Object: Mise en garde contre la décision d'attaque militaire contre les Réfugiés Rwandais en

R.D. du Congo prévue après le 2/01/2015

　

Excellences;

　

C'est avec grande déception que nous, la Communauté Rwandaise, continuons d'apprendre que le Conseil de Sécurité de l'ONU insiste toujours sur le lancement d'une attaque militaire visant à exterminer une partie de la population Rwandaise que nous avons l'honneur de vous adresser cette lettre dont l'objet est ci-haut mentionné.

Excellences;

Nous, Coalition des Forces du Changements au Rwanda (CFCR-IMVEJURU), en tant qu' une armée de libération issue de toutes les composantes de la société Rwandaise (Hutu, Tutsi, Twa) dont l'objectif est d'apporter le changement au Rwanda et libérer la population du pouvoir sanguinaire du président Paul KAGAME et son groupe, le FPR;

Conséquents avec nous- mêmes et avec notre devise "RWANDA POUR TOUS" qui prone une politique de création d'une société rwandaise totalement inclusive;

Constatant que cette décision du Conseil de Sécurité de mener des attaques militaires contre les réfugiés Hutu Rwandais abandonnés à eux- mêmes dans les forêts de la R.D. du Congo n'a pas été réfléchie mais plutôt motivée par les mauvais sentiments de ceux qui ont de l'intérêt à déstabiliser cette Région d'Afrique;

Constatant que cette décision ne tient pas compte de la situation géopolitique de la région des Grands Lacs d'Afrique;

Constatant que cette opération vise à l'élimination d'une partie de la population rwandaise sur le continent Africain afin de la réduire au silence, ce qui est contraire au respect des droits de l'homme;

Constatant que cette décision est partiale et ne fait que renforcer le pouvoir sanguinaire de l'actuel Président rwandais Paul Kagame qui a tué 4 chefs d'Etats de la région à savoir le Président Melchior NDADAYE du Burundi, le Président HABYALIMANA Juvénal du Rwanda, le Président Cyprien NTARYAMIRA du Burundi, et le Président Laurent Désiré KABILA de la R.D.Congo, et qu'en plus de ces assassinats s'ajoutent le génocide Hutu qu'il a commis et le génocide Tutsi dont il fut le catalyseur ainsi que les assassinats des hutu et tutsi tels que le Ministre Seth Sendashonga, le Deputé Dr Leonard Hitimana, Le Col Augustin Kiza, Le Major Ruzindana, Le Gen Munyakazi, l'Evêque Catholique Mgr Augustin Misago , Mr Kagwa Rwisereka, Gen Munyakazi, les Journalistes Charles Ingabire et Léonard Rugambage, le Col Patrick Karegeya et beaucoup d'autres opposés à sa dictature militaire;

Face à cette situation de honte:

- les CFCR-IMVEJURU ont le devoir de mettre en garde la Communauté Internationale et le Conseil de Sécurité contre une quelconque attaque militaire aux refugiés rwandais en R.D.du Congo car ceci risque d'être la plus grave catastrophe humanitaire dans le monde;

- Les CFCR-IMVEJURU demandent au Conseil de Sécurité de renoncer à cette décision de la honte et de chercher d'autres voies et moyens pour pacifier la région des Grands Lacs tout en préconisant des mésures punitives exemplaires contre le gouvernement du Président Paul Kagame qui est le vrai responsable de l'insécurité dans la région des Grands Lacs d'Afrique;

-Les CFCR-IMVEJURU demandent aux pays africains qui ont des troupes dans la MONUSCO, au Gouvernement Congolais et la Population Congolaise, aux Pays membres de la SADC, de ne pas s'allier à cette décision car quiconque osera participer à cette guerre irréfléchie, tôt ou tard payera les conséquences d'avoir contribué à l'élimination d'une partie de la population rwandaise dans le seul intéret du président génocidaire Rwandais Paul Kagame déguisé en sauveur alors que c'est lui la source de la terreur et de l' horreur dans la région telle que l'histoire immédiate le démontre tout le temps.

Comme solutions durable, les CFCR-IMVEJURU demandent au Conseil de Sécurité des Nations Unies, à toute la Communauté Internationale et à l'Union Africaine:

D'exiger sans condition le départ du président génocidaire Rwandais Paul Kagame et son groupe FPR au pouvoir, et d'organiser un dialogue inclusif de toutes les composantes de la société rwandaise sous la supervision de la Communauté Internationale et les Pays de la Région pour mettre fin aux atrocités qui risquent de complètement détruire une grande partie d'Afrique.

