Dear Ugandans and other East-Africans citizens, we should feel very ashamed by praising President John Magufuli, while forgetting the most to praise his Excellency  Sir Kikwete who allowed such a change to happen. Magufuli is there performing high progress and vision because  president Kikwete agreed to quit the seat for John and not to lead his whole life like M7, Paul, etc. who are denying such opportunities to new leaders.

And read this declaration "Since you were elected, your presence has been refreshing. Your words and deeds reflect our vision. Your stance against corruption is very refreshing. We are committed to working with partners who feel we have to raise our level of dignity because that is what we deserve," Mr Kagame said.

Should we be degree holders of Makerere or Harvard universities for getting such an amazing hypocrisy and contradiction?

How Magufuli is shaping East Africa's geopolitics

Dubbed the bulldozer, Tanzania under President John Magufuli tutelage is slowly reshaping how the future of regional mega projects will be determined. ILLUSTRATION | JOHN NYAGAH |  NATION MEDIA GROUP

At its inception, the Coalition of the Willing (CoW) was billed as the best alternative to the snail's pace push to integrate the East African Community.

But the events of last week, which saw Tanzania snap the oil pipeline deal from Kenya, and is courting Rwanda on the standard gauge railway (SGR) deal, indicate that this could have been just another show of all talk and no action.

At the centre of this Tanzania charm is President John Pombe Magufuli. Dubbed the bulldozer, Tanzania under his tutelage is slowly reshaping how the future of regional mega projects will be determined.

In June 2013, then a rejuvenated President Uhuru Kenyatta reenergised Rwanda, South Sudan and Uganda to concentrate their efforts in actualising multibillion dollar infrastructure projects like pipeline, railways and the Lapsset and Mombasa port projects.

East Africa Chamber of Commerce chief executive Charles Kahuthu said that the coalition managed to make some inroads in areas such as the harmonisation of the one network area, common tourism visas and the improved efficiency in moving goods from the Mombasa port into landlocked Rwanda and Uganda.

"The mega infrastructure projects they had proposed experienced delays due to thorny issues because they involved heavy capital commitments, and that's where Tanzania found its magic touch," said Mr Kahuthu.

The CoW seems to have left the region in a catch 22 situation because of the potency of divisions, suspicions and bad blood created by countries that were willing to move on without the others. But this seems to have changed with the election of President Magufuli in October last year, whose goodwill among his East African peers has seen him start attracting interests from Uganda and Rwanda.

What could be his charming factor?

During former president Jakaya Kikwete's reign, Tanzania's relations with Rwanda were at an all-time low, with the two leaders avoiding meeting one another. However, with the new president, this has changed drastically.

His presidency is now being looked at for signs on what it will bring to Tanzania, the region and southern Africa.

During his maiden foreign tour to Rwanda, President Paul Kagame praised President Magufuli's refreshing stance has earned him goodwill beyond Tanzania's borders.

"Since you were elected, your presence has been refreshing. Your words and deeds reflect our vision. Your stance against corruption is very refreshing. We are committed to working with partners who feel we have to raise our level of dignity because that is what we deserve," Mr Kagame said.

Considering how swift Tanzania has worked to snatch the oil pipeline deal away from Kenya, and the incentives they have provided, which the Kikwete government was not keen on, there could be a new reorganisation in the region, and the infrastructure projects under the CoW initiatives are up for grabs, with Dar leading the onslaught.

Rwanda has also now turned to Tanzania to deliver a new railway project, giving a back burner to the Kenyan championed SGR project, of which the latter has embarked on with already 180 kilometres rail laid out, of the over 400 expected to reach Nairobi.

Mmari Chacha, a Dar es Salaam based international relations consultant at Innovate said that the regional countries are awed by Magufuli's charms especially towards a governance, service delivery and service to the poor.

According to the World Bank, the inefficiencies at the Dar port has been costing regional economies $900 million annually, with Tanzania losing in excess of $2 billion.

