Passer à l'Anglais comme langue de l'éducation et administrative, donc comme langue officielle principale, a été une très grande décision positive  pour le pays.
Cependant ce aurait été encore mieux, si l'on continuait à encourager aussi l'apprentissage du Français.
C'est une langue internationale parlé couramment par bcp de peuples et de pays et pas les moindres.

Mushikwabo niyibuke ko kugira Amabassade mu gihugu runaka ataribyo byerekana umubano mwiza hagati y'ibihugu byombi. Hari ibihugu byinshi bifitanye za Ambassades ariko bitumvikana cyangwa se bifite ibindi bibazo hagati yabyo. Urugero ni u Burundi n'u Rwanda.

Ambassade ntabwo ari ugukorera ubutegetsi rw'iguhugu irimo. Ni ugutsura mu umubano, ukureba inyungu z'igihugu cyayo muri icyo gihugu no  gufasha abaturage bayo baba muri icyo gihugu ndetse no gufasha abenegihugu yasanze.

INTERPOL cancels diffusions issued by Spain against 40 Rwandans

Spain's National Central Bureau (NCB) has sent a message to all 190 Interpol member countries to cancel the diffusion it had earlier issued against 40 Rwandans.

Interpol uses 'diffusions' to request the arrest or location of an individual or additional information in relation to an investigation.

This development follows a recent judgement by the Spanish Supreme Court, which dismissed the indictments against 40 Rwandans. The indictments were issued by a Spanish Judge in 2008.

According to a Police Statement released yesterday, the Madrid National Central Bureau has played its role of requesting other NCB to disregard the diffusions.

Every Interpol member has a National Central Bureau, which serves as the division within a national police that serves as the contact point for Interpol activities.

"The implication is that the 40 concerned Rwandans have no case to answer regarding the Interpol." reads part of the statement from Police.

The statement added: "This follows Interpol's clearance of each of the 40 Rwandans. In June 2012 Interpol issued certificates signifying that the persons in question are not subject of Interpol Red notice."

Rwanda ex-leaders granted life immunity 

Constitutional amendment that guarantees former Presidents immunity from prosecution for life

afrol News, 17th July 2008 - Rwanda's lawmakers voted in favour of a constitutional amendment that guarantees former Presidents immunity from prosecution for life. Justice Minister Tharcisse Karugarama hailed the amendment, saying it would alleviate constitutional ambiguity.

The amendment exempted a former President from being prosecuted on charges he/she was not put on trial while in office.

Described as one of the most important constitutional amendments approved by the parliament, the new law however does not immune a sitting President from prosecution. It also categorised the 100-day long 1994 genocide as a "genocide committed on Tutsis".This development comes few months after France and Spain judiciaries indicted President Paul Kagame of involvement in Rwanda's 1994 genocide killings.

Two years ago, a French judge accused Mr Kagame of ordering the attack on the plane of the former President Juvenal Habyarimana whose death sparked the genocide flames. Mr Kagame denied the charges, arguing that the former leader was assassinated by Hutu extremists.

In February this year, a Spanish judge issued arrest warrants against 40 Rwandan military officers, accusing them of committing genocide, terrorism and crimes against humanity. Judge Fernando Andreu expressed adamancy in prosecuting the officers, including 11 generals, indicting them of committing the crimes between 1994 and 2000.

Judge Andreu also indicted the officers of killing nine Spanish citizens, including six missionaries.

President Kagame could not keep his fury over the issue and soon reacted to the arrest warrants, blaming the Spanish judiciary of being "arrogant" because it lacked jurisdiction over Rwanda.

He said : 

"Since all the indicted people were under my command, the judge should put the responsibility on my shoulders, and wait until I am out of office."

Kagame said it was impossible for a judge sitting in Spain to indict the whole leadership of a country.
"Just imagine the arrogance of it! How a Spanish judge sitting in a Spanish village feels a duty to indict a whole leadership of a country," Kagame said, adding that "some people in the west put themselves in the place of God, thing that they have authority over us."

Mr Kagame's movement was hailed for squashing the genocide in which over 800,000 minority Tutsis and moderate Hutus were slaughtered by Hutu militia and government troops.

"Some people in the west think that Rwandans or Africans are all killers," he said, insisting, "the war we waged was to liberate our country."

He blamed the Spanish judge for not separating genocide perpetrators and those who squashed it.
