Little Rock coffee firm imports Rwandan coffee

LITTLE ROCK, Ark. (AP) - In January last year, Scott Ford, an owner of
Little Rock based Westrock Coffee Co., and Todd Brogdon, the company's
chief executive officer, flew to Rwanda to talk with the company's top
10 coffee growers.

"We asked them what we could do to be a better partner," Brogdon told
the Arkansas Democrat-Gazette (http://bit.ly/1koZqnS ) at the firm's
56,000-squarefoot plant off Maumelle Boulevard in North Little Rock.

Westrock Coffee and an affiliate, Rwanda Trading Co., were formed in
2009 with a desire to ease the plight of Rwanda's coffee farmers. Ford
is the former chief executive officer of Alltel Corp., which was sold
in 2007. Many of the people who work at Westrock are former Alltel
employees.

What those 10 Rwandan farmers were concerned most about was how they
could pay school fees for their children. The fees are due in January,
but the farmers don't get paid until March when they pick the coffee
cherries, Brogdon said.

Ford and Brogdon said Westrock would start a trial with just the 10 farmers.

"We told them we would make them a loan for school fees in January and
the first cherries they delivered would go against that loan," Brogdon
said. "Of course, anything delivered above that, we'd pay them for."

After the first season, the 10 farmers repaid 100 percent of their
interest-free loans. Ultimately Westrock hopes to extend the program
to its 50,000 farmers.

"Our focus is the farmers and how we can help our farmers in East
Africa," said Elizabeth McLaughlin, chief marketing officer for
Westrock.

Rwanda has approximately 800,000 coffee farmers. For the most part,
they operate small farms, some with as few as two dozen coffee trees.

The East African country is about the size of Maryland. Rwanda has
been relatively peaceful and stable in recent years after suffering a
1994 genocide, when members of the Hutu tribe killed about 1 million
Tutsis and politically moderate Hutus.

With a population of about 12 million, it is the most densely
populated country in Africa. It has a gross domestic product of about
$7.1 billion, about 80 percent of the revenue Alltel generated in a
good year. The per-capita income is $644 a year.

Brogdon, a McCrory native who started and operated a microfinancing
bank in Rwanda from 2006 to 2008 before joining Westrock, declined to
disclose revenue figures for Westrock. Ford said in an interview four
years ago that the initial investment in Westrock was about $5 million
and it lost about $1 million in its first year.

In the five years since it started, Westrock has gone from no exports
to almost 5 million pounds annually of green coffee shipped out of
Rwanda, Brogdon said. It is the third-largest exporter of green coffee
in Rwanda and the largest exporter of higher quality, fully washed
coffee, Brogdon said. The coffee is shipped to businesses in Europe,
Asia and North America, he said.

About 85 percent of the green coffee Westrock exports out of Rwanda is
sold to other coffee companies. Only about 15 percent goes to
Westrock's plant in Arkansas, Brogdon said.

This year, Westrock will roast about 2 million pounds of coffee, more
than half of which comes from its business in Africa, Brogdon said.

Coffee producing countries - including those in Central America,
Africa and Asia - are primarily impoverished, said Konrad Brits,
managing director and a shareholder in Falcon Coffees in Lewes,
England, south of London.

"Coffee holds this incredible opportunity for poverty alleviation,"
said Brits, whose company does business with Westrock's Rwanda Trading
Co. "Because coffee is the only commodity - perhaps cocoa as well -
where more than half the world's coffee is grown by an estimated 30
million small farmers. These are very vulnerable people. So there is
this latent potential."

A few large multinational companies dominate the coffee supply chain,
Brits said. Because it is the best way to manage their collateral,
these companies seek to buy the coffee as close to the tree as
possible, Brits said. That, however, means the farmers liquidate their
crops at the lowest possible price, he said.

A number of smaller companies, including Falcon Coffees and Westrock,
allow the farmers to participate in the highest value for their crop,
by selling at the point of export, Brits said.

"Rwanda Trading Co. entered with that same objective," Brits said.
"It's a (gutsy) thing to do. These guys put their money where their
mouth is, invested in brick and mortar and sought to upset the apple
cart by trying to conduct themselves in a different way."

Westrock's subsidiaries - Rwanda Trading Co. and Tembo Coffee Co. in
Tanzania - pay 25 percent to 30 percent above the market rate to their
90 full-time employees, as well as about 200 to 300 people who work
seasonally, Brogdon said. The companies also pay higher prices for the
coffee they buy than their competitors do.

In addition to improving the financial condition of the farmers in
Rwanda and Tanzania, Westrock has provided clean water in the villages
where it works. It has built four water stations to clean the coffee
cherries but also to provide water for everyone in the village.

Before the water stations were built, villagers often would use yellow
dairy cans to collect water, sometimes from a mud hole, said
McLaughlin, Westrock's marketing chief.