Nous demandons à cette meme Communauté Internationale de ne plus accorder crédits au pouvoir actuel du Président rwandais Paul Kagame excedé par sa mauvaise politique d'hégémonie d'une éthnie (la siènne) sur d'autres, et qui est responsable d'une guerre et de l'insécurité subsèquente qui ont causé la mort d'à peu près dix millions de vies humaines depuis 1990 tant au Rwanda qu'en République Démocratique du Congo et dans le reste de la région des Grand Lacs d'Afrique.

RE: Warning against the ruling military attack against Rwandan Refugees in Democratic

Republic of Congo expected after 2.1.2015

　

Excellencies;

　

It is with great disappointment that we, Rwandan Community continues to learn that the UN Security Council still insists on launching a military attack aimed to exterminate a part of the Rwandan population that we have the honor to send you this letter whom the object is mentioned above.

Excellencies;

We, the Coalition of Forces for Change in Rwanda (CFCR-IMVEJURU) as a liberation army issued from all components of the Rwandan community (Hutu, Tutsi, Twa) which aims to bring change in Rwanda and release population from bloodthirsty power of Paul Kagame and his RPF group;

Being consistent with our political principle of inclusiveness as expressed by our motto "RWANDA TO ALL" that aims the creation of an inclusive society in Rwanda;

Noting that this decision of the Security Council to carry out attacks against Rwandan Hutu refugees abandoned on them-selves in the forests of the D.R. of Congo was not reflective but motivated by the feelings of those who have interest in destabilizing this African region

Noting that this decision does not take into account the geopolitical situation of the Great Lakes region of Africa;

Noting that this operation is aimed to eliminate a portion of the population on the African continent in order to silent them contrary to the principles of respect of human rights;

Noting that this decision is biased and reinforces the bloodthirsty power of the current Rwandan president Paul Kagame who killed four heads of states of the region, that is to say President Merchior Ndadaye of Brundi, President Juvenal Habyarimana of Rwanda, President Cyprien

Ntaryamira of Burundi, and President Laurent Kabila of the DRC, and that, in addition of this, there is a Hutu genocide he committed in Rwanda and in D.R. of Congo and a Tutsi genocide in Rwanda

to which he has been the catalyst, and his well known assassinations of opponent hutus and tutsis

such as: thhe Minister Seth Sendashonga, Hon Dr Leonard Hitimana, Col Augustin Kiza, Major Ruzindana, Le Gen Munyakazi, a Catholic Bishop Augustin Misago, Mr Kagwa Rwisereka, Gen Munyakazi, the Journalists Charles Ingabire and Leonard Rugambage, Col Patrick Karegeya, and many others opposed on his military dictatorship;

Noting that the implementation of this military operation will be a horrible failure to the International Community and the whole world;

　

Faced with this situation of shame:

　

- The CFCR-IMVEJURU feel it is our duty to warn the International Community and the Security Council as this may be the worst humanitarian disaster in the world;

- The CFCR-IMVEJURU ask the Security Council to abandon this decision of shame and look for other ways to bring peace to the Great Lakes region, while advocating punishment measures against President Kagame and his RPF government which is the real and root cause of wars and insecurity in the Great Lakes region of Africa;

-The CFCR-IMVEJURU ask the African countries that have troops in the MONUSCO, the Congolese government and the Congolese population, the SADC member countries not to ally with this decision because whoever dares to participate in this thoughtless war, sooner or later will pay the consequences of having helped in the elimination of part of the Rwandan population that benefits to the Rwandan genocidal President Paul Kagame disguised on savior when he is the terror and the horror in the region as Rwandan and regional current events demonstrate it all the time.

As a sustainable solution, CFCR-IMVEJURU ask the UN Security Council, the entire international community and the African Union:

to impose the unconditional departure and resignation of the genocidal President Paul Kagame and his RPF party and organize an inclusive dialogue of all components of the Rwandan society under the supervision of the international community and the countries of the region to end the atrocities that may destroy much of Africa.

-to stop granting credits to Rwandan President Kagame exceeded by his hegemony politics of ethnic group (his) on others that is responsible for wars and insecurity which cost almost 10 million lives since 1990 in Rwanda, in Democratic Republic of Congo since 1996, and other places in the Great Lakes Region of Africa as a whole.

Hoping that you will hear our cry of alarm and will consider our demands set out in this letter, please accept, Excellencies, the assurances of our highest consideration.