Mr Chacha said that with Magufuli moving in and promising to clamp down on these governance and inefficiencies, then Tanzania now becomes an attractive trading and development partner for countries like Burundi and Rwanda.

"He (Magufuli) realised that for Tanzania to regain its competitive edge, he needed to move in and reign on the port officials. We have seen improvements on the volumes and hope that in the next three years, will be a preferred port for the land locked countries within the community," said Mr Chacha.

The lack of political will among the CoW countries to agree on key projects or even prioritise their implementation has seen Tanzania, under Mr Magufuli come out strongly to regain its integration slot within the region.

"Had he walked in and found these projects underway within the CoW coalition, he would have little room to manoeuvre. But he came in understanding that the stakes were high, and with goodwill, concessions and determination to prove himself," argues Mr Chacha.

Early March, Tanzania's term as chair of the EAC was extended at the regional Heads of State Summit in Arusha, where President Magufuli lashed out at the Secretariat over its lavish spending.

It is widely expected that his strict approach against corruption will reach beyond Tanzania into the EAC Secretariat, which has come under intense scrutiny over financial mismanagement.

Thomas Kinyonda, an economist said that it should be telling that it took a fresh face on the block to come and read the riot act to the EAC Secretariat.

"President Magufuli's charm is that he is able to face the truth and say it. Leaders should have the courage to confront and deal with the rot in their context. This should mean well for EAC projects that are largely donor-funded as the confidence levels from the donor community are set to increase," said Mr Kinyonda.

