation by preventing any infiltrations
from DRC. He also urged them not to emulate the bad behaviors known
among Congolese.

Meanwhile, Kigali Today also reports that at the same event, the local
population repeatedly asked the Minister that they would like
President Kagame to visit the area as soon as possible to show the
Congolese that Rwanda's leadership cannot be wished away.

Gen Kabarebe's comments come after those of Foreign Minister Louise
Mushikiwabo who said nobody in Rwanda will miss Patrick Karegeya, a
former intelligence official.
