Kagame's Rwanda Featured In US Capitol For Wrong Reason s— Persecution Of Christians

On July 24, 2018, in the US Capitol, leaders and guests from different corners of the world witnessed the violent realities Christians have to endure in lawless and authoritarian regimes. This was part of the week-long event in which Christian organizations from around the world gathered in Washington, DC, to bring about greater awareness of persecuted Christians. Among the exhibits of persecuted Christians featured Kagame's Rwanda alongside other notorious regimes that brutalize Christian communities. The exhibits also featured Iraq, Syria, Iran, Turkey, Lybia, Sudan, Nigeria, and Pakistan.

The Rwandan exhibit revolved around the March-May 2018 violence against Christians and Muslims. This episode began with President Paul Kagame's infamous reaction to the large number of churches and mosques in the capital city, Kigali. He stated as follows:

"700 churches in Kigali? Are these boreholes that give people water? I don't think we have as many boreholes. Do we even have as many factories? This has been a mess!"

Kagame's government then closed around 7,000 churches and 100 mosques. Five pastors and one bishop whose churches were closed were imprisoned for their faith. Intimidation of church leaders became the order of the day. The regime justified its actions by citing noise pollution and unhygienic conditions in the churches. The real reason was, however, that churches and mosques were the last spaces for freedom of expression. This had to be eliminated just as in the broader society where holding independent thoughts constitute a crime in Rwanda's totalitarian state that seeks to control all aspects of the national life.

Kagame was to dish out more violence as shown at the Washington exhibit.

In April 2018, the Kagame regime descended on the American Amazing Grace Christian Radio. The regime ordered the Radio's Director, Gregg Schoof, to plead guilty following a sermon preached by another pastor at the Radio. The brave pastor refused to do and stated as follows:

"The government has ordered me to plead guilty against my conscience. I refused to plead guilty, so they revoked our broadcasting license. You can't order people to plead guilty! The Rwandan constitution guarantees that we have the right of opinion and conscience."

The latest form of religious persecution in Kagame's Rwanda is in the form of the new law passed in July 2018.

The law introduces a number of draconian requirements for preachers — not least the directive that the preachers must possess a bachelor's degree in religious studies or another bachelor's degree. Further, Christians are not allowed to congregate outside church buildings. Previously, Rwandans prayed at the mountain tops and in caves near their homes — this is now illegal.

Lessons Learned from the Washington, DC event

One of the highlights of the week-long event in Washington, DC, was the participation by Secretary of state Michael Pompeo, who hosted "the Ministerial to Advance Religious Freedom." He engaged civil society organizations, including organizations working on religious freedom. Senior officials provided an overview of foreign policy goals in relation to international religious freedoms.

All in all, the week-long activities to bring greater awareness of persecuted Christians achieved its objectives, especially for the Rwandan participants. These Rwandans were able to tell the world and their American hosts that Kagame's Rwanda is gross human rights abuser that has lately targeted Christians in particular. There you have it. That is how Kagame's Rwanda featured in the US Capitol for the wrong reasons — persecution of Christians.

Dans mes précédents billets [2] j'avais évoqué certains aspects de ce que la publication de Judi Rever : "IN PRAISE OF BLOOD" faisaient émerger

Bien des remous ont secoué, depuis 4 mois (au 21 juillet 2018), les différents milieux interpellés par les tenants et aboutissants du génocide des Tutsis du Rwanda, tels que rappelés dans ce livre.

Bien que les faits rapportés par Judi Rever datent de 20 à 21 ans, le génocide datant de 24 ans, leur évocation a, semble-t-il, permis d'interrompre la spirale du silence. En effet pour la première fois depuis 28 ans, date de l'invasion du Rwanda par l'Ouganda, un journaliste d'investigation belge néerlandophone, Peter Verlinden, sur une chaîne de TV publique belge, aurait affirmé, haut et fort, que les crimes du FPR étaient connus depuis le début de la guerre en 1990, depuis la prise du pouvoir par Kagamé en 1994, depuis les 2 guerres rwandaises (aux Zaïre 1996-1997 et en RDC-2000) et jusqu'à l'exercice de la dictature actuelle. Peter Verlinden rejoint donc les Pierre Péan et autres Christopher Black, Keith Harmon Snow, Dominic Johnson, David Barouski, Ann Garrison, etc ..... Ce qui est nouveau avec Peter Verlinden c'est que pour lui, s'agissant d'un « secret de polichinelle », « ne suffirait-il pas d'interroger les ambassadeurs et les membres du corps diplomatique » des différentes puissances « impliquées » ? Il faut signaler que ce journaliste n'a pas été censuré ni contredit jusqu'à présent (ce qui est assez étonnant) et aux dernières nouvelles il serait toujours vivant.

A quels ambassadeurs ou membres du corps diplomatique Peter Verlinden faisait-il allusion ?