Rwanda prepares to host its first World Economic Forum on Africa

There is anticipation and excitement in the air in Rwanda, as the country gears up to host the 26th World Economic Forum (WEF) on Africa from May 11-13.
This is the first time a WEF summit is being held in Rwanda, so work is on at a feverish pace to deliver a world-class event, to be attended by some of Africa's richest men and women.
For now, these include Aliko Dangote, Patrice Motsepe, Tony Elumelu, Precious Motsepe, and others like Graça Machel, Nkosazana Dlamini-Zuma, Ngozi Okonjo-Iweala and Cherie Blair. Also expected are at least 10 African heads of state.
With a GDP growth rate hovering around 7.6 per cent – one of the fastest growth rates in Sub-Saharan Africa – and led by a dynamic president, Paul Kagame, Rwanda has a proven track-record. This year's theme for WEF will be 'Connecting Africa's Resources through Digital Transformation', a grand nod to Rwanda's own digital supremacy.
"We see WEF as a very important platform for business, but also business linking with government and society in general and this is a model of development that the country has undertaken for a long time. Where our country has come from has been a result of that effort. So WEF in a sense signifies or symbolises that," says Francis Gatare, CEO of the Rwanda Development Board (RDB).
"We want to see that WEF in Rwanda creates the kind of energy that will [leave] a lasting impact not just in our country, but across the continent."
Preparations are currently on at Camp Kigali, a former military facility, where the conference will be held, across its main halls and tented venues.
"We wanted to have a mirror image of the Davos WEF site, because anybody who has been to Davos has seen that it is usually in a series of tented camps, interconnected by walkways," says Gatare.
"Even though Davos is usually snowy and cold, it will be warmer and cosy here, but that sense of a tented village; that will be the experience you will have, so for those who go to Davos often, it will be deja vu."      
In an interview with FORBES AFRICA, Gatare shared more on what the over 1,500 delegates expected to attend WEF can gain from the Kigali edition: 
What are the key components of WEF in Kigali?
When you look at the program, it is actually very interesting as it's almost a mirror image of Vision 2020, because it carries on from the theme discussed at WEF Davos, which was the Fourth Industrial Revolution. So the key theme is the Africa industrial revolution. In the Rwandan context, it has a very strong focus on transformation of human capital of the continent, and of Rwanda; it has been the pillar of our development. The number one resource is the capacity of our people to develop the country. This means education, health, entrepreneurship, and also other forms of inspiration to galvanise the creative energies of the population. You will be hearing a lot about innovation entrepreneurship and that resonates well with what Rwanda stands for and how we see our country transforming, particularly on the ICT platform.  
We believe strongly in Rwanda that as we get into the industries of the future, it's very important to transform the industries of today, and there is no bigger industry of today as agriculture. There's going to be a big discussion on transformation of agriculture. And that's very important for us as a country, so when you look at where Rwanda has come from, over the last 20 years, we have come from a predominantly handout-driven economy to now a predominantly self-sufficient economy in food security and now as a net exporter of food crops, [such as] beans, maize or cassava; there is a surplus that Rwanda is able to export to neighboring countries, coming from a situation where Rwanda was receiving handouts from the international community. So transformation of agriculture is important so that the lives of people involved in agriculture are also touched in a positive way.
The last aspect featuring a lot in this WEF is financial services. Every economy is fueled by access to finance. And Rwanda has been implementing several programs to increase access to finance, to the extent that a survey earlier this year put access to finance in Rwanda close to 80% of the population. This is very significant. But we want to see access to finance increasing to 100% of the population but also to all segments, whether its women, youth, and entrepreneurs in urban and rural areas, so society can access this fuel for the economy called finance. So there will be a lot of discussion around finance and access to finance as an engine for growth. 
What else can delegates expect?
Rwanda has been at the forefront of championing the transformation of visa requirements. Rwanda was the early champion of providing opportunities for all African travelers to get visas on arrival. So you can expect to see the smoothest immigration process that will facilitate first and foremost African travelers to have an experience entering an African country as they have never experienced before. All African travelers don't have to apply for a visa; they will get it on arrival. And this is unprecedented, as many of the things businesses complain about is the number of visa requirements. We have implemented this policy for the last two years, but many people don't know about it. So we are hoping people will get an opportunity to experience this. There are many travelers who go through the unnecessary process of looking for an embassy and applying for visas, and they don't have to do it. Even those who require visas – some of the international travelers with non-African passports – can do it online, and immigration guarantees you a response in 24 hours. 
How will you be showcasing the country?     
The other aspect to WEF is the cultural experience our guests can anticipate. For many WEF guests, it will be the first experience of Rwanda, and we have put together a package of opportunities for them to stay an extra few days and visit our country, and the various tourism attractions, and see the mountain gorillas, experience the canopy walks of the Nyungwe national park, and the Akagera national park for the safari experience, and also to interact with people. There will be events in different parts of Kigali, including car-free zones filled with young, creative people. Y ou can have WEF anywhere, but in Rwanda, we make sure the experience is different.
The country is currently remembering its genocide victims; is there now a conscious attempt to move away from the perception the world has about Rwanda and its genocide?
The genocide happened, it's real. A million people lost their lives, and the survivors who lost their loved ones cannot forget that, nor can the country. This is why remembering is important. In fact, for the whole three months, from April to July, is remembrance, because of what this country has gone through. We have no intention of erasing the memories but what we have intention is that our country will not be a hostage of those memories. They become memories that give us strength, we want to take the lessons that make us stronger people and stronger countrymen, and leverage that for the future. We don't want the world to forget the genocide, but we don't want to see Rwanda as a country of genocide. A lot of brave people stopped the genocide, that should not be forgotten, when the world was paralysed with inaction, Rwanda stopped the genocide; a lot of sacrifice as a result. That has given people a certain amount of belief in themselves, but also opened their eyes to the reality of the world's expectations. Since then, the government and individual citizens have been responsible for the transformation; this country could have been a failed state like some of the failed states you see around, but individual and collective actions have transformed this country. Those are lessons of the genocide, but also new stories of Rwanda. When you look at what Rwanda is championing, whether it is gender-quality or ICT or access to healthcare, all these are stories that the world should know about. We want the world to connect with us at the individual level; we are not the killers that committed the genocide, nor the victims that suffered at the hands of the killers, but we are individuals with personalities, and we want the world to connect with us that way.

