Rwandans "no longer" granted visa waiver to enter DRC

KIGALI, April 23 (Xinhua) -- A senior official at the Rwandan
Immigration Service said Wednesday that his department was "upset" at
the recent decision by the Congolese authorities whereby Rwandan
citizens will no longer be granted visa waiver to enter the Democratic
Republic of Congo (DRC), especially on the border post of Rusizi in
the southwest of the country.

According to Ange Sebutege, spokesperson for Rwanda Immigration
Service, this new move comes as a surprise at a time the two countries
were working together to encourage integration efforts through the
regional bloc dubbed Economic Community of the Great Lakes Region
(CEPGL) comprising Burundi, Rwanda and the DRC.

"We are upset," the Rwandan official told Xinhua in a telephone interview.

The three member states are bound by the agreement signed in September
1976 on promoting regional integration, particularly free movement of
persons, goods and services.

Within this regional initiative, the three countries signed an
agreement abolishing entry visas for their citizens.

However, the joint commission set up in 1976 to strengthen cooperation
between the three countries was suspended in the aftermath of genocide
against Tutsis in 1994 to be followed by the just-ended civil war in
the region.

Meanwhile, relations between the DRC and Rwanda deteriorated for
nearly two decades as a result of lack of mutual trust. The DRC
accused Rwanda of supporting the rebellion in its eastern part, while
Rwanda blamed the DRC for backing the "Interahamwe" militia and the
Democratic Forces for the Liberation of Rwanda (FDLR), the rebel
groups which fled Rwanda after perpetrating the Tutsi genocide in
1994.

From now on, all Rwandan nationals will be required to have a visa, at
a cost of 55 U.S. dollars for ordinary persons and 35 dollars for
students, said the spokesperson.