"It is a way we give back to the communities, beyond just the farmers,
but obviously that is our connecting point," Brogdon said.

Westrock also provides a hot meal each day, private showers and
clothes for its workers, McLaughlin said. The company also teaches its
farmers how to improve the quality of their coffee and improve their
crop yield, McLaughlin said.

"We want to help the poorest of the poor," McLaughlin said. "We want
to sell coffee for (the high-quality and low quality grower)."

Of course, no one has found the solution to overcoming poverty, Brits said.

"Africa is littered with good intentions by failed aid and donor
money," Brits said. "I'm a very strong believer in trade and not aid.
And Westrock has recognized the humanitarian need, the latent
potential coffee has and done it as a commercial, for-profit business.
Something can only be sustainable when it can pay for itself."

It was difficult to talk with Westrock's 10 top farmers last year, Brogdon said.

"It's hard to sit across from these guys who live hand-to mouth and
don't have much money," Brogdon said. "And here we are in our world.
It's hard to feel like you're paying them a fair price for their
coffee. Just on an emotional level - not business - it's hard to do.

"But it's the best thing to do. Because obviously we can't solve the
world's problems, but we can help them, one at a time. And that's what
we're trying to do."

U.S. offers $30M to Congo for upcoming elections

KINSHASA, Congo -- The United States is prepared to give Congo $30
million in aid for stability and democracy-building -- but wants
President Joseph Kabila to agree to step down at the end of his
current term in office, U.S. Secretary of State John Kerry said
Sunday.

Kerry said Congo's government also needs to schedule elections soon.
The vote is tentatively set for 2016, although a firm date has not yet
been set.

In a private Sunday meeting, Kerry said he urged Kabila to follow
Congo's constitution in the upcoming elections, which would prohibit
him from running for a third consecutive term as president.

It was not clear if Kabila agreed. Kerry also said he urged Kabila to
lift a freeze on international adoptions of Congolese orphans.

"It is important to the people to be able to know what the process is,
to have confidence in that process," Kerry told reporters after the
meeting. "The sooner the process is announced, the sooner that the
date is set, the sooner people have an ability to be able to
participate. And we believe it ought to be done in keeping with the
constitutional process of the country."

Reached for comment, Congo government spokesman Lambert Mende said the
constitution would be respected, but also suggested it could be
revised.

"Concerning the deadline for elections, our constitution has articles
that can be revised in the case of unforeseen events," Mende said. He
added that it was too early to discuss elections.

"To speak of this now, it's a way of exploiting the next elections to
stop the holder of the current mandate from doing the work for which
the Congolese people have elected him," he said. "Why all this noise
just about Congo, when there are more than 15 countries that are going
to organize elections in the next year?"

The $30 million U.S. pledge would more than doubles the $12 million in
assistance given to Congo last year linked to elections and stability
assistance. Some of the money could go to non-governmental
organizations. Last year, total U.S. aid to Congo totalled about $210
million.

The funding would help further stability efforts in Congo, which has
been wracked by violence for two decades. Kerry said more must be done
to combat Congo-based rebels, the Democratic Forces for the Liberation
of Rwanda, known by its French acronym, FDLR, whose members are
accused of perpetrating the 1994 genocide in neighbouring Rwanda.

Aside from the upcoming elections, Kerry noted continued challenges in
Congo's fight against several rebel groups. He commended government
and United Nations security forces for last year's defeat and
disbanding of the M23 rebel group but said efforts to disarm,
demobilize and re-integrate fighters from other opposition groups into
society "are the priorities of the moment."

"I need to be clear: Military force alone will not deliver stability
to the Democratic Republic of Congo," Kerry said. "Lasting peace will
not grow out of the barrel of a gun."

Most of Congo's violence has been limited in recent years to the
country's eastern borders with Uganda and Rwanda.

The FDLR is viewed by analysts as the greatest remaining menace in
eastern Congo. The group is led by Rwandan Hutus who helped commit the
1994 genocide and later escaped over the border. The presence of the
FDLR has prompted Rwanda to invade Congo twice before to try to wipe
out the group.

Additionally, Congo's government is grappling with the Allied
Democratic Forces, a group of Islamist rebels that is led by Ugandan
commanders. Experts believe the group begins military training for
girls as young as 15 and boys as young as 10.

Receives top honour from Holocaust museum

WASHINGTON -- Twenty years after the Rwandan genocide he tried to stop
and stayed to witness, Roméo Dallaire still has gory flashbacks.

In an interview before the U.S. Holocaust Memorial Museum dinner last
week at which he received the museum's highest honour, the Elie Wiesel
Award, the former commander of the UN peacekeeping mission in Rwanda
talked about the times his post-traumatic stress disorder has made him
relive the slaughter.