Ils étaient plus d'une centaine: les orphelins,parents et amis des victimes du génocide commis contre les Hutus du Burundi en 1972 vivant en Belgique ou de passage dans la capitale bruxelloise. Ils se sont retrouvés ce samedi 30 avril 2016 du côté de Saint Gilles dans la salle de Piano Fabriek pour se recueillir, échanger et partager dans le cadre de la commémoration du 44ème anniversaire du génocide commis contre les Hutus d Burundi en 1972 par le régime de Michel Micombero selon "le plan Arthémon Simbananiye" en étapes suivantes: 1) semer la haine entre les etnhies en noircissant fortement les hauts intellectuels hutus; 2) vous faire disparaitre physiquement (c'est à dire le président Micombero) pour plonger le pays dans la confusion et la colère; 3) tablant sur les faux bruits déjà en circulation, crier haro sur les Hutus pour récidive de 65. Alors, il ne restera plus qu'à lancer une répression sanglante sur des cibles choisies d'avance et à se montrer très actif dans l'épuration criminelle, pour réclamer le pouvoir comme rançon du zèle. Après ce coup de balai, l'apartheid régnera au Burundi et le "péril hutu" sera anéanti à jamais;"
Les cérémonies ont débuté par une longue prière dirigée par l'abbé Daniel NAHIMANA. Il a été l'occasion de souligner ce "combat de longue haleine" afin de tirer de l'oubli les suppliciés du génocide de 1972 comme les Hutus et d'oeuvrer pour la vérité sur toutes les responsabilités dans ladite catastrophe. Et l'abbé Daniel NAHIMANA de rappeler le long combat des Arméniens pour la reconnaissance de ce qui leur arrivée comme génocide: "Les Arméniens l'appellent "Metz Yeghérn", autrement dit le "Grand Mal": un million et demi de personnes furent massacrées par le régime turc de l'époque. Le cardinal Léonardo Sandri, préfet de la congrégation pour les Eglises Orientales, a rappelé aussi les martyrs chaldéens, assyriens aussi victimes d'atrocités et de barbarie. Il a déploré les silences des puissants de ce monde alors que le devoir de mémoire est une démarche incontournable si on veut parvenir à la réconciliation dans la vérité et la justice". Puis les personnes présentes ont été invités à présenter des intentions pour le repos des âmes des victimes, pour la justice, pour la paix et la réconciliation des Burundais. 
La transition a été un chant burundais "Yego mama urabaramutsa cane" pour souligner que les exilés ont toujours leur mère patrie à coeur et qu'ils doivent s'impliquer dans les efforts de résilience générale et de guérison des traumatismes. Pour souligner que l'heure n'est pas au répit, Joseph Ntamahungiro a présenté le livre de Rose Ndayahoze sur son mari assassiné en 1972: "Le commandant Martin Ndayahoze, un visionnaire" publié par les éditions Iwacu de Bujumbura. Il a brossé brièvement la vie du commandant Ndayahoze qui fut ministre de l'information, ministre de l'économie et secrétaire général du parti UPRONA sous le régime de Michel Micombero. Il se fiança et se maria avec Rose Karambizi, une tutsie rwandaise avec laquelle il eut trois enfants. En sa qualité de ministre de l'information et de secrétaire général de l'UPRONA, Martin Ndayahoze a produit des analyses pertinentes adressées directement au président Michel Micombero pour dénoncer le "plan Simbananiye" et ses conséquences sur le pays. 