1 - Robert Flaten, Ambassadeur US au Rwanda de décembre 1990 à novembre 1993 qui aurait prononcé la phrase (énigmatique) : « We go with the french », fin avril 1993 ? Le Pentagone lui aurait refusé la mise à disposition (pour l'ONU, en l'occurrence le GOMN[3]), des techniques de surveillance satellitaire au moment où l'Ouganda, violant l'embargo sur les armes, livrait, depuis son territoire, toute l'intendance militaire au FPR[4]. Le prétexte (fallacieux) de la non-fourniture de ces documents étaient leur inexistence ou l'impossibilité d'avoir des images à cause des couvertures nuageuses sur le Rwanda, etc. Cependant ces images , bien existantes, ont été exhibées lors d'un procès aux USA (à Concord, New Hampshire) en février 2012 (procès Munyenyezi)[5]

2 - David Rawson, Ambassadeur US en poste de janvier 1994 à janvier 1996 (agent notoire de la CIA), actuellement « Persona non grata » au Rwanda ("He was a disaster as an US Ambassador in this country," sic Kagame 8/11/94 in NYT[6]) ? Or la veille du jour prévu pour la remise de ses lettres de créance à Habyarimana, le 7/01/1994, David Rawson aurait cependant rencontré « secrètement » Kagamé à Kigali (dans la résidence de l'Ambassadeur de Belgique ?). Était-ce pour donner au FPR le feu vert de l'Administration Clinton pour la « suite » des événements ? Dans une interview sur « Frontline »[7] David Rawson date « étrangement » l'attentat du 6 avril « On Sunday. », or le 6 avril 1994 était un mercredi !!!!

3 – Robert Krueger Ambassadeur US au Burundi (juin 1994 – septembre 1995 = 15 mois seulement !!!) ? Il a été empêché, par les attachés militaires de sa propre Ambassade, de finaliser une mission d'enquête sur les massacres commis par le FPR à la frontière Rwando-Burundaise en septembre 1994. Cette mission ayant cependant été commanditée par le département d'Etat lui-même.[8] Un livre[9] qu'il aurait écrit est passé complètement inaperçu...pourquoi ?...parce qu'il parlait du génocide des Hutus par les Tutsi Rwando-Burundais ?[10]

4 - Serge Swinnen, Ambassadeur néerlandophone belge (d'août 1990 - avril 1994) dont la traduction française du live « Rwanda, mijn verhaal = Rwanda mon récit » se fait quelque peut attendre ?

5 - Georges Martres, Ambassadeur de France qui devait être au courant de la source d'informations française qui a, dès octobre 1990, qualifié (à juste titre, « anthume » ?) le FPR de Khmers Noirs ?

6 - Yves Leterme, Ministre belge des Affaires Etrangères ? Il a rapporté à Paris Match, après la session de l'AG de l'ONU de 2009 : « Je me souviens également très bien de la rencontre avec Paul Kagamé, président du Rwanda » .... « Il m'est arrivé d'être choqué quand, lors d'un face à face avec un dirigeant étranger, dont je me refuse à citer le nom, celui-ci m'a demandé si je pouvais l'aider à arrêter, voire à tuer des gens ». Paris Match : « C'est énorme, cela ! », et Leterme de répondre : « Je vous le dis de la même manière qu'il me l'a demandé ».

7 – Pierre-Richard Prosper, de 1996 à 1998, Procureur au TPIR et en 2001 "US Ambassador-at-Large" pour les crimes de guerre ? Partenaire du bureau de conseil Arent Fox de Los Angeles, avocat de Paul Kagamé. il obtiendra de Koffi Annan en 2003 la « destitution » de Carla Del Ponte du TPIR (avec l'appui de Gerald Gahima, Procureur Générale de la république Rwandaise de Kagamé. Gahima est depuis 2004, en fuite et exile sous haute protection aux USA)

Il n'y a que Pierre-Richard Prosper qui est évoqué explicitement dans le livre de Judi Rever, aux pages 5, 160-64 et 170. Et ce qu'elle rapporte est non seulement fort peu flatteur pour Prosper mais surtout révélateur des « errements », dès 1996-1998, de la Justice Internationale (TPIR). « According two lawyers who worked at the Office of the prosecutor …. it's scandalous ….it' is illegal on all fronts …. Prosper could not negotiate with one of the parties.....He was running rogue. But he was running rogue because nobody in Washington gave a shit"[11].

Il est regrettable que Judi Rever n'ait pu initier des entrevues avec les autres personnes citées ci-dessus et rapporter leur contenu. Ce qui amplifie, dans une certaine mesure, la spirale du silence....

Si le monde diplomatique est silencieux et caractérisé par la discrétion (c'est-à-dire le mensonge par omission), dans le monde des médias (à part la diatribe logorrhéique de M. Dupaquier à laquelle j'ai fait « allusion » dans ma livraison Agora Vox : « Rwanda, Paul Kagamé, Judi Rever .... et après ? (1/2) » du 7 mai 2018) il y a de mystérieux et assourdissants silences. J'aurais aimé prendre connaissance, analyser et éventuellement critiquer les points de vue de certain(e)s. Mais les Patrick de Saint Exupéry, Véronique Kiessel, Linda Melvern, Jos van Oijen, Collette Braeckman, Alex De Waal, Madeleine Mukamabano, Maria Malagardis et autres thuriféraires de Kagamé semblent, sauf erreur de ma part, tous aux abonnés absents ......

La bonne nouvelle c'est la parution en français du livre (référencé par Judi Rever) : « Bad News – Last journalists in a Dictatorship » de Anja Sundaram paru en novembre 2016[12]. Par « analogie », peut-on s'attendre à la traduction française du livre de Judi Rever pour fin 2019 ?...
