Le Rwanda parmi les pays qui répriment le plus leurs opposants à l'étranger

C'est ce qu'affirme un rapport de l'ONG américaine Freedom House publié cette semaine jeudi 4 février sur la montée de la répression dans le monde qui liste le Rwanda aux côtés de la Chine, de la Russie, de l'Iran ou encore de l'Arabie saoudite.

Menaces digitales, utilisation de logiciels espions, intimidation des proches restés au pays, et même assassinats. L'ONG Freedom House assure (le rapport, en anglais) que les moyens utilisés par Kigali pour museler la diaspora rwandaise et viser les ressortissants considérés comme terroristes à l'étranger « sont exceptionnellement importants pour un pays d'environ 13 millions d'habitants où presque un tiers de la population vit sous le seuil de pauvreté ».

Le rapport se base uniquement sur des interviews et des sources publiques, dont des documents gouvernementaux et des articles de presse. Il conclut que le gouvernement rwandais a visé ou attaqué physiquement des ressortissants dans au moins sept pays depuis 2014 et lance régulièrement des campagnes de dénigrement sur les réseaux sociaux.

Contacté par RFI, le gouvernement n'a pas souhaité commenter le rapport. Lors d'une conférence de presse en 2019, le président rwandais s'était cependant exprimé au sujet d'accusations d'espionnage des conversations What'sApp de ses ressortissants à l'étranger. Paul Kagame avait assuré que son gouvernement n'utilisait pas le logiciel israélien Pégasus, contrairement à ce qu'indiquait une enquête du Financial Times.