Déjà en 1967, Martin Ndayahoze écrivait: "Le militantisme n'est pas non plus dans les applaudissements, mais dans la volonté de création: la création effective et utile...L'histoire du coup d'Etat hutu constitue une manoeuvre de diversion montée par un groupe ethno-politique qui drainait dans les jours passés toutes les suspicions publiques quant à son comportement révolutionnaire. Alors pour dévie les bruits sur d'autres cibles, le groupe a inventé les propos de coup d'Etat hutu." Et en guise de remède au tribalisme, Martin Ndayahoze recommandait déjà en 1968: "...tous les responsables doivent se garder de toute attitude injuste et irrationnelle dans l'exercice de leurs fonctions...Dans les recrutements, nous devons veiller à ce que la distribution des charges soit en concordance avec la hiérarchie des talents.Car la démocratie révolutionnaire exige que les capacités de chaque individu soient seules à déterminer sa place dans l'échelle sociale." Pour le reste, nous vous recommandons à lire le livre. 
La troisième activité de la journée fut la présentation de l'historique et des réalisations de l'association "Honorer nos héros" de Bruxelles. Mathias Rugurika a fait remarquer que les débuts de cette action noble de commémoration ont été très timides avec une poignée de Burundais qui répondait aux invitations. Il s'est félicité de la forte affluence à l'occasion du 44ème anniversaire et a promis que l'année prochaine, il sera question de sortir des quatre murs pour une action avec une forte médiatisation. Et d'inviter les survivants du génocide à répondre nombreux au 45ème anniversaire et à soutenir financièrement le comité d'organisation. 
Comme quatrième activité, ce fut la présentation du Collectif International des Survivants du Génocide de 1972. Le docteur Amédée Nkeshimana est revenu sur les actions menées par le collectif depuis 2014 et surtout celle visant à saisir l'Organisation des Nations Unies d'une demande appuyée par plus de cinq mille signatures des rescapés du génocide afin de faire reconnaître ce qui est arrivé aux Hutus du Burundi en 1972 comme un génocide. Il a confié que les signatures ont été déjà réunies et que le Collectif compte faire une demande en bonne et due forme dans les jours à venir. Il a été indiqué qu'à Bujumbura, la commémoration a connu une affluence relative quant à la marche organisée en ville vers les charniers de Buterere mais que pour la première fois, les autorités étaient plus ou moins favorables à une action d'envergure nationale. A quand le décret déclarant la journée du 29 avril "journée de commémoration du génocide commis contre les Hutus et du régicide contre Charles Ndizeye alias Ntare V"? 
Les présentations étaient suivies par des interventions sous forme de questions ou de contributions des personnes présentes. Aux environs de dix-neuf heures, la commémoration qui avait commencé à 14heures s'est poursuivie dans une autre salle, dans un bar pour être précis, autour d'un verre. Les échanges se sont poursuivis dans une ambiance plus conviviale et l'alcool coulait à flots comme lors des rencontres des Burundais qui se respectent! 
Petite observation inspirée par le livre de Rose Ndayahoze
Il est incontestable que Martin Ndayahoze fut un visionnaire. Il fut par contre très naif car il avait une confiance aveugle dans le président Micombero jusqu'à la désillusion le jour de sa condamnation à mort. S'il a eu le courage de porter la plume dans la plaie burundaise, il a cependant pris à la légère la dangérosité des "Himas" qui avaient chassé le roi sur conseils d'un certain Ntiruhwama. Or, comme le précise Rose Ndayahoze, dès 1959, sur conseils des réfugiés tutsis rwandais, les extrémistes himas et d'autres Tutsis jaloux de la réussite des intellectuels hutus, ont commencé à sensibiliser et aider à planifier l'extermination des Hutus pour se prévenir contre ce qui était arrivé au Rwanda en 1959. On note déjà que lors des fiançailles de Martin Ndayahoze et Rose Karambizi, la famille de cette femme de coeur et de courage, a déconseillé un tel mariage en disant que les Hutus allaient être massacrés systématiquement,à commencer par ceux comme Ndayahoze qui étaient au gouvernement!
