Gen Kayumba Nyamwasa negotiating return to Rwanda

He left Rwanda in early 2010, survived assassination, formed an opposition party with three of his closest friends and they turned out be the biggest challenge to the reign of their former boss President Paul Kagame back home in Rwanda. But if the latest revelations are anything to go by, the future of General Faustin Kayumba Nyamwasa is going to change forever in the next few months.
General Kayumba has sent an emissary who is travelling via the United States and Britain, and finally the east African region, with a confidential message addressed to Rwandan President Paul Kagame in Kigali. According to sources inside the South African establishment, information which is corroborated by others in Washington and London, General Kayumba would like the process to end into him going back to Rwanda.
The timelines given by the different sources point to a possible final settlement before the end of February. But others have said Kayumba is facing pressure from so many quarters for him to initiate some kind of rapprochement towards President Kagame.
South Africa's ruling party the African National Congress is said to be behind the development. The ANC vice president Cyril Ramaphosa has been given this task of "placing General Kayumba in the good books of the Rwandan government", according to a source in the ANC.
Ramaphosa is one of South Africa's richest businessmen and had several meetings with General Kayumba and Patrick Karegeya between July and November last year. Sources privy to the meetings say Kayumba and Karegeya wanted Ramaphosa to finance their Rwanda National Congress delegates conference which they had planned to take place later in November.
The conference in Johannesburg was organized along with a series of others which would have taken place at same time in London, Washington, Paris, Brussels and Sydney. However, on 18th October last year the South African foreign ministry delivered a letter reminding General Kayumba and Karegeya that the conference cannot take place on its territory.
The next day on 19th October, Kayumba and Karegeya summoned senior members of RNC based in South Africa to an urgent meeting at Protea Hotel in Centurion, a suburb of Johannesburg. The tense meeting lasted from 6pm to 9pm, where Kayumba and Karegeya informed the members that they had received the said letter. However, Kayumba assured the members that the letter won't affect their party's activities. He emphasized that the delegates conference will have to take place.
In the days which followed, it increasingly became clear to many RNC members that the conference would not happen. To show the members that they were in charge, Kayumba changed the naming of the conference into INGANDO, a Kinyarwanda meaning for training program. At first it was supposed to last two days in late November, but it was moved to 21-22, December. But even so, the event took place on a single day 21st December.

Information from South African ANC insiders and some senior faces in the RNC Brussels chapter have indicated that the dates kept changing because there was no money. To illustrate the seriousness of the financial problems, these sources claim that less than 50 people attended the INGANDO when they had budgeted for over 200.
The maneuvers behind the scenes which led ANC vice president Cyril Ramaphosa to turn from a possible RNC financer to a person helping Kayumba to negotiate his return to Rwanda, are not known at the moment. What we know is that Kayumba had underlined to Ramaphosa that he was prepared to make a personal apology to President Kagame if that is what it would take to move the process quickly.
General Kayumba was a former chief of the Rwandan army. He left public and army service for some time to go for studies in the UK. He also served as head of all Rwanda's intelligence apparatus before he was transferred to India as ambassador. General Kayumba left Rwanda around February 2010 to eventually become one of President Kagame's fiercest critics.
He survived an assassination attempt on 19th June the same year. He joined up with Colonel Patrick Karegeya, a former spy chief, Dr Theogene Rudasingwa (a former chief of staff to Kagame and ambassador to US), and Dr Gerald Gahima, a former prosecutor general in Rwanda. They formed the Rwanda National Congress RNC which they have been promoting as a joint platform for all opposition groups.
The people who have revealed Kayumba's plan to return to Kigali cannot correlate if it had anything to do Karegeya's death on New Year's Eve. But going by the reports of internal confrontation brewing between Kayumba and Karegeya, it is possible Kayumba had realized there could not be a future of the two men together.
If Kayumba is indeed desperate to return to Rwanda, he will join quite a list of Rwandan opposition figures who have run out of the country, then gone back.

On January 1st, 2014, the strangled body of an opposition leader, the late Colonel Patrick Karegeya, was found in Michelangelo Hotel in Johannesburg, South Africa. The South African government has "called upon the responsible officials to expedite the investigation".
 
According to Associated Press, Paul Kagame said today that: "You cannot betray Rwanda and get away with it. There are consequences for betraying your country." "It's a matter of time, whoever betrayed the nation cannot escape the consequences," Kagame said in Kinyarwanda during a national prayer breakfast meeting. President Kagame informed that all those opposing his regime should be treated the same way, and that nobody in his government should be apologetic about the fate of his enemies.
 
