Il aurait en outre demandé "que tous les Rwandais en exil soient autorisés à rentrer". On voit mal comment le gouvernement, qui refuse de négocier avec les rebelles des FDLR, qu'il considère comme génocidaires, pourrait accepter ces conditions.