A dozen years ago, Dallaire said, he saw a street vendor in Sierra
Leone raise a machete to chop a coconut in two and "went absolutely
(berserk)" at the sight of the weapon that had been wielded with such
efficiency in the massacre of more than 800,000 people in only 100
days. "It took three guys to hold me down and for 15 minutes I (was)
reliving the genocide'' in vivid detail.

At his home in Ottawa on Easter last year, his toddler granddaughter
fell and hit her head on a coffee table. "Everybody else leapt to
their feet to help her, but I couldn't move," he said. Because in
1994, "I saw hundreds of children killed,'' many of them by soldiers
who were only children themselves. And at the sound of the little
girl's cry, "they all came back.'' It took him three weeks to dare to
pick her up again, for fear that if she cried, he might freeze and
drop her.

Only a few months ago, in December, he dozed off at the wheel one
morning en route to Parliament, where he serves as a senator, after a
sleepless night of flashbacks triggered by a rash of suicides by
Canadian veterans of the war in Afghanistan. "I'd argued we should
have been much more proactive'' in treating and supporting the vets,
but once again, he said, his warnings had been ignored.

The Nick Nolte character in Hotel Rwanda was based on Dallaire,
although he has said the film was truer to Hollywood than to Kigali.
The Holocaust museum's website praises him as someone who in Rwanda
"did his utmost to warn the United Nations of the potential outbreak
of large-scale ethnic violence. Even when his warnings were went
unheeded, he refused to give in to international apathy. He
continually called for the use of force, and although unable to stop
the atrocities, he and his unit nevertheless managed to protect more
than 30,000 lives."

In Greek mythology, Cassandra had the gift of seeing the future but
the curse of never being believed. And although real-world Cassandras
are more often avoided than honoured, "that's exactly our job at the
museum,'' said its director, Sara Bloomfield, to hold up to the light
the actions that "could have made history different" -- in Europe in
the 1930s, Rwanda in the 1990s and in the Central African Republic
right now. Muslims in CAR are being targeted by Christian-dominated
militias intent on answering atrocities attributed to a
Muslim-dominated former government.

"We could smell what's happening now in the CAR four years ago,''
Dallaire said, because the recruitment of child soldiers "is a
telltale sign, because they can be pushed beyond the limits" of most
adults, "that a place is going to go to massive abuses."

The world has learned a lot in the past 20 years about the precursors
of genocide, and Dallaire's work focuses on how to pull child
soldiers, 40 per cent of whom are girls, out from under the control of
those who've scared and manipulated them into service. Yet in some
ways, he says, we've gone backward since then.

"What hasn't changed is there's no political will" to head off
atrocities. "So we're still stuck with politicians willing to manage
these problems, instead of statesmen" who could prevent them.

At 67, the Dutch-born Dallaire says he's trying to "make therapy 'in.'
" The author of the books Shake Hands With the Devil and They Fight
Like Soldiers, They Die Like Children, he's now working on a book
about his PTSD. He says people continue to struggle with understanding
it because "the developed world is very visual, very Cartesian. If
you're shot... you can see that, and it's an honourable injury. But
the guy in the corner who's moody and getting drunk every night has an
injury that's perceived as not as honourable."

Dallaire, who is in his 14th year of therapy, no longer drinks, and he
takes nine pills every day, including antidepressants and "something
that stops me from dreaming.''

Isn't that a loss, too? "Your greatest enemy is the night, so you pray
for first light,'' he said, but yes, there's a trade-off involved in
suppressing nightmares because "the psychologists need those dreams to
help you move on."

At the dinner, UN ambassador Samantha Power, who wrote a Pulitzer
Prize-winning book about the Rwandan genocide, said she was grateful
for the "chance to give one of my heroes an award named for another of
my heroes," Wiesel, an activist and author who survived the Auschwitz,
Buna and Buchenwald concentration camps.

Honoring Dallaire, Power said, was one way to remind the world of a
time in which a congresswoman noted she was getting a bunch of calls
about the threats to Rwanda's famed gorillas, "but no calls about the
people."

Though, today, too, Syrian President Bashar Assad "is deliberately
targeting his own people, denying civilians food and practising
systematic torture, we must not give up" on efforts to feed the
starving and end the bloodshed, she said.

"You, General,'' Power said before slipping the medal around his neck,
"have stood between killers and their prey" and "were doing your job
when no one else was willing to do theirs."

Escorted to the lectern by Holocaust survivor Nesse Godin, Dallaire
accepted the award "in the name of the 454 African soldiers and 11
Canadians who stayed when everyone else left."

Abandi ont tourné définitivement la page, en s installant dans leur projet de se reconstruire, au pays ou à l étranger. Chacun, à sa manière.