This presidential confession strengthened similar statements made earlier by other Rwandan government officials. Rwandan Prime Minister Pierre Habumuremyi tweeted on Monday, 6th January, 2014: "Betraying citizens and their country that made you a man shall always bear consequences to you." Foreign Affairs Minister, Madam Louise Mushikiwabo tweeted and later confirmed in an interview that Karegeya was a "self-declared enemy" of her government and that what happens to its enemies should not make it lose sleep. In her interview, she insisted that late Patrick deserved to be killed because of betraying the country that created him. Speaking at a governmental controversial "Ndi Umunyarwanda" campaign in Rubavu district on 11th January, 2014, the Defence Minister, General James Kabarebe, joined other officials in confirming the regime's role in the assassination. "Do not waste your time on reports that so and so was strangled with a rope on the 7th floor in whatever country." "When you choose to be a dog, you die like a dog, and the cleaners will wipe away the trash so that it does not stink for them. Actually, such consequences are faced by those who have chosen such a path. There is nothing we can do about it, and we should not be interrogated over it."
 
The assassination and incarceration of the opposition in particular, and Rwandans in general, has now reached unacceptable levels. Political figures and critic journalists are murdered inside and outside the country. Political leaders of the opposition are handed long sentences, including life sentence for Deo Mushayidi (PDP Imanzi); 15 years in jail for Madam Victoire Ingabire (chair of FDU-INKINGI); 4 years for Bernard Ntaganda (President of PS Imberakuri); 2 years for Sylvain Sibomana (Secretary General FDU-INKINGI); 15 years for Dr. Theoneste Niyitegeka (presidential challenger in 2003), etc. Since 1994, President Kagame's regime has committed horrendous abuses of human rights in Rwanda and the Democratic Republic of Congo, including war crimes, crimes against humanity and possibly acts of genocide. Political space has been closed, press freedoms curtailed, civil society silenced, and Rwanda in a state of permanent siege, fear and insecurity reminiscent of the pre-1994 genocide period. The Rwandan state, instead of defending and protecting citizens, has been criminalized to frightening levels, projecting terror into and beyond the Great Lakes region. Through silence, covert and overt protection of the regime from accounting for these crimes and violent dictatorship, the international community has encouraged President Kagame to act with impunity.
 
Rwandan democratic voices have, over the last several years, called for a peaceful settlement of Rwanda's problems through dialogue. President Kagame has rejected peace and dialogue, and opted for a violent path, by assassinating and jailing his opponents, and declaring war on all Rwandans who demand freedom.
 
In view of the above, we call upon:
 
1) President Paul Kagame and his criminal regime to resign immediately since he has lost all legitimacy to govern;
2) The Rwandan people to reject fear and intimidation, remain calm, united, and be more determined to continue the just and legitimate struggle for freedom;
3) The international community to invoke "RESPONSIBILITY TO PROTECT", the new international security and human rights norm to address the international community's responsibility to prevent and stop genocide, war crimes, ethnic cleansing and crimes against humanity;
4) The international community to compel President Paul Kagame and his agents of terror to account for the crimes they have committed before, during and after 1994; and,
5) The international community to support the Rwandan people who seek a new political dispensation characterised by truth, justice, the rule of law, genuine reconciliation and healing.
 
We would like to assure the Rwandan people that though the struggle for freedom, unity, democracy, justice and shared prosperity is long and difficult, ultimately, freedom will triumph over dictatorship, and pursuit of a better life for all over imposition of death.

PRESIDENT PAUL KAGAME CONFIRMS HIS REGIME'S ROLE IN THE ASSASSINATION OF COLONEL PATRICK KAREGEYA  AND DECLARES WAR ON RWANDANS


On January 1st, 2014, the strangled body of an opposition leader,  the late Colonel Patrick Karegeya , was found in Michelangelo Hotel in Johannesburg, South Africa. The South African government has "called upon the responsible officials to expedite the investigation".
 
According to Associated Press, Paul Kagame said today that: "You cannot betray Rwanda and get away with it. There are consequences for betraying your country." "It's a matter of time, whoever betrayed the nation cannot escape the consequences," Kagame said in Kinyarwanda during a national prayer breakfast meeting. President Kagame informed that all those opposing his regime should be treated the same way, and that nobody in his government should be apologetic about the fate of his enemies.
 
This presidential confession strengthened similar statements made earlier by other Rwandan government officials. Rwandan Prime Minister Pierre Habumuremyi tweeted on Monday, 6th January, 2014: "Betraying citizens and their country that made you a man shall always bear consequences to you." Foreign Affairs Minister, Madam Louise Mushikiwabo tweeted and later confirmed in an interview that Karegeya was a "self-declared enemy" of her government and that what happens to its enemies should not make it lose sleep. In her interview, she insisted that late Patrick deserved to be killed because of betraying the country that created him. Speaking at a governmental controversial "Ndi Umunyarwanda" campaign in Rubavu district on 11th January, 2014, the Defence Minister, General James Kabarebe, joined other officials in confirming the regime's role in the  assassination. "Do not waste your time on reports that so and so was strangled with a rope on the 7th floor in whatever country." "When you choose to be a dog, you die like a dog, and the cleaners will wipe away the trash so that it does not stink for them. Actually, such consequences are faced by those who have chosen such a path. There is nothing we can do about it, and we should not be interrogated over it."
 