Il faut souligner que le génocide de 1972  a commencé à se préparer depuis 1960. Ntiruhwama qui était secrétaire particulier de l'archêveque belge de Gitega ambitionnait de prendre le pouvoir comme Grégoire Kayibanda au Rwanda. Mais quand l'archêveque Paul Goossens rentrant d'une réunion à Kinshasa en 1960 informe Ntiruhwama que la tutelle belge et l'Eglise catholique allaient encourager l'élite hutue au Burundi, Ntiruhwama guida plutôt son regard sur le clan hima qu'il décrivit comme étant marginalisé alors que les Hutus étaient toujours dans les grâces de la dynastie régnante. La suite? Goossens écouta les conseils de Ntiruhwama et de là remonte la montée en puissance des Himas dans l'armée. Ce qui leur permit plus tard de prendre le pouvoir au moyen d'un coup d'Etat. Mais comme les Hutus, malgré les purges de 1965 et de 1969, étaient encore présents dans les affaires, il fallait créer un scénario de monstre: fabriquer des faux rebelles, détruire un stock de munitions et sacrificer le caporal Kiromvyi (qui serait enterré à la place dit Monument du soldat inconnu) et pire encore, déplacer les faux rebelles dans les camions militaires vers Bururi et Rumonge afin qu'après quelques Tutsis tués, Micombero accusent les Hutus de chercher à commettre un génocide! Et on connaît la suite.
En avril 2015, les Burundais se sont réveillés face à une insurrection dans la capitale sous prétexte de refuser un troisième mandat du président Pierre Nkurunziza. Et pourtant, ce coup d'Etat visant à écarter le système CNDD-FDD datait de 2005! Si l'accord de paix d'Arusha est une base de cohabitation pacifique des Burundais et de partage du pouvoir, il n'a jamais été considéré comme tel par les extrémistes tutsis. Comme en 1969, la "hantise du Hutu" est toujours d'actualité. Comme en 1972, nous assistons de nos jours aux sacrifices comme ces centaines de jeunes tués dans les quartiers de l'insurrection, comme celui de Jean Bikomagu et récemment celui du général Kararuza.
Et le scénario de l'assassinat du président Pierre Nkurunziza demeure d'actualité. Le malheur du Burundi fait que dans la diplomatie et le lobbying, le président Nkurunziza soit médiocre. Ce qui s'est passé en 1972 a failli se reproduire en 2015 et il faut se dire qu'après l'échec du putsch de mai 2015, le plan a changé. Seuls les naifs croient que le camp du président Nkurunziza serait en position de force. Quand les opportunistes comme Maggy Barankitse et Pierre Claver Mbonimpa reçoivent des prix internationaux, il nous faut méditer ces paroles d'Albert Camus citées dans le livre de Rose Ndayahoze: "Le jour où le crime se pare des dépouilles de l'innocence, par un curieux renversement qui est propre à notre temps, c'est l'innocence qui est somméee de fournir ses justifications."

Rwanda: Rejection of UNAMIR II by RPF leadership

When the Security Council discussed sending a larger peacekeeping force to Rwanda with a broader mandate to protect civilians, the RPF feared that the force might interfere with its goal of military victory. 

Its leaders may have been particularly concerned that the French might use the force to protect the interim government. 

Instead of welcoming the move and urging speedy implementation, the RPF spokesman in Brussels opposed it and asserted that there were no more Tutsi to be saved. 

On April 30, 1994, Gerald Gahima and Claude Dusaidi of the RPF political bureau reiterated this position in a slightly less forceful statement which declared:

The time for U.N. intervention is long past. The genocide is almost completed. Most of the potential victims of the regime have either been killed or have since fled.

The statement continued: 

Consequently, the Rwandese Patriotic Front hereby declares that it is categorically opposed to the proposed U.N. intervention force and will not under any circumstances cooperate in its setting up and operation.
