Use of IDs to travel encounters hiccups

Presidents Uhuru Kenyatta and Paul Kagame used their national IDs to
travel from Nairobi and Kigali to Uganda for the Fourth Summit of the
Northern Corridor Integration Project.

In East Africa, only Rwanda and Kenya issue national identity cards.
Uganda, Burundi and Tanzania are in the process of issuing their
national identity cards.

Presidents Uhuru Kenyatta and Paul Kagame used their national IDs to
travel from Nairobi and Kigali to Uganda for the Fourth Summit of the
Northern Corridor Integration Project.

The ID project was launched last month to replace the use of a
passport or visa when travelling between the three countries. However,
citizens and business people have complained that they were still
being subjected to the old requirements.

Franchian Mwiza, a Kenyan national who had been booked on a RwandAir
flight from Jomo Kenyatta International Airport, could not travel as
airport authorities refused to process her exit using her Kenyan ID
card. She was only allowed to fly after acquiring a temporary travel
document.

Travellers are being turned away on the roads, too. Pamela Naiga and
her baby could not travel from Uganda to Rwanda using her voter's
card.

Ruth Warutere, project officer at the Eastern African Sub-regional
Support Initiative for the Advancement of Women, said people who try
to cross at the different borders are not being allowed in.

Ugandans going to Kenya are being allowed to cross with these
documents but they are turned back on the other side of the border.

In East Africa, only Rwanda and Kenya issue national identity cards.
Uganda, Burundi and Tanzania are in the process of issuing their
national identity cards.

Current statistics from Rwanda's Ministry of Immigration show that
since the commencement of the use of IDs, over 49,000 Rwandans have
crossed borders using their IDs, while 19,223 Ugandans and 6,500
Kenyans have crossed into Rwanda both at the Katuna/Gatuna border
between Rwanda and Uganda and at Kigali International Airport.