The assassination and incarceration of the opposition in particular, and Rwandans in general, has now reached unacceptable levels. Political figures and critic journalists are murdered inside and outside the country. Political leaders of the opposition are handed long sentences, including life sentence for Deo Mushayidi (PDP Imanzi); 15 years in jail for  Madam Victoire Ingabire (chair of FDU-INKINGI); 4 years for Bernard Ntaganda (President of PS Imberakuri); 2 years for Sylvain Sibomana (Secretary General FDU-INKINGI); 15 years for Dr. Theoneste Niyitegeka (presidential challenger in 2003), etc. Since 1994, President Kagame's regime has committed horrendous abuses of human rights in Rwanda and the Democratic Republic of Congo, including war crimes, crimes against humanity and possibly acts of genocide. Political space has been closed, press freedoms curtailed, civil society silenced, and Rwanda in a state of permanent siege, fear and insecurity reminiscent of the pre-1994 genocide period. The Rwandan state, instead of defending and protecting citizens, has been criminalized to frightening levels, projecting terror into and beyond the Great Lakes region.Through silence, covert and overt protection of the regime from accounting for these crimes and violent dictatorship, the international community has encouraged President Kagame to act with impunity.

Faustin Kayumba Nyamwasa? Négocier son retour au Rwanda?  Non, jamais. Et pour cause!
Je viens de lire le message qui annonce une éventuelle négociation en cours que le Général Faustin Kayumba Nyamwasa aurait entamé pour son retour éventuel auprès de Paul Kagame. J'avoue que je suis tombé de nues.
 A y regarder de très près j'ai remarqué que ce message a été posté par une certaine Chantal Karara qui a l'habitude de poster messages venus tout droit du Rwanda, d'en haut devrais-je dire- Inkuru ivuye ibukuru. Ouf, ça va alors. Diversions, diversions!
Mais, pourquoi?
Pourquoi parler du retour éventuel de Kayumba Nyamwasa alors qu'on a même pas fini de déposer la dépouille de Patrick Karegeya sous  terre?  Ne serait-il pas une manœuvre pour décourager Joseph Ngarambe, Théogène Rudasingwa, les journalistes des Radio Itahuka et Impala ( qui font des ravages au Rwanda) et les milliers d'autres anonymes qui, il est vrai, après l'assassinat de Patrick Karegeya sont maintenant prêts à en découdre avec le pouvoir de Kigali.
Tenez, hier soir j'étais à Bruxelles. Dans le métro tout près de la gare du midi, j'ai  surpris un groupe de jeunes Rwandais entrain de discuter. L'un d'eux disait ceci: "Vous parlez, Paul Kagame, vous tue, vous ne parlez pas , il vous tue aussi. Mieux vaut parlez et être tué. Parlons, agissons, s'il tue l'un d'entre nous, il ne nous tuera pas tous en même temps. Il y aura toujours un qui va lui créer des ennuis et qui réglera les comptes avec lui tôt ou tard".
J'ai suivi la conversation en silence. Je me suis dit au fond de moi-même quel enseignement à la Mahatma Ghandi!  C'est vrai, la mort de Patrick Karegeya a laissé un choc chez les Rwandais.
Revenons sur la négociation éventuelle de Kayumba Nyamwasa. Pour moi c'est faux. Mais je peux me tromper. Qui aurait cru qu'un certain Evode Uwizeyimana  retournerait au Rwanda qu'il a fui (déguisé en transporteur du charbon à bois), pour intégrer le Ministère de la Justice entant qu'Expert en droit international? N'était-il pas expert de la BBC et un temps (1 ou 2 fois) à Radio Itahuka? Il est rémunéré entant qu'expatrié canadien. Quand l'amour de l'argent et la cupidité nous tiennent! Mais ne comparons pas l'incomparable.
Kayumba Nyamwasa a un pêché originel. Il est Munyigiya. Et ça, devant les yeux de Kagame l'Umwega Mwakagara, c'est insupportable. Eh oui, le couple Kabare/ Kanjogera est de retour à Kigali depuis l'éviction de Pasteur Bizimungu et la prise de pouvoir par Paul Kagame( même si c'était toujours lui qui tirait les ficelles).
Oui, Kayumba Nyamwasa souffre du mal du pays, comme tant d'autres Rwandais exilés partout dans le monde mais il sait que le fait d'appartenir au clan des Abanyiginya le condamne d'office. Non, le Général Kayumba Nyamwasa n'est pas si fou pour retourner dans ce goulag dont les jours se comptent sur les doigts d'une main.

Cette  chanson est en effet une parfaite oraison funebre de la circonstance: Elle calme ces eprouves qui regrettent  tout le temps perdu dans l'illusion de servir les amis et le clan d'une part , et d'autre part  elle ridiculise les vaniteux ivres  de la victoire helas mirage et de leur vie heureuse et  immortelle pourtant aussi malheureuse et caduque que celle du colonel tue.
