Les décideurs et les économistes ont toujours cherché les raisons des piètres résultats économiques en Afrique. La question est pertinente sachant que différents rapports montrent non seulement à quel point l'Afrique est en retard par rapport au reste du monde, mais interpellent sur certaines tendances économiques dangereuses. Malheureusement, parmi toutes les raisons identifiées, un facteur a été négligé : l'âge incroyable de certains dirigeants africains et son impact possible sur la qualité de leur leadership.

Il n'existe pas de théorie établie démontrant que l'âge d'un individu ou le nombre d'années passées au pouvoir déterminent la qualité de son leadership. Cependant, il y a des raisons de croire que la jeunesse et une alternance périodique au pouvoir pourraient avoir un impact positif sur le développement d'un pays à revenu faible ou intermédiaire, surtout si la structure démographique de ce pays est majoritairement jeune.

QUELQUES COMPARAISONS DÉMOGRAPHIQUES

L'âge moyen des dix plus vieux dirigeants africains est de 80,2 ans, un chiffre extrêmement élevé par rapport à la moyenne d'âge du continent, qui n'est que de 19,4 ans. En d'autres termes, l'un des dix plus anciens dirigeants africains est quatre fois plus âgé que l'Africain ordinaire. En comparaison, l'âge moyen des dirigeants des dix pays les plus développés du monde n'est que de 52 ans. Mais une raison plus importante de considérer cette disparité comme un facteur déterminant de la performance est que ces dirigeants africains – comme presque tous les dirigeants africains contemporains – sont beaucoup trop vieux par rapport aux pays qu'ils gouvernent.

En effet, un grand nombre de pays africains n'ont aujourd'hui que 43 à 60 ans d'existence après l'indépendance. Fait intéressant, le plus jeune dirigeant du continent a 42 ans, ce qui est assez proche de la moyenne inférieure des pays africains indépendants. Est-ce un problème susceptible d'avoir une incidence sur les performances du leadership? La réponse est probablement oui.

Le classement du PIB par habitant des pays africains ayant les dix plus anciens dirigeants est inférieur à 100 dans le monde – à l'exception de la Tunisie, qui se situe exactement au 100ème rang. Plus encore, ces dirigeants africains ont passé au moins 20 années consécutives au pouvoir, ce qui est encore une fois très important comparé à la limite de 10 ans des pays les plus développés du monde, (à l'exclusion de la Chine et du Japon). Ou mieux encore, en comparaison avec des économies nationales performantes telles que l'Éthiopie et le Botswana.

LES VIEUX LEADERS SONT LES MOINS INNOVATEURS

Le problème, lorsque le même dirigeant reste à la tête d'un pays trop longtemps, l'innovation politique régresse. Ceci est valable indépendant des remaniements ministériels, comme le prouvent les gouvernements de Robert Mugabe (Zimbabwe), Yahya Jammeh (Gambie), Yoweri Museveni (Ouganda) et d'autres.

En effet, dans la plupart des cas, un dirigeant dispose de certains principes directeurs pour la gestion des affaires de l'État et d'une approche philosophique particulière des problèmes. Alors que les évolutions naturelles des comportements économiques nécessitent un changement de leadership pour adapter les innovations aux besoins de la société ; un pays stagnant dans la même gouvernance perdra le bénéfice de telles innovations au fil du temps.

En conséquence, un changement de dirigeants est nécessaire pour progresser. Cela ouvre le débat politique à de nouveaux acteurs capables de sortir du statu quo en proposant des politiques alternatives. C'est par cette concurrence ouverte et cette transition pacifique du pouvoir que la qualité des dirigeants peut être améliorée.

LA JEUNESSE EST UN ATOUT POUR UN MEILLEUR LEADERSHIP

Un bon leadership commence certes par une alchimie d'expérience et de jeunesse, mais, il n'est pas certain, comme nous venons de le voir, qu'un âge avancé détermine la qualité de leadership. Cependant, il serait dangereux de choisir un jeune dirigeant uniquement en partant du postulat que la population est jeune, la qualification est une condition préalable. En effet, les dirigeants africains et leurs gouvernements continuent d'adopter d'anciennes politiques face aux nouveaux problèmes de la génération montante.

Par exemple, ils abordent le problème du chômage en créant des régimes d'aide sociale ou en investissant dans l'éducation. Bien sûr, ce sont deux des moyens conventionnels de résoudre le problème, mais un tel défi de ce millénaire exige des solutions plus innovantes. Aujourd'hui, investir dans le secteur de la technologie et soutenir la culture pop urbaine procurent à eux seuls de nombreux emplois, sans parler des autres opportunités offertes par les jeunes.

Ainsi, il serait illusoire de croire que des dirigeants africains, qui n'ont ni grandi au contact des nouvelles tendances, ni toléré d'opinions critiques, fassent preuve de souplesse et d'ouverture pour mettre en place des politiques novatrices. Les jeunes Africains, véritables victimes des nombreux problèmes auxquels le continent est confronté, devront prendre en main leur propre destin.
